NAVAL, Biliran — The report of the Police Regional Office 8-Civil Security Unit (PRO 8-CSU) on the 978 expired and unrenewed firearms in Biliran province prompted the chief of the police provincial office to call on gun owners to avail of the one-stop-shop processing of the License to Own and Possess Firearms (LTOPF) next month.
PSSupt. Julius Coyme, provincial director of the Biliran Police Provincial Office (BPPO) informed during the PIA’s Pulong-Pulong ng Bayan over Radyo Natin-Naval that the purpose in the conduct of the LTOPF is to facilitate licensing of gun holders and registration of new firearms and renewal of expired firearms licenses.
Coyme said there is an existing law which rules that firearms with expired registrations are considered illegal and firearms with expired licenses need be deposited with the PNP for safekeeping until renewed.
The Biliran PNP chief fears these firearms with expired registrations may be used by lawless individuals in their illegal activities especially this election period where gun ban is in effect.
He instructed all the eight municipal police stations to conduct Oplan Katok Kontra Boga to encourage gun holders to deposit their firearms at their respective police stations for safekeeping as well as renew their licenses as gun holders.
PRO 8-CSU under PSupt. Jectopher D. Haloc informed about the proposed schedule of the one-stop shop for LTOPF in the province of Biliran which is on March 7-8, 2019.
He advised interested applicants to prepare their notarized application forms, two valid ID cards, NBI clearance with official receipt, PSA birth certificate with official receipt or passport (colored photocopy), police clearance with official receipt, proof of billing or barangay clearance with official receipt, and proof of income.
Drug testing, valid certificate on Gun Safety and Responsible Gun Ownership (GSRGO) Seminar with official receipt, and neuro-psycho clearance with official receipt will be done on the scheduled caravan in March, Coyme told gun owners.
He also said for transfer of firearms, requirements include two copies of notarized application form, photocopy of authenticated certificate of LTOPF, photocopy of firearms registration, deed of sale/deed of donation, and long brown envelope with applicant’s full name.
Meanwhile, the Biliran Police Provincial Office recently reported to have confiscated three firearms by virtue of search warrant and five surrendered firearms for safekeeping from the municipalities of Cabucgayan, Naval, Almeria, and Kawayan during their One-Time, Big-Time operation under Oplan Katok Kontra Boga.
