PNP 8 chief cites BPPO’s outstanding performance

NAVAL, Biliran – No less than the chief of the Philippine National Police (PNP) here in Region 8 has congratulated the top official of the Biliran Police Provincial Office (BPPO) for such an outstanding performance in his first year at the helm of the BPPO.

PCSupt. Elmer Ragadio Soria, regional director of PNP-8, congratulated PSSupt. Felix Alberca Diloy, provincial director of BPPO, for his 1st annual accomplishment report as provincial director of the BPPO.

It was learned that the conduct of the 1st annual accomplishment report of a PNP provincial director was the first one in Biliran province.

Soria together with Judge Constantino Esber of RTC Branch 37 here in Biliran province, Biliran town Mayor- elect Grace Casil and Caibiran councillor Lorna Ferguson graced the occasion held on June 7, 2013 at the BPPO Chapel.

“PSSupt Diloy cannot do it alone” Soria emphasized and further acknowledged the support of the BPPO personnel and the active support of the community in achieving such outstanding feat within his one year stint as provincial director of the BPPO since he assumed the post on June 7, 2012.

Meanwhile, Soria reminded the BPPO personnel to continue to focus its operations on loose firearms or the Oplan Katok, wanted persons, private armed groups and on illegal activities. He also urged them to give focus on anti-criminality campaign.

On the other hand, the chief of PNP-8 also acknowledged the contribution of the BPPO in the conduct of the May 13, 2013 synchronized national and local elections in Biliran province where he labelled as “one of the most peaceful elections ever had”.

“What we have done and failed to do during the May 13, 2013 elections including the best practices” Soria noted will be maintained and be improved in the conduct of the upcoming barangay elections in October 2013. (PIA-Biliran)


Billiran crime volume records low in PD Diloy’s watch

NAVAL, Biliran – In just a period of one year after PSSupt. Felix Alberca Diloy assumed office on June 7, 2012 as the provincial director of the Biliran Police Provincial Office (BPPO), crime volume in the province of Biliran has significantly decreased.

A total crime volume of 299 were recorded from June 6, 2012 up to June 7, 2013 based on the provincial director 1st annual accomplishment report of PSSupt. Diloy presented on June 7, 29013 at the BPPO Chapel.

The report showed that the crime volume is lower compared to the previous year which recorded a total of 618. A decrease of 319 total crime volume is noted.

It was reflected in the 1st annual accomplishment report of PD Diloy that out of the 299 recorded crime volumes, 165 were index crimes and 134 were non-index crimes.

Index crime significantly decreased by 166 compared to 331 and a decrease also 153 for non-index crime compared to 287 of the same period of last year, the report revealed.

Of the 165 index crime recorded at the BPPO, seven were recorded for murder, 14 for homicide, 74 for physical injuries, 12 for robbdery, 41 for theft, 14 for rape and three for carnapping.

The 1st annual report of PSSupt. Diloy likewise showed the decrease of the average monthly crime rate in Biliran province which posted 14.83 percent compared to 29.88 percent of the same period of last year.

On the other hand, crime clearance efficiency increased from 33.44 percent to 75.38 percent and crime solution efficiency also increased from 16.04 percent to 54.18 percent under Diloy’s watch.

Meanwhile, BPPO’s operational accomplishments were significant on campaign against illegal activities like logging, fishing, gambling, drugs; wanted persons; implementation of search warrant; arrest of most wanted person; loose firearms and other operational accomplishments on renewal of firearms “ Bilang Boga” and ”Pulis Makakalikasan” BPPO’s support to the national greening program of the Aquino administration.

The report also showed the significant administrative accomplishments of BPPO under Diloy’s one year leadership such as the different improvements of the BPPO’s facilities which enabled for the inspectors of the Annual General Inspection-Operational Readiness and Security Inspection Test and Evaluation (AGI-ORSITE) for CY 2012 to recommend as best police provincial office.(PIA-Biliran

Time, around 9:05 pm June 11, 2013. A victim rushed to the hospital.

