NAVAL, BILIRAN – All areas covered by Biliran Electric Cooperative, Inc. (BILECO) will have a maximum of ten-hour power outrage on March 20, 2016, Sunday from 7:00 AM to 5:00 PM due to ongoing repairs and maintenance by the National Grid Corporation of the Philippines (NGCP) for the improvement of service.
Last March 11, 2016, all areas coverage of BILECO, LEYECO III, DORELCO and LEYECO V had an unexpected power interruption due to tripping of 69kV Tunga Feeder at 6:53PM today fault caused by cut jumper on a structure at San Joaquin, Capoocan.
Earlier this morning power supply was also cut off from 2:15AM to 3:00AM. The NGCP has yet to issue official statement with regard to the latest blackout.

NAVAL, Biliran – The fire that broke out in Brgy. Calumpang, Naval, Biliran on Thursday dawn (March 17) was declared under control by the Naval fire department.
The fire began around 12:15 a.m., The fire department received the call for help at 12:35 a.m. and firefighters put it out at 2:00 a.m..

According to the initial investigation, the fire started in the house of Selvino Sison, at the wood-fueled stove in the kitchen, according to Naval Fire Inspector Primilloso.
The five houses razed in Calumpang fire are owned by Nimong Sison, Selvino Sison, Villardo Sison, Precila Antor and Atty. Linda Solite.
Fire trucks from Almeria, Biliran, Kawayan, Cabucgayan and private fire truck owned by Mr. Alex Ang aided the Naval Fire Station in responding to the fire incident.
No one was injured during the incident.
With the celebration of the Fire Prevention Month this March, Naval Fire inspector, Primitibo Tomilloso urged the public to be always cautious to avoid fire accidents.

NAVAL, Biliran – Candidates in Biliran province for the synchronized local and national elections in May 9, 2016 recently signed a covenant which stipulates the conduct of an honest, authentic, peaceful,clean and credible elections.
“A covenant is a sacred vow that each candidate must obey and follow,” Cajipo said in her message to the local candidates present during the covenant signing of elective position of member of the House of Representatives, Governor, Vice-Governor and Sangguniang Panlalawigan members held recently at the Naval Gymnasium.

In the covenant, candidates are refrain from using force, violence or organized armed groups to threaten, terrorize and intimidate the voters to disrupt the holding of free, honest, orderly, peaceful and credible elections.
PSSupt.Lito T. Bigoy, provincial director, Biliran Police Provincial Office (BPPO), who was present in the covenant signing advised the candidates not to engage in any violent act in order to preserve the peaceful situation of the entire province. He shared his experience when he was still a city director in a city in Western Samar where some politicians engaged private armed groups to terrorize voters and ensure their victory during elections. He expressed hopes for the same not to happen in Biliran this time under his watch.
Earlier, the provincial office of the Commission on Elections (Comelec) here, headed by Atty. Karen C. Cajipo, provincial election supervisor, in coordination with the municipal election officers of the eight towns in the province, conducted a series of lectures on the Fair Elections Act and initiated the signing of a covenant among the local candidates in the province.
Vote buying, giving and offering or promise of money, gifts or anything of value were the things also emphasized among the candidates which they must renounce and refrain from doing.
Candidates and their supporters are prohibited from posting all propaganda materials in areas not designated by COMELEC as common poster and they are also obliged to remove all campaign materials posted outside the CPA at their own expense within three days from notice.
Comelec assigned CPAs in every town in the province of Biliran where candidates can post their campaign materials.
It also reminded the candidates during the covenant to follow the rules and regulations promulgated by Comelec in bearing, carrying and transporting of firearms or other deadly weapons and not engage themselves in any illegal activity and or employ security personnel or bodyguards for violent purposes.
Candidates were also warned not to tamper the election returns and certificate of canvass to avoid penalty for criminal acts.

NAVAL, Biliran – The perennial problem on the scarcity of potable water supply of residents in barangay Catmon in this municipality will already be answered as two non-government organizations collaborated for the construction of Ram Pump Project (RPP) right within the barangay.

