Seven barangays of Naval, Biliran on lockdown

Naval, Biliran — Mayor Gerard Roger M. Espina of this capital town of Biliran has signed Executive Order (EO) No. 27 today (Aug 23) declaring Barangays Santissimo Rosario, Sto. Niño, Atipolo, Calumpang, P. I. Garcia, Larrazabal, and Imelda as Critical Zones and Declaring households in identified Barangays with 2nd layer contacts as Critical Zones.

In a press conference on Sunday afternoon, Mayor Espina said that the decision was the result of the successful contact tracing after two residents became positive with COVID-19 after he declared this barangays under Enhanced Community Quarantine (ECQ).

Mayor Espina however added Brgys. Talustusan and Catmon to the other 7 barangays, but only declared these 2 are areas with second layer of contacts. He added that unlike the 7 barangays who are in total lockdown, Brgys. Talustusan’s and Catmon’s lockdowns are only granular and not for the entire barangay.

Naval Chief of Police Capt. Chamberline Ludovise, who heads the municipal tracking team, said that the latest positive is a close contact of an earlier infected patient of the town. The patient that infected the latest positive was in contact with the first patient who is a frontliner and has a history of travel to Tacloban City.

He added that as of press time they already identified 250 persons and was already informed of their situation in coordination with their barangays.

Municipal Health Officer Dr. Ralph Bueno said that the latest two patients are the 13th and the 14th cases of this town. NB-13 is a 48 year old female who is the wife of NB-11, a resident of Brgy. P.I. Garcia. He said that NB-14 is 44 years old, married, male who resides in Brgy. Sto. Niño, Naval, Biliran. He added that these two latest patients are asymptomatics and are place on the town’s Isolation facility.

Municipal Local Government Officer Estanislao Corpin said that declaration of ECQ in these barangays considered as “Dangerous Zones”, all persons ages 60 and above and 21 below are prohibited from going out of their homes except for medical reasons. He said that everyone in the house can only go out while accessing basic and essential needs. He added that no one is allowed to come out of their houses without their House Quarantine Pass.

Meanwhile, Mayor Espina said that residents from this mentioned barangays should not worry because the town will deliver food reliefs to their houses. He went on to say that Naval is the only town in the province that conducted mass testing and it’s not rapid testing but swab testing. He is hoping that other municipalities in the province will do the same.

Mayor Espina appealed to his constituents to support the program and follow the medical protocols like wearing of face mask, hand washing and social distancing. – BiliranIsland.com