UPDATE. The driver of the motorcycle, Mario Bringa, 48 to 50 yrs old, from Brgy. Villa Consuelo died after arrival at the hospital. His back rider was his daughter, Maria Luz Bringa, 19. The driver of the mocad was — Garcia y Dagotdot, 34, from Brgy. Sto. Niño.

The driver of the mocad was beaten at the hospital by relatives of the dead motorcycle driver.

The passengers of the mocad, a foreigner and a Pinay, suffered minor injuries.

Foreign vessel damages reef in Biliran province

NAVAL, Biliran – The much-publicized damage on the Tubbataha Reef by an American military vessel and a Chinese fishing vessel not long ago seemed not enough, as another foreign vessel plowed through another reef in a more central part of the Philippines.

A Panamanian registered cargo vessel ran aground in the evening of June 13 near Sambawan Island, in the island municipality of Maripipi in Biliran province. The boat plowed through its coral reef.

According to Lieutenant Junior Grade Paul C. Gonzales, station commander of the Tacloban Coast Guard Station, which oversees the Coast Guard detachment of Naval, the MV Unicorn Lodger of Wisdom Lines, skippered by Captain Nguyen Anh Tuah with 17 other Vietnamese crew on board, ran aground approximately 60 to 80 meters southwest of Sambawan Island.

Gonzales said that a certain Jessie Manuel, caretaker of the Sambawan Island resort, reported to the personnel of Philippine Coast Guard detachment in Naval that at around 9:15 p.m. of June 13 the vessel had ran aground in the area.

Gonzales disclosed that the foreign vessel with a gross tonnage of 5,691 and net tonnage of 3,197 was loaded with 1,607 pieces of logs weighing 836 tons and was sailing from Malaysia to Japan.

The coast guard official added that per initial report conducted by the PCG-Naval personnel together with the Bantay Dagat personnel of Maripipi this morning, no sign of oil spill was observed. However, drag marks on the coral reef in the area were spotted.

“About 270 square meters of the coral reef area in Sambawan Island were plowed through by the hull of the foreign vessel,” Gonzales added, based on the initial report submitted by his men and other authorities conducting initial inspection in the area of the incident.

He said that the foreign cargo vessel might have had no intention to dock in Sambawan area, but was just on a “right of innocent passage,” a term in international law referring to a ship or aircraft’s right to enter and pass through another’s territory as long as it is not prejudicial to the peace, good order or security of the other state.

It was learned that the sea surrounding Sambawan Island is a marine protected area. Sambawan Island is a widely known local tourist destination in Biliran province and is among the tourist destinations of the province covered by the recently-enacted RA 10409 sponsored by Biliran Congressman Rogelio J. Espina, which declared Biliran province as a tourism development area.

The PCG Tacloban station commander further said that the foreign cargo vessel was inclined at four degrees during low tide, but was already afloated around 2:19 p.m. today based on the initial report. The boat is now docked at the Naval port for further inquiry by the PCG and other concerned authorities.

Other concerned agencies of the government like the Bureau of Customs (BOC), Bureau of Immigration and Deportation (BID), Department of Foreign Affairs (DFA) and the Office of the Civil Defense (OCD) here in Region 8 have already been furnished with initial reports on the incident for information and appropriate action by their respective agencies, Gonzales said. TACLOBAN CITY, Philippines—A foreign commercial vessel manned by Vietnamese and loaded with more than 1,600 pieces of lumber ran aground off Maripipi Island in Biliran province Thursday night, officials said.

The Japan-bound ship M/V Unicorn Logger, which had 18 crew members and was skippered by Nguyen Anh Tuan, ran aground at Sambawan Islet at around 7:10 p.m., Maripipi town local government operations head Ritchie Peñaflor said in a phone interview.
The 5,691-ton Panamanian-registered ship was carrying lumber weighing a total of 836 metric tons, Peñaflor said. He identified the vessel’s operator as Wisdom Marine Lines based in Panama.

