DOE Secretary Jericho “Icot” Petilla attended the wake of the late Noel Manguing in his residence in Bool, Culaba, Biliran on April 8, 2014, Monday to personally extend his condolences and provide the needed assistance to the family.

Manguing was one of the linemen sent to Leyeco 5 as member of BILECO Task Force Kapatid to aid them in the rehabilitation of their distribution lines. Unfortunately, while in the performance of his duty, he met with a serious accident in Calubian, Leyte resulting to his sudden death.

Since the inception of Task Force Kapatid in 2001 according to Engr. Jose Seguban, Jr. of the National Electrification Administration, it was the first time that a member of the task force lost his life while on duty. The DOE, NEA and ECs deemed it as an act of heroism bringing to the fore the interest of the member-consumers while putting oneself at risk.
