NAVAL, Biliran (BDEO) – Two road concreting projects leading to essential establishments in Caibiran town have been completed by the Department of Public Works and Highways (DPWH)- Biliran District Engineering Office (DEO).
The said projects are located at Santiago Street and Mocorro St., both in Brgy. Palenque with a total length of 0.284-kilometer two lane road.
David Adongay Jr., District Engineer said that these roads were prioritized because the existing concrete road already shows deterioration and may cause accidents to motorists.
“The newly completed projects are deemed important as these roads both lead to essential establishments of the town,” said Adongay.
Situated along this road projects are Caibiran Elementary School and Palenque Rural Health Unit (RHU). These roads also lead to the Municipal Hall Building and Gymnasium of the town.
According to Adongay, residents, students, health workers, patients and motorists traveling along these roads are the beneficiaries of these projects. They can now enjoy a convenient travel and a safer transport of goods and other services.
Both projects have a total amount of P3.7M under contract with W.B. Alagao Construction. The projects were both implemented under the 2020 Local Infrastructure Program (LIP).
Moreover, Biliran DEO has also completed the P1.1M road construction at Rizal St. in Brgy. Palanay and the P2M road construction at Brgy. Victory both in Caibiran town.

Biliran, Biliran— An air-conditioner technician is the latest person to be arrested for allegedly selling illegal drug during a buy bust operation conducted by the Municipal Drug Enforcement Team (MDET) and the Provincial Drug Enforcement Unit of Biliran Provincial Police Office and PDEA about 2:10 in the afternoon today (June 29) at Sitio Moog, Brgy. Canila here.
Biliran Chief of Police Capt. Romeo Sudario identified the suspect as Joey Pepito y Taok, 52, married, an air-conditioner technician and a resident of Divine Grace Village, Brgy. Burabod of this municipality.
Recovered from the possession of the suspect was one small plastic sachet containing white crystalline substance suspected to be shabu, procured by a poseur buyer cop in the amount of P500.
During body search in front of barangay officials and media, the searching cop recovered another sachet containing the same white crystalline substance suspected to be shabu estimated to worth P500 peso.
Further body search with the suspect resulted in the recovery of the P500 bill with serial number LS782929, which was the marked money used in the buy-bust.
The suspect told media witnessing the operation that the illegal evidences recovered from him were not his and were only planted by the police.
Pepito was arrested by operatives of the Municipal Drug Enforcement Team (MDET) of Naval, Biliran during a buy bust operation on Dec 8, 2016, but was released from prison after applying for a plea bargaining agreement.
Charges of Violation of Sec 5 (selling illegal drugs) and Sec 11 (possession of illegal drugs) of Art. II of RA 9165 the Comprehensive Law against Illegal Drug of 2002 is being readied by the arresting officers against the suspect, who is temporarily languishing at the detention cell of Biliran PNP. – BiliranIsland.com
NAVAL, Biliran – The Department of Public Works and Highways (DPWH)- Biliran District Engineering Office (BDEO) has completed the P10M improvement of multipurpose building (gymnasium) in Biliran town situated in Brgy. San Isidro.
David Adogay Jr., District Engineer said that completed facility is now ready to cater different sports activities and other services needs of the community.
“The improved gymnasium features basketball court flooring, digital scoreboards and court bleachers and is also equipped with parking spaces,” Adongay revealed.
Adongay said that the new gymnasium is designed to provide comfort during sports events and other activities that cannot be done outdoors or on the field.
Aside from sports activities, he also added that the facility can also be used as a venue for seminars, meetings, medical missions, rallies and event competitions. This can also be used as an evacuation center to residents in times of calamities.
According to Adongay, all residents in Biliran town can benefit this new facility. The said town has a total inhabitants of 16,882 based on the 2015 census of population.
The completed project which started construction in August 2019 was implemented under 2019 Local Infrastructure Program (LIP) under contract with Titanya Construction & Development Corp. This project was completed on February 28, 2020.

Maripipi, Biliran —- Mayor Joseph Caingcoy of the Island Municipality of Maripipi has appealed to his constituents to calm down even if one of their constituents who returned to the island on coordinated process tested positive for the COVID-19 virus.