The vessel departed from Sandakan, Malaysia, on June 11 at around 9 a.m. and was bound for Japan when it ran aground at the Sambawan Islet off the island town of Maripipi.

The vessel hit about 270 square meters of coral reefs, Peñaflor said.

“This is now our concern. The incident has resulted in the destruction of our coral reefs covering 270 square meters based on the initial assessment of our local fishery and agriculture office,” Peñaflor said.

On top of this, they were also looking for possible oil leaks that might result from the incident, he added. So far, no oil was seen coming from the vessel.
Peñaflor said the Maripipi local government was studying the possibility of seeking damages for the destruction of coral reefs from the owner of the vessel.

The site of the grounding is 50 to 60 meters from a beach resort maintained by the local government of Maripipi, the farthest island municipality of Biliran province.

Philippine Coast Guard personnel from Tacloban City were on their way to assess the situation, Peñaflor said.

He explained that they were having some difficulty getting more information from the ship captain due to the language barrier.

Peñaflor said the local government has offered assistance to the crew, who were all Vietnamese, but they chose to stay on the vessel.

Peñaflor also said that based on their initial interview with the captain, the ship was trying to avoid a fishing vessel when they ran aground.

NDRRMC: Foreign cargo vessel with 18 Vietnamese runs aground on island of Biliran province

A foreign cargo vessel ran aground at an island on Biliran Thursday night, the National Disaster Risk Reduction and Management Council said Friday.

In its 6 p.m. report, the NDRRMC said the vessel – MV Unicorn Lodger of Wisdom Lines – ran aground at Sambauan Island in Maripipi town in Biliran at 8 p.m. last June 13.

The NDRRMC said the Coast Guard checked the area Friday morning for signs of an oil spill and found none.

A further check showed the ship’s crew included 18 Vietnamese, including:

Sandigan convicts ex-Biliran town mayor, accountant for graft

MANILA, Philippines—The Sandiganbayan convicted a former mayor and municipal accountant in Caibiran, Biliran for the anomalous purchase of tapping saddles (steel pipe connectors) in 1998.

Sentenced to suffer six years and one month to 10 years of imprisonment and perpetual disqualification from public office is former mayor Melchor Maderazo and acting municipal accountant Dionesio Veruen Jr for violating Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.

The Sandiganbayan First Division also ordered Maderazo and Veruen “to indemnify, jointly and severally, the municipality of Caibiran, Biliran the amount of P160,000 representing the losses that it suffered by reason of the non-delivery of the 400 pieces of tapping saddles with legal interest.”
Records showed that on January 28, 1998, the Sangguniang Bayan (SB) enacted a resolution authorizing Maderazo to enter into a negotiated contract with Artemio Vermug, proprietor of Vermug Welding Shop, for the fabrication of 400 pieces of tapping saddles worth P160,000 for the town’s water system.

However, it was found that the tapping saddles were not needed and despite non-compliance with the requirements of the negotiated contract and non-delivery of the items, the amount was released by the accused.

In the decision penned by Associate Justice Rodolfo Ponferrada and concurred in by Associate Justices Efren De La Cruz and Rafael Lagos, it held that the Ombudsman’s Office of the Special Prosecutor (OSP) proved beyond reasonable doubt that Maderazo and Veruen were guilty of defrauding the government after the supposed contractor, Vermug, testified against the mayor.

Vermug revealed that Maderazo made him sign the job contract and endorsed a check worth P160,000, but he did not do any actual work and the deal did not push through.

Vermug testified that he never received any cent from the proceeds of the contract because after he had endorsed the Land Bank Check, he returned it to Maderazo upon the latter’s request only to discover later that it was encashed by municipal treasurer Domingo Vidal from the bank branch in Naval, Biliran. Vidal corroborated Vermug’s testimony.

The Court held that “the endorsement of the check by Mr. Vermug for no apparent reason further proves that when the check was released on January 28, 1998, he had not yet delivered the tapping saddles.”

