Maripipi, Biliran — 4 sachets containing white crystalline substances suspected to be shabu were recovered by the combined forces of PDEA and the Provincial Drug Enforcement Unit of Biliran Provincial Police Office from a drug watch listed personality during a buy bust operation about 9:35 in the evening on Wednesday (Apr 14) in Brgy Ermita, Maripipi, Biliran.
PDEU Chief Police Major Chamberlaine B. Ludivise identified the suspect as Ronnel Estrada alias “Bors”, 27, married, laborer, and a resident of Brgy. Ermita, Maripipi, Biliran.
Recovered from his possession was a sachet containing white crystalline substance suspected to be shabu procured by an operative in the amount of P500. During body search in front of Chairman Roberto G Alterejos, of Brgy. Ermita, Anthony Marlon C Mecaral from the media, and Leonard Javinez from the Department of Justice the searching cop recovered from side of the short pants of the suspect a memory card container and a P500 cash bill. When opened the card container contained three more sachets containing the same white crystalline substances suspected to be shabu with an estimated amount of P2000, and the P500 bill that bears serial number AA985350 was subscribed in court as buy bust money for the operation.
The suspect admitted owning the illegal substance recovered from him saying he did not expect lawmen will conduct arrest in the place being an island isolated from the mainland.

Barugo, Leyte— An employee from the Bureau of Fisheries and Aquatic Resources in Tacloban City succumbed to a sudden death when the single motorcycle he was driving accidentally bumped a mini dump truck about 7:10 in the morning (Apr12) along the National Highway in Brgy.Abango, Barugo, Leyte.
Barugo COP Police Cpt Luis Hatton identified the fatality as ROGELIO MONDIDO, 50, married, an employee of BFAR Regional Office in Tacloban City and a resident of Brgy. San Agustin, Caibiran, Biliran. Case investigator Police Staff Sergeant Sergio Llaneta III in a telephone interview said that the two vehicles were traversing on the same lane coming from Carigara, Leyte and going to Barugo Leyte before the incident happened. He said that Mondedo was on his way to work in Tacloban City cutting short of his travel by passing Barugo Leyte on board a Yamaha Mio Aerox color black bearing temporary plate number 0801-0232974,while Recilla was driving a Mini Dump Truck Fuso, color blue, with plate numberACO-7100. He added that Mondedo maneuvered to overtake the mini dump truck, but the truck also maneuvered to turn to the other side of the road going to Marquee Enterprises that caused the single motorcycle to crash at the driver side of the truck.
The victim fell to the ground and some parts of his motorcycle were scattered in the center of the road. Rescue workers from Carigara, Leyte arrived in the area and conducted CPR on the victim but failed to revive him. The victim was later brought to Carigara District Hospital for treatment where he was declared Dead on Arrival by attending physician Dra. Dina Joh Nizer.

Naval, Biliran—- The driver of a single motorcycle died while being treated by physicians at the Biliran Provincial Hospital after his motorcycle allegedly collided with an SUV at around 6:20 in the evening Thursday (Apr 15) along the National Highway of Brgy. P.I. Garcia and Calumpang, Naval, Biliran.
Naval COP Police Major Michael John Astorga identified the fatality as Mike Robert Espregante, 29 years old, self-employed, residing at Sitio Bliss, Calumpang, Naval, Biliran. The driver of the SUV was identified as Dwight Anthony Inchoco, 36, married, government employee, and a resident at Sitio Cogon, Larrazabal, Naval, Biliran.
According to the police, the driver of the SUV came to their station at around 1:45 in the morning today (Apr 16) and submitted himself to the authorities.
Police investigation disclosed that Espregante was driving a black Mio Soul 125 motorcycle with no plate number going west, while Inchoco, who was heading east, was driving a Mitsubishi Montero Spt GLS SUV, with plate no. UQT-670. Upon reaching the place of incident, Espregante, while driving his motorcycle, suddenly appeared and hit the SUV which was at the center lane maneuvering to turn to the other side of the road.
According to witnesses, Inchoco stopped at the center lane and signaled to turn left, while two other motorcycles that were on the other lane of the road heading west stopped to give way to the SUV which was maneuvering to turn left. However, the witnesses told police that Espregante’s motorcycle which was running at a fast speed allegedly overtook the two motorcycles without knowing that the SUV driven by Inchoco was turning left and in the process collided with the SUV. Espregante was thrown several meters away from his motorcycle due to the impact.
Responding rescue personnel arrived at the area and brought Espregante to the Biliran Provincial Hospital for immediate medical attention where Dr. Josie Marie M. Estrada, MD declared him dead at around 10:53 in the evening last night. – BiliranIsland.com