The Alternative Indigenous Development Foundation Incorporated (AIDFI)-Cocal Cola AGOS Project in coordination with the Rotary Club of Biliran Island implements the P4.7M water source project.
The (RPP) is expected to be benefited by some 500 households of Catmon proper and its nearby three sitios namely: Puro, Mocalbocal and Baras.
According to Che Idzenga, project director, AIDFI-Coca-Cola AGOS Project, in a meeting with the barangay officials, sitio leaders of Barangay Catmon on March 12, 2016 in Catmon barangay hall with some members of Rotary Club of Biliran Island led by its president, Engr. Ferdinand D. Morillo, the ram pump project will not only give sufficient supply of potable water to the residents of the barangay but it will also provide livelihood opportunities and knowledge on proper waste disposal system to the residents as these are included as major components of the project implementation.
Idzenga, who has been collaborating with the local government unit of Naval through Mayor Susan V. Parilla assured the barangay officials concerned that the project will start this March once the initial documents required are already submitted.
Residents in Barangay Catmon will also get some economic benefit as AIDFI will hire local laborers from the barangay once the construction of the project starts, Idzenga added.
“We need your help and cooperation,”he appealed to the barangay officials and sitio leaders including the residents of Barangay Catmon for the successful implementation of the ram pump project as there are times when “bayanihan” (provision of free community labor), is needed in some phases of the project. # (FJ/rvictoria/PIA 8 Biliran)

Arrested was Bryan M. Mecaydor alias Boy Tambok, a native of Almeria town presently residing in Barangay Caray-Caray, Naval, Biliran.
Mecaydor was arrested on Thursday, March 17, 2016 at around 1:20 AM in Barangay P.I.Garcia, Naval, Biliran.
Seized from Mecaydor during the buy-bust operation were two pieces sachets containing white crystalline substance believed to be shabu, two pieces lighters, a cellular phone and one piece Five Hundred peso bill.

NAVAL, Biliran – Cops of Naval town yielded 19 transparent plastic sachets containing white crystalline substance believed to be shabu in a buy-busy operation conducted at around 7:35 in the evening on Thursday, March 17, 2016.
The suspect will face criminal complaints for violating Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

NAVAL, Biliran – A 44-year-old tricycle driver was arrested by police at the Naval town hall after he was found out carrying a 38 caliber pistol and 13 live ammunitions.
Solomon Paghid, a resident of Barangay Catmon, Naval, Biliran was arrested on Tuesday, March 22, 2016 at around 12 noon at the town hall located in Barangay P.I. Garcia, Naval, Biliran.
Paghid was arrested for violation of Sec. 28 of RA 10591.
According to some residents in Barangay Catmon, Paghid was one of the ESA recipients in Barangay Catmon who will receive cash assistance scheduled for release that day.

NAVAL, Biliran – Several pieces of plastic sachets containing white crystalline substance believed to be shabu and several drug paraphernalia were confiscated by operatives of the Philippine Drug Enforcement Agency (PDEA) in the Biliran provincial jail.

The abovementioned confiscated items were discovered during the search and seizure operation in jail facility conducted by the operatives of PDEA 8 at around 8:00 o’clock in the morning on Tuesday, March 29, 2016.

NAVAL, Biliran (PIA) – The clamor of Typhoon Yolanda victims who qualified for housing assistance, either totally or partially damaged, but did not receive the previous release of cash assistance under the Emergency Shelter Assistance (ESA) was addressed as the social welfare department released recently some P1B fund for the purpose.

It was learned that the Department of Social Welfare and Development (DSWD) last year, released the amount for ESA cash assistance in the amount of P30, 000 for totally damaged and P10, 000 for partially damaged houses to identified qualified individuals in Tyhoon Yolanda affected areas in the country.
“The latest release of ESA cash assistance here in Eastern Visayas region has addressed the gaps of the government cash assistance program to identified qualified individuals who have yet to receive the cash assistance,” said Honeylou Mora, project development officer II of the regional office of DSWD in Eastern Visayas.
Mora facilitated the distribution of ESA cash assistance to identified qualified ESA recipients in in the municipalities of Almeria, Biliran, Cabucgayan, Caibiran,Culaba and Naval, all of Biliran province.
The DSWD official added that a total amout of P1, 236,797, 162 was released in the entire Eastern Visayas region in the recent release of ESA cash assistance.
“This represents some 99, 865 ESA recipients here in Eastern Visayas covering some identified 38 local government units (LGUs) out of the identified 63 LGUs qualified under the ESA”, she further said in an interview at the old Naval Sangguniang Bayan Session Hall recently..