It added that Maderazo could not have succeeded with the crime without the cooperation and participation of Veruen because they both signed the disbursement voucher, the Land Bank check, and the false inspection report that was submitted as liquidation for the “ghost” purchase and delivery of 400 pieces of tapping saddles.

“[T]he act of accused [Veruen] processing and approving the subject voucher without determining the completeness of the supporting documents in violation of his duties as municipal accountant, is an indication of evident bad faith because, in so doing, he breached his sworn duty as public official to protect and uphold at all times the interest of the municipality of Caibiran,” the Decision stated.

The Court acquitted co-accused Jovencio Pantas, Nestorio Rosario, Victor Maderazo, and Imelda Cuevas, for lack of evidence. The case against co-accused Florentino Baquilay was earlier dismissed in 2008 in view of his death in 2006.

“In this connection, the respective cash bonds posted by the said accused are hereby released to them subject to the usual accounting and auditing procedures, and the Hold Departure Orders issued against them are hereby lifted and set aside,” the Decision added.

The case against co-accused Camilo Go, Cesar Almen, and Camilo Brasil, who are at-large, was ordered archived.

Geothermal exploration starts in Biliran

BILIRAN GEOTHERMAL, Inc. (BGI), is scheduled to drill an exploratory well in the third quarter to assess the availability of resource within its geothermal field on Biliran island, an official of the Energy department told reporters yesterday.

“The company is already preparing to drill. The drilling program is set in the third quarter of this year,” Mario C. Marasigan, the department’s director for Renewable Energy Management Bureau, said in a text message when asked on updates on the geothermal project.

“They will drill the first exploratory well to confirm the availability of the resource,” he explained.

“If they confirm the resource based on the prognosis, then they will start to develop the geothermal field.”

TIMETABLE
Mr. Marasigan said that drilling of an exploratory well usually takes “around 30 days.” and assessment will take about three months.

“So after, maybe at least six months, they can decide if they will pursue the development of the project. That’s when we expect the decision,” Mr. Marasigan said.

Data from the Energy department showed that the Biliran geothermal concession — which was awarded to BGI in July 2008 — covers an area of 260 square kilometers in barangays Cabibihan and Villa Vicenta in the municipality of Caibiran.

It was estimated to have a potential geothermal resource that can support a 50-megawatt power plant.

PROFILE
BGI is a joint venture between Filtech Energy Drilling Corp. (FEDCO) and Iceland-based Orka Energy Holding ehf.

According to FEDCO’s Web site, the joint venture has already completed the several geological surveys within the geothermal field.

FEDCO, which was incorporated in 2005, engages in consultancy on the needs of geothermal industry.

The company explores, drills, develops, exploits and manages geothermal resources for its clients.

Meanwhile, Orka Energy is a geothermal development company that specializes in harnessing geothermal resources for electricity generation and district heating.

Biliran plans first drilling

MANILA, Philippines – Biliran Geothermal Inc., owned by Filtech Energy Drilling Corp. and Envent Holding Philippines Inc. of Iceland, is planning its first exploratory drilling in the third quarter of the year, a ranking energy official said.

The company will be conducting the exploratory drilling activities in Eastern Visayas, with a potential capacity of up to 50 megawatts, said Mario Marasigan, director of the Department of Energy’s Renewable Energy Management Bureau.

“They are planning to drill first geothermal exploratory well in the third quarter,” he said.

He said the consortium would eventually build the power plant, which would help address electricity needs in the island of Leyte.

In 2008, the DOE awarded the geothermal concession to Biliran Geothermal after the Sangguniang Panlalawigan of Biliran endorsed the project.

However, the city council has set conditions for Biliran, particularly meeting the environmental compliance certificate and geothermal renewable energy service contracts with the Department of Environment and Natural Resources and the DOE.

Biliran is situated in the Eastern Visayas region, with an existing connection to the national power grid.