Mayor Caingcoy said that the patient, now tagged as MB-1, is a 26 years old male from Parañaque, Metro Manila, who boarded an Air Asia flight No. Z2331 on June 18, and arrived in Tacloban about 9:30 in the morning that day. He comes from Barangay Casibang, Maripipi.
He said that the patient was met by the Provincial Transport Team of the Provincial Government of Biliran, and he was later transferred by an ambulance to the Kawayan Port, where he rode on a boat to Maripipi and arrived about 11:00 a.m. at the Maripipi port.
Mayor Caingcoy said that upon arrival MB-1 underwent thermal scanning and other health protocols and he was immediately brought to the isolation facility of the town.
The mayor disclosed that the isolation facility is well equipped and well secured because there are assigned police personnel there. He said that the LGU also hired watchmen who worked around the clock in three shifts to secure those who are in isolation.
Mayor Caingcoy disclosed that MB-1 had companions in the van in returning to the province, of which 5 were from Naval, 1 from Kawayan, and another from Maripipi, thus 8 of them inside the van.
He said that after learning the report on Thursday night that MB-1 was positive, he immediately conducted a virtual meeting with the local IATF and the MDRRMO on what to do now that this kind of situation has arrived.
Mayor Caingcoy said that first and foremost, that should conduct a contact tracing of the people that they patient were with. He said that among them were those that conducted swab testing, boat operators, ambulance drivers and his other companions in the van.
He added that MB-1 was immediately isolated in one of the isolation buildings.
The mayor wants to inform his constituents that the LGU has already constructed an isolation facility for treatment/ monitoring of COVID-19 positives two weeks ago, the second facility of the island town. The budget came from the DOH special fund for the Province of Biliran, which was intended for asymptomatic and mild cases. Thus the people of Maripipi have nothing to worry because the patient is already placed in a separate room.
Mayor Caingcoy disclosed that the LGU continues to do their best to secure the municipality from the proliferation of COVID-19 virus. He said that the MB-1 has already completed the 14 days isolation and, based on their meeting with DOH officials, if a person is isolated for 11 days already and has shown no symptoms of the disease, then the virus within that person is not infectious anymore. But the measures to assure and avoid the proliferation of the virus remain.
The mayor appealed to his constituents to continue the health protocols of wearing the face mask, hand washing, rubbing of alcohol, social distancing and avoiding mass gathering. The mayor also appeals to use only one port in going in and out of the island so that this contact tracing will be made easier. He appealed to the people of Maripipi to report to the police or IATF if they found anybody arriving in the town using other ports.
Mayor Caingcoy has also appealed to his constituents who are now in other places in the country who wanted to return to the town to coordinate with the local Municipal Disaster Risk Reduction Management, because the isolation facility of the town could only accommodate 14 individuals at a time.
He also mentioned that the town is implementing a travel restriction, which is Monday, Wednesday, Friday and Sunday for business transactions going in and out of the island. But they can go to the mainland anytime for essential needs, provided that they have a travel pass.
Somehow, the mayor disclosed that the LGU has already prepared an isolation facility two weeks ago should a constituent will turn out positive for the virus. He appeals to his constituents not to worry because the LGU is already prepared along with the IATF and other line agencies are also conducting weekly meeting to monitor the situation. Naval, Biliran —An identified suspect was caught on CCTV stealing the sling bag of a lawyer containing personal belongings while he was fetching water that, based on the CCTV footage, happened around 10:22 in the evening on Tuesday (July 7) at Garcia Street here.
Naval Chief of Police Capt. Chamberlane Luduvise identified the victim as Fritz Cabradilla y Misa, 35, married, lawyer, and a resident of Sitio Basak, Brgy Atipolo here.
CCTV footage showed the unidentified suspect first passed by the parked Pajero of the victim. After turning his head around to see if there were people nearby, he returned to the park SUV. Once at the door of the SUV the suspect, who seemed to be looking for something valuable inside the vehicle, also took time to see the surrounding if there were people around.
Later, the suspect entered his upper body to the vehicle and picked up something inside, and after taking it he pulled his slippers and run away.
Cabradilla told police that his sling bag contained his PNB passbook, P75,000 cash, gold wrist watch worth P12,000.00, IPhone 7 cellular phone worth P20,000, JBL Bluetooth speaker worth P5,000¸ 1 TB USB, one wallet color black with LTO-driver’s license and P5,000 cash inside were missing inside his vehicle.
The lawyer however admitted to the police that he forget to lock the door of his SUV while fetching water in the area.
The suspect identified as Reymark Samong y Rosales, 21-year-old, from Brgy. Villa Vicenta, Caibiran, Biliran.