Ormoc City— The number of passengers and rolling cargoes in Eastern Visayas has increased from this morning report according to Coast Guard Eastern Visayas District.
Apprentice Seaman Wilmar Puerto in an interview said that as of 4:00 in the afternoon today (Apr 17) the total number of stranded passengers has risen 348 this morning to 736 and the rolling cargoes which were 114 also rose to 353. He said that many of these passengers are bound Luzon with 571 while those bound to Mindanao are 165. He detailed the numbers of passengers as 117 at the Port of Liloan, 48 at the Port of San Ricardo all in Southern Leyte bound for Mindanao, and the Port of Sta Clara, 273, Port of Baluartico, 262, and the Port of Dapdap 36, all Ports from Northern Samar bound for Mindanao.
The 353 stranded rolling cargoes are from the ports of Liloan, 54, San Ricardo 57, all in Southern Leyte bound for Mindanao and the Ports of Sta Clara 107, Baluartico, 116, and Dapdap, 16 all port in Northern Samar bound for Luzon.
Coast Guard Eastern Visayas District Commander Capt Dante Viliran in an interview said all these stranded passengers are being taken care of by concerned LGUs in coordination with the shipping companies and assisted by some of our personnel from the station. He said that as of this moment, no passenger is present within port areas as shipping companies are not allowing a single passenger to stay inside the terminal premises to prevent violation of IATF rules/ protocols particularly in social distancing.
He added that most of the passengers are being billeted to hotels as all vessels, especially those in Northern Samar have already taken shelter in Masbate.
Capt. Viliran pointed out that truck drivers are staying inside their respective trucks but are parked outside port/ terminal premises. He said that as of 4:00 in the afternoon today sea condition is now moderate to heavy and the wind speed is approximately from 20-30 knots. He added that resumption of sea travel will be announced once typhoon signal is lifted by PAGASA.

Kawayan, Biliran— PDEA 8 Rank No. 4 in in the Priority Target List (PTL) for the Province of Biliran yields at least 3 grams of suspected shabu with estimated value of P20, 400 during a buy bust about 4:55 in the afternoon on Monday (Apr 26) in Brgy. Burabod, Kawayan, Biliran.
Kawayan COP Police Lt Gerald Pediglorio identified the suspect as Darius De Leon, 44 y/o, married, construction worker, listed rank no. 4 of PDEA 8 and a res. of the said place.
The police said that the suspect is a known drug personality in the municipality since as a drug dealer and a user.
It was learned that during the start of Pres. Rodrigo Duterte’s administration in 2016 the suspect went to the Kawayan Police Station and inquired about the requirements to apply for Oplan Tokhang but did ot returned. But an informant has informed both the police and PDEA that the suspect has allegedly engaged himself back to the illegal drugs trade prompting them to conduct surveillance of his activity and once proven conducted the buy bust operation.
Recovered from the suspect was a sachet containing white crystalline substance suspected to be shabu procured by an operative in the amount of P1000. During body search in front of barangay official, DOJ and Media representatives, the searching cop recovered a cigarette pack and a red coin purse that when opened yielded two P500 bills bearing serial numbers GA118328 and SB848706 which was subscribed in court to be used for the operation. Two P20 bills were also recovered that when opened resulted to the falling of two sachets containing white crystalline substance suspected to be shabu with an estimated weight of 3 grams and a street value of P20, 400.
The suspect denied owning the recovered items from his possession.

The Department of Public Works and Highways (DPWH) – Biliran District Office (DEO) has started the widening of two major bridges in Biliran town that will accommodate the increasing volume of traffic.
The P20.5-M Busali Bridge and P30.6-M Moog Bridge widening projects are both implemented at Brgy. Busali, Biliran, Biliran.
The widening of Moog Bridge in Brgy. Busali, Biliran, Biliran is on-going on clearing operations and installation of temporary templates (pile driving guide) in preparation for the driving of piles for foundation works.
District Engineer Ferdinand A. Briones said that the bridge widening projects will complement the widened roads in the Province of Biliran.
“This is highly prioritized because along this section is the province’s major thoroughfare from mainland Leyte to the capital town of Naval and vice versa,” said Briones.
According to Briones, the widening of permanent bridges are on-going. Clearing operations and installation of temporary templates (pile driving guide) in preparation for the driving of piles for foundation works on both bridges are in progress.
The widening of bridges consist of two additional lanes, one on each side with a 30-meter span for Busali Bridge and 35-meter span for Moog Bridge. Both projects are scheduled to be completed this July of 2021.
“The completion of this project will not only increase the volume of traffic that this bridge can accommodate, but will also improve the safety and comfort of the travelling public,” said Briones.