The construction of the power plants in the province has been delayed because of the financial crisis experienced by Envent last year.

Last year, Envent reported that its Iceland-based shareholders including Reykjavik Energy Invest and Geysir Green Energy, failed to make a profit from their 2007 and 2008 investments.

The Province of Biliran registered the lowest poverty incidence among families in Eastern Visayas at 20.7%
during the first semester of 2012 based on the official poverty statistics released by the National Statistical Coordination Board.

Biliran likewise recorded the biggest improvement in poverty incidence among all provinces in the region, from 34.6% in first semester of 2009 to 20.7% in first semester of 2012. Leyte and Samar also improved slightly, from 33.1% to 31.9%, and 37.4% to 36.0%, respectively for the same period.

On the other hand, Eastern Samar, Southern Leyte and Northern Samar posted increasing poverty incidence
from first semester of 2009 to first semester of 2012. Eastern Samar and Southern Leyte registered significant increases in poverty incidence, from 46.7% to 59.4% and from 28.2% to 36.4%, respectively in the first semesters of 2009 and 2012. Meanwhile, Northern Samar showed a minimal increase, from 43.6% in first semester of 2009 to 43.7% in first semester of 2012.

Northern Samar was consistently included in cluster 1, the bottom or poorest cluster of provinces, in the first semesters of 2006, 2009 and 2012. Meanwhile, Eastern Samar also belonged to same cluster of poorest provinces in the country, in first semesters of 2009 and 2012. On the whole, poverty incidence among families in Region VIII increased slightly from 36.2% in first semester of 2009 to 37.2% in first semester of 2012. It ranked 3rd poorest among the 17 regions in the country.

Biliran guv cites first term major accomplishments

NAVAL, Biliran – With only few days left before his first term ended on June 30, re-elected Biliran Governor Gerardo “Gerryboy” J. Espina, Jr. presented his administration’s major accomplishments from June 2012 to June 2013.

During his oath taking, Espina first cited the award received by Biliran province as one of the ten outstanding provinces of the country in the search for the Best Agri-Pinoy Outstanding Rice Achievers Award which showed the successful a program in agriculture during his first term.

He also mentioned the Seal of Good Housekeeping given by the Department of the Interior and Local Government (DILG) due to upholding the good governance guideposts.

The re-elected Biliran governor also shared the various accomplishments of the province in terms of health services like the province’ Inter-Local Health Zone where Biliran topped in Region 8 and placed fifth in the entire country; declared as rabies-free in 2012 and maintained the status as a filaria-free province since 2010; consistent top performer in 2011 at the national level since it ranked first among the six health indicators LGU scorecards (top performer in household with access to safe water, maternity care package, TB-DOTS program, TB case detection, TB cure rate);top performing province in Region 8 in the field of health services, information system, facility-based deliveries, nutrition.

He also made mentioned of the 95 college scholars who were able to graduate in 2013; 84 in 2012; 45 in 2011 and 42 in 2010.

Espina also presented the sharp drop in the poverty incidence in Biliran province from 34.6% in 2009 to just 20.7% in 2012 based on the report from the National Statistical Coordination Board (NSCB).

He added that Biliran province also has the lowest poverty incidence among the six provinces in Region 8 where it climbed to cluster three composed of 18 provinces nationwide including big provinces like Cebu, Iloilo, Palawan. Likewise, Biliran topped among these 18 provinces that belong to cluster three as the province with the lowest poverty incidence.

Espina who was given a fresh three-year mandate to serve as Biliran governor starting July 1, 2013 to June 30, 2016, called for cooperation and unity of the Biliranons for the sustainability of the positive gains achieved by the province and for the continuity of its progress.