Naval, Biliran — Locally stranded Individuals coming from Cebu continue to produce a number of COVID-19 positive cases from this province as five of the seven new positive cases released by the Department of Health last night are coordinated returnees from the Cebu City.
Biliran Gov. Roger J. Espina last night disclosed that the 3 new positive cases in the capital town of Naval are all LSIs coming from Cebu and arrived in the municipality on the same date. All are asymptomatic.
He said that a 21-year-old, male, from Brgy. Villa Caneja, Naval, arrived from Cebu last June 18; the other, a 36-year-old male, also from Brgy. Villa Caneja, arrived last June 18. The third cases is an 18-year-old female, from Brgy. Lico, who also arrived last June 18.
Gov. Espina added that all 3 cases are asymptomatic and have already been reintegrated on home isolation.
On the other hand, Almeria, Biliran Mayor Richard Jaguros in a chat last night disclosed that the latest COVID-19 positive cases from his town are also LSIs coming from Cebu City, bringing the total number of positive cases in the town to three.
Mayor Jaguros said that the latest positive cases are a 37-year-old, female, from Brgy. Talahid, Almeria, who arrived in the municipality last June 20, and the other is a 23-year-old male, also from Brgy. Talahid, Almeria,who likewise arrived last June 20.
Mayor Jaguros added that both patients are asymptomatic and are still on isolation and maybe reintegrated to home isolation since they have already completed the 21-day quarantine period.
Meanwhile, Biliran, Biliran Mayor Grace Casil, whose town got the most number of COVID-19 positive cases in isolation at seven last night, also said that one of the new cases in the town is an LSI from Cavite. She said that the 23-year-old, female, from Brgy. Busali, arrived in town last June 22, asymptomatic and reintegrated after completion of 14-day quarantine and on home isolation for another 7 days. The other positive case is a 64-year-old female, from Brgy.
Sanggalang, who travelled to Eastern Visayas Regional Medical Center in Tacloban City to attend to the need of her grandson who was hospitalized in the said hospital and returned to Biliran last June 18. She was directly facility quarantined for 14 days and reintegrated to home isolation thereafter to complete another 7 days.

Naval, Biliran — Biliran Lone District Representative Gerardo Espina Jr., have extended financial support to a Locally Stranded Individual who wants to return to Biliran Province and convince him to stay and wait till the quarantine measure of the pandemic will be over.
In an interview Cong. Espina said that on Friday he saw in his newsfeed at Facebook about the plan of Samuel Sabuag to return to the province on mountain bike. Later his staff Leonard Olaer sent him thru messenger and screenshot the post of the person that took the picture of Sabuag and told his staff that it’s hard to extend help to the man if they don’t know where he is in Manila.
He said that he instructed Olaer to search for contact of Sabuag so they could talk to him and 30 minutes later he got the number which he believed provided by his relative in the province.
Cong. Espina went on to say that on Friday afternoon he called the number but not reachable and later texted the number informing Sabuag that it was him Cong. Espina texting asking him to reply and about 4:30 in the afternoon he replied. Cong Espina said that he immediately called him and asked him where he is and the later informed him that he is in Muntinlupa already biking on his way to Visayas. He added that he interviewed Sabuag about his situation and the congressman was informed that he has no job in the city and was informed also that all he got is P700 in his pocket and asked if he would seriously pursue his plan to return to the in bike which the later nodded.
Cong. Espina asked Sabuag not to pursue his plan that time and instead told him that his driver will fetch him where he is. When he arrived to fetch Sabuag in Muntinlupa there were already reporters from GMA interviewing him after the post became viral and arrived in his home about 6:00 in the evening. Cong. Espina said that during interview to Sabuag he was informed that he lived in a house of a relative in Project 8 and was a driver but lost his job and one of his measures to return to the province is using a bike.
Cong. Espina told said that he discourages Sabuag about his plan because he might not pass at checkpoints because of the protocols thereby he convinced him to stay and extended him financial support that he could used for his daily needs and assured him that when everything turns to normal and he wanted to return home he should take a bus. Later that night Cong Espina said that the asked his driver to bring Sabuag to his home in Proj 8.
The Congressman disclosed that he was so relieve and happy that he was able to convinced Sabuag not to return to the province on bike.
Cong. Espina also added that aside from helping Sabuag he has also extended support to other Locally Stranded Individuals in Manila and Cebu City has been stranded due to the pandemic. He said though he does not want this information to be self serving but he has in his possession about 1200 receipts from a local money courier whom he sent his assistance to this people. He added that all he has done is help his constituents.