Caibiran, Biliran — A driver who has been in the Priority Target List of both PDEA and local the police yielded 4 sachets containing white crystalline substance suspected to be shabu during a buy bust operation conducted by PDEA Biliran Field Unit and the Station Drug Enforcement Team of the local police about 10:20 in the morning today (Apr 29) at Brgy Palanay, Caibiran, Biliran.
Caibiran COP Police Lt. Vic Viros identified the suspect as Diosdado Mendoza Jr, 39, married, driver a resident of Brgy. Calumpang, Naval Biliran.
Recovered from his possession was one sachet containing white crystalline substance suspected to be shabu procured by an operative in the amount of P1000. During body search in front of Sanggunian Barangay Member Raymond Alcala, of Brgy. Palanay, Reana G Coles, from the Department of Justice and Anthony Marlon C Mecaral, Media Representative, the searching cop recovered from his pocket P1000 cash, a stick of cigarette and a matchbox, wallet, lighters and others.
The P1000 bill bears serial number JE338157 which was a court subscribed money intended for the buy bust operation, while the matchbox when opened bears three sachets containing white crystalline substance suspected to be shabu with an estimated value of P3000.
The suspect denied owning the illegal items recovered from him.
Charges of violation of RA 9165, the Comprehensive Law against illegal drugs of 2002 was immediately prepared against the suspect who is temporarily detained at the Caibiran Police detention cell.

Naval, Biliran — A Trisikad (Bicycle with sidecar) driver who sidelined into selling illegal drugs yielded 5 sachets containing white crystalline substance suspected to be shabu during a buy bust operation conducted by operatives of PDEA Biliran Province Field Unit, the Provincial Drug Enforcement Unit of Biliran Provincial Police Office and the Station Drug Enforcement Team about 10:50 in the morning today (May 04) along So Anas, Brgy Agpangi, Naval, Biliran.
Naval COP Police Major Michael John Astorga identified the suspect as Danny Delantar, 25 with live-in partner, trisikad driver, and resident of Brgy Atipolo, Naval, Biliran.
Recovered from his possession was one sachet containing white crystalline substance suspected to be shabu procured by an operative in the amount of P500. During body search in front of Hon Kagawad Jobert O. Madrona, Leonard C. Javinez, NPS representative, and Marlon Anthony Mecaral, Media representative, the searching cop recovered a P500 bill bearing serial number DA433940 which a court subscribed money intended for the said operation. Further body search also resulted in the recovery of a scratch paper that once opened resulted in the recovery of four more sachets containing white crystalline substance suspected to be shabu with a street value of P2000.
The suspect did not issue any statement to the media covering the buy bust operation.

The Department of Public Works and Highways (DPWH) – Biliran District Engineering Office (DEO) is implementing the construction of road leading to Caanibongan Elementary School project in Cabucgayan town that will benefit not only the learners but the entire residents of Brgy. Caanibongan.
The P9.8-M road project involves the construction of a 0.33-kilometer two lane road with a 5-meter width and a 0.2-meter thickness.

Situated in the hill top of Cabucgayan town, District Engineer Ferdinand A. Briones revealed that road safety features are also included in the project such as the construction of road slope protection structure and concrete barrier.
“From a narrow one lane dilapidated concrete road, residents will enjoy a wider, better and safer road when this project is completed,” said Briones.
Based on the 2015 population census, about 270 residents will benefit this road.
DE Briones reported that the project which is under contract with QYT Construction and Supply is now halfway complete with an accomplishment of 51.77% as of April 30, 2021.
From its start date on February 16, 2021, this project is to be completed by July 15, 2021.

The suspect is tagged by Biliran Province police as Newly Identified Drug personality who is a Street Level individual.

The suspect denied owning the illegal items that were recovered from him. But the police is conclusive that that the suspect is indeed into the illegal drug trade as they conducted surveillance against suspect for about a month after receiving information from reliable informant.

Dela Peña, ang Presiding Judge sa 3rd Municipal Circuit Trial Court Caibiran-Culaba, Biliran tungod sa paglapas sa Section 28 of R.A. 10591 kon (Illegal Possession of Firearms and Ammos), diin ang korte mimando sa kapolisan sa pag ukay sa tanan parte sa sulod sa balay sa suspek.
Nakuha sulod sa balay niini ang usa ka Caliber .38 revolver nga may tatak (Smith & Wesson) apan walay serial number. Nakuha usab ang unom ka mga buhing bala sa nahigutan nga kalibre.
Apan midaku ang problema ssa suspek sa dihang ang mga kapolisan nakarekober didto sa balay niini ug usa ka bala sa M203.