Meanwhile, Re-elected Biliran Governor Gerardo J. Espina, Jr. administered today, Friday, June 28, 2013 at the Nipa Hut in the capitol compound, the oath-taking of Biliran Vice-Governor-elect Eriberto D. Tubis, Sr., re-elected provincial board members Brigido C. Caneja III and Eden S. Apolinar of the first district; Dominador Corpin, Rolando Sabornido and Atty Edgar Igano of the second district; and the newly-elected and re-elected municipal councilors of Naval namely: Engr. Of 3 children injured in last night’s accident, 2 are stable and 1 remains critical at St. Paul’s Hospital in Tacloban. Bileco is providing assistance.

The accident happened around 7:31 pm July 3, 2013 along the national highway in front of NSU Biliran campus. The driver was Poncio Olano Banluta, 46 yrs old, of Brgy Larrazabal, Naval. 16 years of service in Bileco. He was reportedly drunk.

Four young people were reported dead while three others were sent to the St. Paul’s Hospital in Tacloban City after they were hit by a BILECO crew cab in Biliran, Biliran early this evening, July 4, 2013. The vehicle’s driver was immediately detained at the Biliran Police Station.

The BILECO Management assumed all liabilities by extending moral and financial assistance to the family of the victims immediately after the incident. GM Marlon Roa coordinated with the BILECO personnel to facilitate the mortuary and other necessary assistance to the bereaved family. He also coordinated with the municipal health units for the possible use of ambulance to transport the victim to Tacloban City along with BILECO personnel for medical assistance.

FOUR school children were killed and three others seriously wounded in a roadside accident in front of a state university in Biliran, Leyte, on Wednesday evening.

The Biliran police identified the fatalities who died on the spot as siblings Marvic Joefe Garis, 9, and Florence, 7; and Maria Rosi Bacalla, 9 and her sister Glori Jane, 12.

The wounded victims — Jennel Napoles, 7; Jea and Cristine Bacalla — were immediately brought to Eastern Visayas Regional Medical Center in Tacloban City for medical attention, police said.

The victims are all elementary grade pupils in a local school in Biliran.

According to initial police investigation, the victims were playing along a highway in Barangay San Isidro in front of Naval State University around 7:30 p.m. when Poncio Banlutan, crew cab driver of Biliran Electric Cooperative, lost control of the vehicle and ran over the victims.

The driver voluntarily surrendered to the local police and is presently detained at Biliran police, pending the filing of appropriate charges against him. (PNA/Sunnex)

LGU reflects officials, says DILG Biliran chief

NAVAL, Biliran — You are what your LGU is.

This was the message of DILG-Biliran provincial director Marilyn Saboy to provincial and municipal officials in the province during the simple oath-taking ceremony held Friday, June 28.

Re-elected Biliran Governor Gerardo J. Espina, Jr. administered the oath taking.

Saboy called on the newly elected and the re-elected officials in Biliran province to uphold the battle cry of the Aquino administration: “Tahakin natin ang tuwid na daan.”

She also reminded the officials to be abreast with new technologies and strive to be competitive. Saboy said the the DILG has training programs for local officials and for the LGUs.

Meanwhile, Saboy also reported the state of local governance of Biliran province from 2009 to 2012, in which, three years were under the first term of re-elected Biliran Governor Gerryboy Espina. (PIA 8 Biliran)

TACLOBAN CITY, Leyte—Five children were killed while two others were injured on Wednesday night when a pickup truck owned by the Biliran Electric Cooperative (Bileco) driven allegedly by a drunk driver hit them while they were standing on the roadside in Biliran town, Biliran.

Inspector Jayson Balbarona, Biliran town police chief, identified the fatalities as Glory Anne Bacalla, 12, and her sisters Ma. Rose, 9, and Jia, 7; and Marivic Garis, 9, and sister Florens, 7.

Christine Bacalla, 11, and Jennel Napoles, 8, are still confined at Divine Word University Hospital in Tacloban, but doctors said they were out of danger. Balbarona said Poncio Banluta, driver of a pickup truck owned by Bileco, was detained to face a complaint of reckless imprudence resulting in multiple homicide and serious physical injuries filed at the provincial prosecutor’s office in Naval, 21 kilometers from Biliran town.

