TACLOBAN CITY- A university president based in Naval, Biliran is facing a complaint for graft and corruption filed before the Office of the Ombudsman-Visayas initiated by a former instructor.
Edita Genson, president of the Naval State University (NSU), is facing the complaint before the anti-graft court filed before its office located in Tacloban last August 15, 2012.
The complaint against Genson was filed by Jerome Arcenal, a former part-time instructor of said university.
Arcenal, in a two-page complaint filed before the Office of the Ombudsman, alleged that among others, Genson initiated for the purchase of a machine without undergoing the process on bidding; appointed nine instructors despite their lack of a Master’s degree as requirement; making it as compulsory for students to buy their school uniforms from the university as part of its income generating project.
“That being a member there of the board of regents and having been in the university for more than a decade (in different capacities), I have personal knowledge and can now easily present evidences/proofs of the irregularities and corrupt practices committed by no less than the president, Dr. Edita Genson…” Arcenal said.
Arcenal first served as a part-time instructor of NSU (formerly known as the Naval Institute of Technology) from 2006 until he was reportedly terminated July of this year due to his alleged “unruly” behavior.
But Genson, reached on her phone, right away dismissed the complaint, saying it was nothing but a harassment to “malign” her reputation.
“I have never committed any anomalous act in my stint as (president of the NSU).This complaint filed against me is nothing but harassment with an intent to malign me,” Genson said.
Genson, who is a nominee from Eastern Visayas in the search of outstanding public servant by the Civil Service Commission, said that she will answer the complaint which she described to be baseless and malicious.
“In my years (as a public servant), I have never been accused of any anomalous act. I don’t have any records before the Commission on Audit. And I will not be a nominee as an outstanding public employee if I have pending case against me,” she said.
Genson has yet to receive a copy of the complaint filed against her.
She also admitted that Arcenal was fired from his teaching position at the NSU due to his alleged “unruly behavior.”
Arcenal has instigated several times students of the university to stage a protest rally against her, Genson claimed.(JOEY A. GABIETA)