ALMERIA, Biliran – A fire broke out at Brgy. Sampao in the municipality of Almeria around 12:26 am, April 4, leaving three (3) one-storey houses burned.
Bureau of Fire Protection (BFP) Almeria in coordination with BFP Naval and PNP Almeria responded the said fire incidence after a call from Brgy. Captain Danilo Calvez reporting the situation.

In an investigation conducted, the fire started from the house of Andronico Macascas – which caused an electrical short circuit, and spread to the other two houses owned by William Macascas and Aristona Fajardo, respectively.
According to FO3 Rey Alfaro, more or less P800,000 is the total estimate damage of the properties burnt.

Taking advantage of the good weather condition, DPWH-Biliran District Engineering Office (BDEO), is now in full implementation of its FY 2016 Infrastructure Projects. Most of the Contractors have started their work earlier in order to attain the target schedule, hence with positive slippages. As of March 31, 2016, the District has an overall actual accomplishment of 37.40% with a positive slippage of 15.40%. This is in accord with the policy of the Department to implement the right project with the right cost determined through competitive and transparent public bidding with the right quality in accordance with international standards delivered at the right time through close monitoring of project implementation carried out by the right people who are competent and uphold the values of professionalism, integrity, excellence, public service and teamwork.
DPWH Project. Madao Flood Control
As was previously published, the District has been allotted P 683.745 Million under FY 2016 DPWH Infrastructure Program. The District’s projects are broken down as follows: National Road Network Services (MFO 1)costing P 334.745 M; Flood Management Services (MFO 2) with a cost of P 174.0 M; Maintenance and Construction Services of Other Infrastructures (MFO 3) with a cost of 45.0 M for Roads leading to Tourist Destinations; and Local Infrastructure Program costing P130.0 M. Out of the allotted amount, P135.0 M is for implementation by DPWH Regional Office 8 which involves the Rehabilitation of a section of Maripipi Circumferential Road while 66 projects will be implemented by Biliran DEO.

As of this writing, Biliran DEO has already completed its Pre-Construction activities. Its overall accomplishment under PDE is 100% as of March 31, 2016. Biliran DEO’s projects based on the FY 2016 GAA consists of five (5) projects under Asset Preservation of National Roads; two (2) projects under Network Development; five (5) projects under Construction and Maintenance of Bridges; twelve (12) projects under Flood Mitigation and Drainage; one (1) project under Access Roads leading to declared Tourism Destinations.

The District’s Local Infrastructure Projects is comprised of Multipurpose Facilities projects; 7 Local Roads projects; and 8 Water Supply projects while the Region wide projects is composed of 6 Revetment projects and 5 Local Road projects.
DPWH-Biliran DEO being one of the agencies’ implementing arms of its infrastructure programs tasked to provide and manage quality infrastructure facilities and services is confident to implement its infrastructure facilities right on schedule. The District implements the government’s programs with the end view to provide safe, fast, economical mobility of people, goods and services, protect lives and properties against major floods and living condition of population enhanced through improved Local Roads.

NAVAL, Biliran – The latest joint advisory issued by the two constitutional bodies which excluded the use of social media functions as an act of electioneering and partisan political activity has clarified the limits for its use among civil servants during campaign period.

The Civil Service Commission (CSC) and the Commission on Elections (Comelec) issued Joint Circular No. 001, Series of 2016 on March 29, 2016, an advisory on electioneering and political activity.
The CSC-Comelec joint circular specifically states in its purpose that it is issued to advise and remind all officers and employees of the Philippine Government, including any of its agencies, subdivisions, and instrumentalities, of the constitutional, statutory, and other regulatory prohibitions against engaging in any electioneering or partisan political activities.
It is also aimed at “ensuring that members of the civil service and the armed forces shall remain focus on the efficient discharge of their duties and functions; to do away with the “spoils system” which is anathema to the principles of meritocracy at the heart of the Philippine civil service system and military service; and to shield officers and employees of the civil service and the armed forces from the vagaries of politics”, it said.
Pharida Q. Aurelia, Director II, Civil Service Commission-Biliran Field Office, clarified to the members and officers of the Provincial Council of Personnel Officers (PCPO) in Biliran province during its second regular quarterly meeting on April 11, 2016, that social media functions like liking, commenting, sharing, re-posting or following a candidate’s or party’s account is one of the six listed acts enumerated in the joint circular that are deemed excluded from the coverage of electioneering and partisan political activity.
However, the lady chief of CSC-Biliran categorically stated that liking, commenting, sharing, re-posting or following a candidate’s or party’s account are considered electioneering and partisan political activity when “used as means to solicit support for or against a candidate or party during campaign period.”
“There is a thin line” Aurelia refers to the provision in the joint circular that separates what acts are considered electioneering or partisan political activity regarding the use of social media functions.
She emphasized to personnel officers of the national government agencies, local government units and public utilities stationed in the province of Biliran to just follow the guidelines stipulated in the joint CSC-Comelec circular on electioneering and political activity to avoid facing election offenses. # (fj/rvictoria/PIA 8 Biliran)