The vehicle came from Tacloban and was on its way to Naval town when it hit the victims who were standing on the roadside in Barangay (village) San Isidro, Biliran, at 7:31 p.m. on Wednesday.

Balbarona quoted witnesses as saying that Banluta was drunk and driving fast at the time of the accident.

Killed on the spot were Marivic, Florens, Glory Anne and Ma. Rose. Jia died on Thursday afternoon at Divine Word University Hospital in Tacloban City.

Banluta, 46, and a resident of Barangay Larrazabal, Naval town, surrendered to police and was detained at the Biliran municipal police station.

Marlon Roa, Bileco general manager, has provided financial assistance to the families of the victims.

PDIC to continue processing claims of Rural Bank of Naval (Biliran) depositors

The Philippine Deposit Insurance Corporation (PDIC) announced that it will continue to receive and process deposit insurance claims from depositors of the closed Rural Bank of Naval (Biliran), Inc. at the PDIC Claims Counter, 4 th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino Street, Makati City. Claims may also be filed through mail.

The state deposit insurer has already concluded the onsite claims settlement operations for RB Naval at the bank’s premises last June 28, 2013.

PDIC sent notices of payment amounting to P4.48 million involving 1,399 accounts with balances of P15,000 and below where the filing of claims is waived by PDIC. Meanwhile, PDIC paid 697 claims during the onsite claims settlement operations involving 606 accounts for a total amount of P53.53 million worth of deposits.

As of June 28, 2013, PDIC has yet to receive deposit insurance claims for 657 accounts, or 45% out of 1,468 accounts that require the filing of claims. The total amount of deposits covered by these claims is P12.26 million.

Depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar as an additional requirement. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney of the depositor or parent in the case of a minor depositor.

The procedures and requirements for filing deposit insurance claims are posted in the PDIC website, www.pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website.

In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the closed RB Naval is on June 1, 2015. After the said date, PDIC, as Deposit Insurer, shall no longer accept any deposit insurance claim.

Iloilo City drivers hurl graft charges at LTFRB official

ILOILO CITY: Two officials of the Iloilo City Loop Alliance of Jeepney Operators and Drivers Associations (Iclajoda) are accusing Regional Director Romulo Bernades of the Land Transportation Franchising and Regulatory Board (LTFRB) of “grave and serious offense involving graft and corrupt practices, bribery, extortion” among other offenses.

However, Bernardes denied the accusations of the city loop jeepney operators and drivers and said the charges are the handiwork of a former LTFRB official also involved in bribery in the past.

In radio interviews, Bernardes claimed he is introducing reforms to streamline the operations at the LTFRB regional office, which the complainants see as contrary to their needs

A joint complain affidavit signed on June 18, Iclajoda President Raymundo Parcon and Secretary Rizalito Alido said in a sworn statement that Bernardes has been receiving and demanding for money for individual applicants of taxi and public utility jeepney (PUJ) franchise.

A total of 15 organizations under Iclajoda signed a complaint dated June 17 against Bernardes seeking the Ombudsman Visayas for preventive suspension against the LTFRB official and to start criminal investigation proceedings without prejudice to the filing of other and separate administrative charges against Bernardes.

Parcon and Alido claimed that “even application for extension of route by the city loop transport groups will not be approved by Bernardes without payment of an amount and such is considered as an ‘SOP’ demand which is a clear form of illegal collection tantamount to outright bribery if not absolute extortion.”

The Iclajoda officials said that the LTFRB national office has already issued Memorandum Circular 2011-016 for the revocation of Memorandum Circular 2011-005-A entitled “Acceptance of applications for issuance of 350 new certificates of public convenience [CPC] to fill up the vacant slots of taxi units caused by non-extension of expired CPCs, abandoned or cancelled CPCs and dripped units without substitution in Region 6.”