Naval, Biliran —A teacher who was driving a single motorcycle died while being treated at a local hospital while another motorist is still recuperating at his injuries after a teacher driving an SUV was involved in a hit and run collision in two places on Tuesday night (June 8) here.

Isidoro Ancero said that the younger Reñola, who reported to the Biliran Police, stated that while they were traveling from Naval, Biliran going Biliran, Biliran riding on a Honda TMX 125, color red with complete documents driven by his elder brother, upon reaching at the curved portion of the highway, a color white SUV, driven by an unidentified person, encroached their lane and bumped their motorcycle, causing them to crash on the cemented road.
The complainant said that driver of the SUV, instead of stopping to help them, sped off and left them behind, moving in the direction to Naval, Biliran.
The elder Reñola sustained serious injury in his right foot while the younger Reñola sustained slight injuries in the different parts of his body. Both were brought to Biliran Provincial Hospital, Naval, Biliran by concerned citizens for medical treatment.
The second incident happened about 11:15 p.m. also last night along Sitio Puro Kobe, Brgy. Lucso-on, Naval, Biliran. Another hit and run incident happened involving the same color white SUV.
This time the victim was identified as Vivienne Ann Estanislao, 34, Public School Teacher, resident of Sitio Kawayanan, Brgy. Talustosan, Naval, Biliran.
She was driving a new Yamaha i125 Colored Pink-White-Black combination with no Plate number, and no OR and CR presented.
Initial investigation conducted by the local police disclosed that that motorcycle driven by Estanislao was traveling to the west direction while the white SUV was traveling in the opposite direction.
The investigation said that upon arrival at Sitio Puro Kobe, Brgy. Lucso-on, both vehicles struck each other.
Estanislao incurred multiple injuries and was immediately brought to Biliran Provincial Hospital for treatment, but later on was declared as dead by Dr. Charlotte Mae Chan at around 11:22 pm.
At about 5:00 in the morning today (June 9), a certain James Apacible, 29, married, public school teacher, and resident of Brgy. Lucso-on, Naval, Biliran voluntary surrendered himself to Naval Police Station along with his vehicle a KIA Sportage color white bearing plate number YHN 965.
Charges of reckless imprudence resulting to homicide, multiple injuries and damage to properties are being readied by the police against the surrendering driver, who is temporarily detained at the Naval Police Station. – BiliranIsland.com

The whole area coverage of Biliran Electric Cooperative (BILECO) may experience power interruption lasting up to 12 hours starting early Saturday, the National Grid Corp. of the Philippines (NGCP) said.
In an advisory, the BILECO said the interruption will be from 6 a.m. to 6 p.m. on Saturday, June 12, 2021.
BILECO said this is scheduled maintenance, Replacement/correction of overhead ground wires, replacement of insulators and correction of ACSR loop jumpers.

Calubian, Leyte— A rebel returnee couple and a member of the Civilian Armed Force Geographical Unit Active Auxiliary (CAA) of the 93rd Infantry Battalion of the Philippine Army base in Kananga, Leyte were found dead in a salvage manner about 3:00 in the morning today (June 15) at the public cemetery of Brgy. Padoga, Calubian, Leyte.
The police said that a cellular phone call from Vice Mayor Gilbert Ponce of Calubian, Leyte was received by the station with information that three unidentified individuals were found lifeless at the said place. The Calubian police immediately responded and proceeded to the reported place to ascertain the veracity of the report and upon arrival found the three victims lifeless, with two victims tied at single mark Bajah (Kawasaki), color blue/black with plate number 152-PB near the two. Each of the victims bore gunshots wounds in different parts of the body with the woman bore a big hole in her left shoulder and a hacked wound the right and a slashed neck.
The local police immediately called the Biliran SOCO to process the crime scene and to identify the victims.
Calubian COP identified the three victims as Paquito Mahinay and his wife Melba, both legal age, a rebel returnee, and residents of Brgy. Anislagan, Calubian, Leyte, and Albert Aldiano, legal age, CAA Member of the 93rd Infantry Battalion and a resident of Kananga, Leyte.
The police said that Aldiano was driving the single motorcycle with Paquito Mahinay and went to Brgy. Anislagan yesterday to fetch Paquito’s wife Melba to be with them at the 93rd IB Headquarters where Paquito is presently placed in safety. The Police said the three victims were last seen leaving the barangay past 5: 00 in the afternoon yesterday (June 14).
The police said they were to learn that there were three people killed inside the cemetery this morning much more upon learning that this included a female rebel returnee who wants to start a new life.
The local police are still conducting thorough information about the motive and the identity of the suspects.