Naval, Biliran — A pot maker was arrested by members of the Municipal Drug Enforcement Team (MDET) of this town during a buy bust operation about 8:48 in the morning on Tuesday (July 14) at Sitio Anas, Brgy Agpangi here.
Naval COP Police Capt. Chamberline Ludevise identified the suspect as Windel Itol, aka Dengdeng, 28, with live-in partner, a pot maker and a resident of the said barangay.
Recovered from the possession of the suspect was one sachet containing white crystalline substance suspected to be shabu procured by an operative for P500.
During body search the police recovered the P500 bill used in the operation as marked money and one unit cellular phone. No other illegal items recovered from the suspect.
The suspect denied owning the illegal evidence recovered from him.

NAVAL, Biliran, July 23 – The Department of Public Works and Highways (DPWH)- Biliran District Engineering Office (BDEO) is constructing quarantine facilities in two locations in Naval town for Corona Virus Disease 2019 (COVID-19) positive cases.
The said facilities constructed at Sitio Dapdap, Brgy.Agpangi and in Brgy. Larrazabal, both in Naval town has a total contract amount of P7.388M.
David P. Adongay Jr. District Engineer (DE) said that these quarantine facilities will be used to isolate COVID-19 positive patients in this province to control the spread of the virus.
Adongay revealed that the existing evacuation center at Sitio Dapdap, Brgy. Agpangi was converted into an isolation facility for COVID-19 infected. This facility has 28 divisions to accommodate a maximum of 28 patients. Each division will be provided with one bed, one side table, one chair and one cabinet.
Aside from the existing Comfort Rooms (C.R) of the building, the district office also constructed additional C.R for male and female.
DE Adongay emphasized that outside of this quarantine facility building, a separate room for decontamination, donning, doffing of Personal Protective Equipment (PPE) and triage are constructed for medical care professionals. Two rooms are also reserved for health care professionals as sleeping quarters, one for male and one for female equipped with two beds and one side table each.
At Brgy. Larrazabal, 15 isolation tents are on-going on installation that can accommodate a maximum of 28 COVID-19 infected.
According to Adongay, seven of the 15 tents are intended for COVID-19 patients. Each tents can accommodate four patients and will be provided with four beds, four chairs, four side tables and four cabinets.
Adongay said that there will also be a decontamination tent, a disinfecting area tent, a donning/ doffing tent, a triage tent, a kitchen/food storage/pantry tent, camp management area tent, and two sleeping quarters tent for male and female medical care professionals.
Two concrete CRs are also constructed for male and female.
“The said projects are smoothly implemented and being fast-track for completion on August 10, 2020,” said Adongay.
The district engineer conducts inspection on the said facilities on July 16, 2020.
“The project is now 71.70% completed,” he revealed.
To date, Biliran Province has no active case of COVID-19 positive based on the latest report by the Department of Health (DOH)-Eastern Visayas (EV) released on July 15, 2020.

Biliran, Biliran— A hardware worker succumbed after the single motorcycle he was driving hit a stray dog about 11:10 at night on Wednesday (July 22) along the National Highway in Brgy. Burabod here.
Biliran Chief of Police Capt. Romeo Sudario identified the victim as Butz Lumagbas y Duran, 29, married, an employee of City Hardware in the capital town of Naval and a resident of Brgy. San Roque here.
Case investigator Police Staff Sergeant Franklyng Queipo in a telephone interview disclosed that the victim, who was driving a Honda XRM 125 with no plate number, was on his way home to this town coming from Naval, Biliran when the accident happened.
He said that while the victim was travelling along the National Highway at a fast pace when a stray dog suddenly crossed the road. The victim failed to control his driven vehicle to stop hitting the dog. The impact causes the driver to be thrown several meters away from his driven motorcycle and landed to the concrete road head first.
The collision also resulted in the death of the dog.
A local rescue group immediately responded and brought the victim to the Biliran Provincial Hospital, but Dr. Albrecth Rico declared him as Dead on Arrival.