Despite the moratorium on the issuance of new franchises for taxi and PUJ, Bernardes continues to release new franchises, which in effect, adversely affected the income of drivers and small transport operators.
Both said that Bernrdes issued an additional 350 taxi franchise for Iloilo, 180 in Bacolod and 50 additional PUJ franchise for Iloilo on top of the already existing 2,800 taxi units and more than 5,000 PUJs in Iloilo City.

The wonders of “Tinago Falls”

CAIBIRAN, Biliran -Rain or shine, it is worth a trip to the farming town of Caibiran in the province of Biliran, the home of Tinago Falls and Mainit Hot Spring.

The enchanting sound produced by 90-feet waterfalls blended with breathtaking scenery of trees, vines, and other exotic plants make the Tinago Falls ideal for swimming, sightseeing and mere relaxation.

“Tinago” is a Waray term for hidden. Although the site is close to the road, lush forest hides the waterfalls from passersby.

Going there from the town center is through a newly-concreted road in a middle of a vast rice fields with laborers who tirelessly harvest grains under the heat.

Situated in a rainforest in Cabibihan village, Tinago Falls is just four kilometers away from the town center and 40 minutes drive from the Naval, the capital town of Biliran.

The water falls from high stone ridge to a naturally-formed pool in a middle of boulders and verdant forest. To get a better view of the falls, a watchtower was built on top of a boulder.

Laughing out loud, tourists are unfazed of town folk’s myth about environmental spirits blamed for plotting some drowning incident.

“I always bring my children and grandchildren here. This is a very good place to spend time with my family,” said 70-year-old Alfredo Colipaopao, who was enjoying soaking himself in crystal clear, cool water from the falls.

Even locals are awed by Tinago Falls’ natural wonders. They come in and set up their own picnic place, using banana leaves instead of fabric and plastic. Taking advantage of fresh cool air, some even bring their own sleeping hammock for a nap.

Mayor Eulalio Maderazo said Tinago Falls has been a priority of the local government for development. The government has invested about P5 million to build stairs, pathways, covered grandstand, and a lodging facility.

“We expect tourists to stay overnight near Tinago Falls with the completion of electrification project,” Maderazo said.

The site has been attracting 50,000 local tourists as well as visitors from United States, Australia, Korea, and Germany. Many of these foreign tourists are married to town folks of Caibiran, a predominantly agricultural municipality.

Since the site is managed by the local government, guest can access the area for only P10 but totally free for locals.

About 10 minutes drive from Tinago Falls is the Mainit Hot Spring in Barangay Villa Vicenta. It has a mini-swimming pool filled with lukewarm water from a sulfur spring-fed.

Concrete seats were also setup where warm water overflows, hence, giving soothing comfort to tourists and adventurers. Hot water temperature rejuvenates from stress and daily life.

“People have been coming here because of testimonials that the warm water’s sulfur content water can cure skin diseases, arthritis, rheumatism,” said Lolita Rosel, municipal tourism officer.

The town is surrounded by volcanic mountains – Kapingganan on the north, Sayaon on the west, and Suerro on the south. These sulfuric mountains are covered by ongoing exploration of the Biliran Geothermal, Inc. It was estimated to have a potential geothermal resource that can support a 50-megawatt power plant.
The most accessible to locals is the San Bernardino swimming pool along roadside in Barangay Manlabang. It is fed by cool underground spring, the source of the town’s water supply.

Caibiran is endowed with many rivers. Indeed these rivers had attracted immigrants to settle in the area, according to its history. The town derived its name from “ibid” – the local name of Philippine Sailfin Lizard. Before human settlers came, these excellent swimmers animals are commonly seen in the area because of the existence of rivers.

Today, Caibiran has a population of more than 20,000 inhabiting on its 17 villages. It is now considered as priority sites for the conservation of endangered lizards.

Caibiran can be reached through a three-hour ride from Tacloban through a 169-kilometer connecting Leyte and Biliran. The town has lodging houses for visitors who want to stay overnight. (SARWELL Q.MENIANO)
