A barangay councilor in Kawayan town in Biliran province was arrested in a buy-bust operation.
Noel Atok Macabacyao, a councilor in Barangay Inasuyan, Kawayan, was arrested at around 11 o.clock in the evening by the joint elements of the Philippine Drug Enforcement Agency (PDEA) and Kawayan police station on October 7.
Macabacyao placed second in the barangay elections held on October 29, 2013.
According to a PDEA agent, Macabacyao is considered a high valued target since he is a government official.
A high value target is a government official or employee whether of temporary or permanent employment status susoected to be indulged or engaged in illegal drug activities, the PDEA agent added.
Seized from Macabacyao during the buy-bust were the following: 1.) One (1) piece small heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu 2.) One (1) piece medium transparent plastic sachet containing two (2) pieces small heat-sealed transparent plastic sachets containing white crystalline substance suspected to be shabu and 3.) Two (2) pieces Five hundred (P500.00) peso bills.
He was charged for violation of Sections 5 and 11 of Article II of Republic Act 9165 otherwise known Comprehensive Dangerous Drugs Act of 2002.