One of the projects inspected is the on-going construction of quarantine facilities in Sitio Dapdap Brgy. Agpangi and in Brgy. Larrazabal in Naval town. These facilities with a total contract amount of P7.388M are constructed to house COVID-19 positive patients in this province to contain the spread of the virus. The project is being fast track for completion on or before August 10, 2020.
The District Engineer also inspected the on-going P43.2M rehabilitation/reconstruction of national roads with slips, slope collapse and landslide along Biliran Circumferential Road (BCR), Brgy. Inasuyan in Kawayan town. This project is important to prevent road slips and landslides in this area thereby protecting lives and properties and the existing paved National Road.
Also inspected is the on-going P104M construction of Almeria Bypass Road in Almeria town. This is a multiyear implemented project from FY 2018-2019 with a contract amount of P90.6M for phase I and P13.4M for phase II. This network development project aims to complement the increasing vehicular users along BCR thereby providing a wider and safer road for the travelling public.
“Due to the current state of the nation, there were delays regarding the progress of our projects, but as the community slowly adapts to the new normal, progress of our projects has been catching up,” said Adongay.
According to Adongay, construction protocols are followed regarding the health and safety measures against the Corona Virus 2019 (COVID-19) pandemic.
The District Engineer revealed that project engineers and inspectors are constantly monitoring the situation on these projects to ensure that these protocols are followed.
NAVAL, Biliran (BDEO) – A safe and community-friendly new Provincial Police Office (PPO) building and facility will soon rise at Larrazabal village in Naval town.
The Department of Public Works and Highways (DPWH)- Biliran District Engineering Office (BDEO) is now in the mid part of the construction of the PPO building that will house police men and women in order for them to have a spacious and comfortable workplace.
David P. Adongay Jr., District Engineer revealed that the contractor is catching up with the slight delay of their project implementation due to circumstances caused by Corona Virus Disease 2019 (COVID-19) pandemic.
“Contractor had already resumed its work construction and now fast-tracking this project to meet their target date of completion on November 06, 2020,” Adongay reported.
The construction of the new three- storey building costing P24.15M has a total floor area of 720 sq.m.
Police Colonel (PCOL) Julius M. Coyme, Provincial Director, Biliran PPO already said during the groundbreaking ceremony of this building on February 18, 2020 that the construction of a new building was proposed because the assessment conducted of the existing/old PPO building revealed that the building is unstable for occupancy after the earthquake on April 23, 2018.
D.E. Adongay informs that the construction of the new Biliran PPO is like an upgraded version of a standard police office building.
“Aside from its Physically Challenged Person-friendly facility, this building is designed to be earthquake resilient,” said Adongay.
As of July 28, 2020, the project posts an accomplishment of 37.67%. This project is in convergence with DPWH and the Philippine National Police (PNP) implemented under FY 2020 Regular Infrastructure Program. – BiliranIsland.com
NAVAL, Biliran (BDEO) – The Department of Public Works and Highways (DPWH)- Biliran District Engineering Office (BDEO) recently completes the P29M road concreting project in Naval town in support of food and resource-based processing.
The completed project located in Imelda village in Naval town is seen to ease the burden of farmers in transporting their goods and agricultural products to the market centers.
Found along this newly constructed road are several agricultural crops such as coconuts, corns, rice grains, cassavas and bananas.
According to David P. Adongay Jr., before the realization of this project, the said site can only be accessed by foot and products are transported through carabao, even motorcycles can hardly pass.
“Due to absence of road, supply of farm products to market centers are limited which in return less opportunity for the farmers to earn more,” said Adongay.
Constructed with a two lane road with a total length of 1.170-kilometer, Adongay said that the completed road concreting project will provide a wider, safer and fast mobility of the farmers’ harvest, thereby increasing their production and income.
Adongay also revealed that the said project leads to an undeveloped waterfall in Imelda village called Matin-aw Falls. From the old route taking almost an hour, travelling time is reduced to only 10-20 minutes walking time.
DPWH-Biliran DEO continues to implement high impact priority projects under the Duterte Administration with the goal to make roads passable, bridges long lasting, and shorter travel time.