NAVAL, Biliran – With the recent issues allegedly accusing the management of Biliran’s front runner tourist spot- Sambawan Island, that stirred various comments from netizens, Cong. Rogelio J. Espina spoke up.
NO FISHING AROUND SAMBAWAN ISLAND. But the developer and their wards can fish.
In an interview by BiliranIsland.com staff, the representative ‘is looking deeply and seriously with this issue concerning the Biliranons’.
He also requested the Sanguniang Panlalawigan ‘to investigate further on the alleged price hike and other pressing issues related to management of Sambawan’.
It has been known that after the outburst of the issue, the Sangguniang Panlalawigan spearheaded by Board Member Gerard Roger Espina already conducted an investigation and called the attention of the tourism officials of Maripipi and the developer of the said resort.
Further, Cong. Espina ‘assure the Biliranon that he will find a way to lower the rate for Biliranons who will visit the resort’.
Sambawan Dive Camp and Resort is declared as Region 8 tourism gem and formally launched to public last year.

ALMERIA, Biliran – Joint police operations of Biliran provincial police anti-illegal drug task force and Almeria police station nabbed Noel G. Ebit, a resident of Almeria and a suspected shabu pusher, in a buy-bust operation.

Results of the November 2015 Philippine Bar Exam are now released, with a UP Diliman graduate topping the exam with a score of 87.40%.
This year’s passing rate was 26.21%, with x successful examinees out of n total takers. The threshold passing score was not adjusted at 75%.

NAVAL, Biliran (PIA) – A few days to the May 9, 2016 national elections, Atty. Karen Cajipo, Biliran Provincial Election Supervisor (PES) of the Commission on Election (COMELEC)-Biliran, gives important reminders to voters relative to the May 9, 2016 elections.
Atty. Cajipo bared the important reminders to voters when she guested at the Kapihan at Pulong-Pulong ng Bayan hosted by the Philippine Information Agency (PIA) – Biliran, over Radyo Natin-Naval on Thursday, May 5.
She informed that the liquor ban from May 8 to 9, prohibits stores from selling alcoholic beverages and that citizens are not allowed to go on a drinking spree on said dates.
Only establishments which cater to foreigners and have secured permits from COMELEC are allowed to sell liquor to their foreign customers.
Carrying guns and bladed weapons as stipulated in a COMELEC Resolution are not allowed until June 8, 2016, she said.
Smoking in the voting centers, taking pictures inside the polling places, particularly that of the ballots, and showing filled ballots to others are also prohibited on election day.
For the voter’s ballot to be counted, Atty. Cajipo advised voters to be careful not to taint their ballots, and shade only the required number of candidates for every position.
Over voting is not allowed, and the vote-counting machine (VCM) will not read the votes with more shaded candidates than what is required in the position, she said.
Likewise, she announced the availability of the emergency accessible polling place (EAPP) in every polling center to cater to the vulnerable groups such as the elderly, persons with disability, pregnant women-six months and above, and detainees.
Support staff are assigned in bringing the ballots from the precincts to the EAPPs and back to the precincts. The Board of Election Inspectors (BEIs) are the ones to feed the filled-up ballots to the VCM, receive their voters receipt and deposit the same to the voters receipt receptacle, she added.
As of this writing, COMELEC- Biliran has not encountered problems relative to the conduct of the synchronized local and national elections on Monday, May 9, declared by President Benigno S. Aquino III as a non-working holiday to give the Filipino voting population more time to prepare to exercise their right to vote. (FJ/mlt/PIA8 Biliran)

NAVAL, Biliran – Gerard Espina is proclaimed Naval’s mayor, ruling back the town after a decade in the hands with the late Gerardo Espina, Sr., his grandfather.
The young Espina recorded a landslide victory with 14, 939 votes over his rival Aim Limpiado with 6, 021 votes only.