Naval, Biliran— A former drug prisoner is bound to prison once more after he was apprehended by the Station Drug Enforcement Team of the local police around 10:20 in the morning today (Aug. 03) at Brgy. Smo. Rosario here.
Naval Chief of Police Capt Chamberline Ludevise identified the suspect as Julio Fabon Jr., a.k.a. Toyay, a resident Sitio Lupa, Brgy. Calumpang.
Recovered from his possession were two sachets containing white crystalline substance suspected to be shabu procured by an operative in the amount of P500 each. During body search in front of barangay officials and media, no other suspected illegal drug was recovered from his possession except for the P500 bill bearing serial number BJ398514 which was used as marked money in the operation.
The suspect was arrested for drug offense in 2015 but his charges were dismissed after the witness in his arrest failed to attend the hearing after encountering a vehicular accident. He was released from prison only last year and is bound to prison again after this arrest.
The suspect denied owning the illegal drugs recovered from him, alleging the police of planting the evidence on him during interview with media covering the buy bust.

Caibiran, Biliran— A team from the local police here arrested the No. 1 Most Wanted Person in the province of Biliran who is facing the crime of murder and frustrated murder about 1:00 the morning today (Aug. 5) in Sitio Culawin, Brgy Maurang here.
Caibiran COP Police Capt. Vic R. Viros identified the suspect as Danilo Verunque y Delda with true name Dante Verunque y Delda, 24, single, farmer, a resident of the said barangay.

The arrest of the suspect was by virtue of two Warrant of Arrest with Criminal Case No. N-3975 for Murder (Art. 248 RPC), with No Bail bond recommended and Criminal Case No. N-3976 for Frustrated Murder with bail recommend fixed at Two Hundred Thousand Pesos (Php200, 000.00), both issued by Hon. Luz P. Navarrete, Presiding Judge, RTC, 8th Judicial Region Branch 16, Naval, Biliran.
Court records show that Verunque along with Felipe Nartea and one John Doe help each other in the killing and the wounding of the late Caitano Lanzarote and his son Jefri about 7:30 in the evening on Dec 28, 2019 in Sitio Palayan, Brgy. Caucab, Almeria, Biliran.
According to Patrocinia Caitano, wife of Caitano, they have just finished their dinner when she heard a loud bang of their door followed by explosions. Later, she said she heard her son Jefri calling for help who was lying on the ground wounded. Patrocinia rushed to her son and dragged her to the door while shouting for help.
Her other son Jolito and a neighbor rushed to their house and immediately brought the two victims to the Biliran Provincial Hospital but the elder Lanzarote died while on the way to the hospital and Jefri, because of his severe wounds was brought to the Eastern Visayas Regional Medical Center in Tacloban City where he survive.
Jefri Lanzaroti in his testimony said that after having their dinner he heard a loud bang of their door which was followed by explosions. He said that he allegedly saw the suspect Felipe Nartea entered this house carrying a firearm. He said that he and other family members run out of their house but he remembered his father was left alone.
He said he went back inside their and saw the Verunque stabbing his father who was already lying in the ground bleeding. As he carried his father away suspect Verunque came to the house and stabbed his father. He said that he dragged his father away and grappled the knife held by the suspect Verunque but he was allegedly shot by Nartea and when he fell to the ground Verunque allegedly also stabbed him several times.
The arrested suspect is temporarily detained at the lock up cell of Caibiran Police Station while awaiting for the commitment order of the court to transfer him to the Provincial Jail. – BiliranIsland.com

Culaba, Biliran — A back rider was killed while the driver and the other back rider of a single motorcycle were injured when the vehicle they were riding on figured in a self-accident around 12:10 in the morning on Sunday (Aug. 9) along Sitio Spillway, Brgy. Virginia here.
Culaba Chief of Police Capt. Isidro Ancero identified the fatality as Stevenson Asarcon y Branuco, 22, single, student, and a resident of Brgy. Bool East here.
The two injured riders were identified as Spencer Managaytay y Macabacyao, 25, the driver, single, student, with no driver’s license, and Joseph Areglo y Rosario, 22, single, and student. Both are residents of Brgy. Bool East here.
Capt. Ancero said that the victims were on board a Honda XRM, color black and gold, with Plate No. HQ-9788, owned by Areglo> They were on their way to their home coming allegedly from a drinking session from an unknown place when they chose to pass along the secluded area instead of of traversing the National Highway.
Capt. Ancero suspected that the three were afraid of meeting a police patrol that might lead to their arrest, because back riding is not allowed in the town.
Capt. Ancero disclosed that the vehicle was traversing a slippery curve downhill when the driver suddenly lost control of the motor steering wheel.
He said that the driver tried to control the steering wheel by also applying the brake, but it failed because the vehicle was overloaded.
As a result, Capt Ancero added the motorcycle stumbled on the grassy land with all its passengers thrown several meters away from the vehicle.
Unfortunately, Asarcon landed head first on a concrete object, causing him to be unconscious. He was brought to the Rural Health Unit of this town, but attending physician Dra. Estrella Pedrosa of RHU Culaba declared him as Dead on Arrival due to the head injuries.
The two other victims were also brought to the RHU and were allowed to go home after treatment.
The victim’s dead body was brought to a local funeral parlor.

Naval, Biliran— An alleged high profile female member of the CPP/NPA who was among those tagged in the gruesome Inopacan Massacre in the 1980s was arrested by joint forces from different police offices in the region about 5:15 in the afternoon on Wednesday (Aug. 12) in Sitio Bigaa, San Pablo here.
Biliran Provincial Police Office Director Colonel Julius Coyme identified the suspect as Luzviminda Orillo y Omapas, a.k.a. Remy, 54, married, jobless and a resident of the said place.
The arrest of the suspect was by virtue of a Warrant of Arrest dated August 28, 2019, under Criminal Case Numbers 08-262362 (Formerly H-1581) and 14-306533 – 14-306546 for 15 counts of MURDER issued by Thelma Bunyi-Medina, Presiding Judge of National Capital Judicial Region, RTC, Branch 32, Manila with No bail recommended.
The police said that the arrest was a result of a case build up and a long surveillance of the suspect, who seems to have lived a simple living in the barangay. But her alleged actuation while she was still involved in the underground cannot be forgotten as the family of the victims in the Inopacan still cried for justice about their loved one who died at the hands of the terrorist New People’s Army.
Orillo was an alleged member of NPA operating in Leyte and Southern Leyte Provinces, who was involved in NPA Operation Code Name “Operation Venereal Disease” that massacred more or less 67 people sometime in the year 1985 and buried in a mass grave at Mt Sapang Dako, Brgy Kaulisihan, Inopacan, Leyte, which was discovered on August 26, 2006 by the Army.
“Operation Venereal Disease” was reportedly the purging of their sympathizers who has been suspected of transferring their support to the military.
Col. Coyme of the BPPO commends the operating troops for the success of the operation that resulted to the arrest of Orillo. He said that the arrest of the high profile suspect will serve as a warning to other criminals, that they have no place in the Province.
“Our Police Force is in all-out campaign against terrorism and campaign to End Local Communist Armed Conflict despite this pandemic and we will make sure to bring them before the court of law,” Col. Cuyme stressed.
On the other hand PNP PRO8 Regional Director Bernabe Mendoza Balba lauded the operating teams under the leadership of Police Col Julius M Coyme for a job well done.

Kawayan, Biliran—A Sanggunian Barangay Member (SBM) of one of the barangays of this town yielded suspected shabu after he was arrested by joint forces from PDEA and the local police during a buy bust operation about 11:00 in the morning today (Aug. 14) in Brgy. Tabunan-North here.

Recovered from his possession were two sachets containing white crystalline substance suspected to be shabu, procured by an agent in the amount of P2000.
During body search in front barangay officials, media and DOJ Representative, the searching agent recovered one medium sized sachet containing the same white crystalline substance suspected to be shabu estimated to weigh more or less 8 grams with an estimated street value of P40,000.

The searching agent also recovered two pieces P1000 bill one bearing serial number A2877553, which was the marked money used in the operation while the other one thousand peso bill was boodle money.
The suspect denied owning the suspected shabu recovered from him, saying he has long stopped the vice. He however admitted to be a drug surrenderee of Oplan Tokhang in 2016.
