Summer is in the air. With the brightest heat of the sun, wonderful blue sky and raging good vibes the Biliranisland team could definitely tell everybody the summer power. That was April 26 in the morning when everyone got busy preparing the things for the outing and guess where? It’s the famous island of no return, Maripipi. Riding in motorcycles and four wheels, we started our trip to Kawayan since the team decided to go there via Kawayan. It took us 30 minutes before we arrive at the municipality. The pump boat was already waiting for us while we get ready ourselves and we’re all bound for the island.

Along our travel, we’ve been accompanied excitement and happiness. With regards to the pump boat, it costs P2, 000.00 for small one having a capacity of 20 persons above while the smaller one with 15 persons in capacity costs P1, 100.00. It is a better choice and a cheaper one than the route from Naval to Maripipi because you’ll have to pay P50.00 for the motorcycles going to Napo. The aforementioned travelling cost of the pump boat has a fixed route from Kawayan to Napo Beach Resort.

We left at 7am quarter to 8am and by 9 o’clock we stepped at the beautiful resort of Napo. It was not the first time of the team on the place so we’re familiar with the surroundings. The owner of the resort Mrs. Robert welcomed us very well and introduced everyone to their dwelling place. The team stayed at the resort where we spent our summer fun. Napo Beach Resort if you don’t know is one of the tourist destinations of Maripipi. The place is known for its diverse and nature-surrounded view. It has cool and relaxing atmosphere together with summer cold breeze. You can also witness the lovely sunset. In terms of their accommodation, they have comfortable air-conditioned rooms and a little restobar where you can have your sing along. Their nice and well built cottages will also catch your attention and tempt you to stay or take your nap there.

After exploring the resort, we go to our rooms to set our things. The click of the cameras was overheard with matching pose, different, cute and wacky poses. It is one remembrance for the 2014 summer. We didn’t notice the time that it’s already 12nn which pushed us to fill our stomach with pancit Bihon and grilled pork for lunch. And now everybody is resting. Few moments later, the team agreed to have a videoke. That’s the time, they sing, sing and sing.

We also got the chance to discover other tourist spots which is the Candol Beach Resort. The white sand beach resort is one of the best beaches you must try this summer. It has a unique view which made its entirety awesome. You can swim in its clear blue waters and feel the fine white sand underneath. From Napo, you will reach Candol through a 10-15 minutes’ walk. It is suitable to all who wants to spend a memorable summer vacation.

We spent our time swimming and chatting. Others took pictures on the captivating look of the beach. At nearly 6pm, we made our way back to Napo. The first day for us was far better plus the momentous happenings during the night. We ate our sumptuous dinner with lechong baboy and turkey on the table. We were all satisfied and stomach full. Then the party has just started. They all groove with the music having so much fun. The time wasn’t noticed due to the stories being told by each one and the laughters they have shared. The party was only over at 2am in the morning. Even though, there is absence of light the party still continues. The electric power of the island starts at 12nn until 12am only, that is one burden for them but them some people there have generators.

We woke up in the morning with smile on our faces. The sunrise was pleasant, somewhat giving us another hint to go for another adventure. After finishing our breakfast, we didn’t waste time and we go to Viga Spring. We walked 15 minutes going there. Viga spring is the source of water of the people of the barangay. It is subdivided into tree; the drinking water, Bathing water and the Clothes washing water. At first glance, you may say it’s an ordinary one but upon dipping yourself into the water you could say it’s extreme. The spring water was cold enough to make you chill and tremble. It is very much soothing and refreshing and could take away stress, absolutely. That was our last destination, we went back to Napo and we tried swimming in the crystal-like water of the sea. The pristine island is a good pick for this summer.

The team used to packed up the things and get ready for leaving. Before we left, we first eat our lunch which is fresh fish, fried and grilled. Topped with lechon paksiw we are then finished eating. Although we have tired bodies yet we have happy and contented heart. This summer is worthwhile. We left the island bearing in mind that it’s not the first but not also the last. We are very much thankful to the people who made this summer outing a possible one.

Moderate quakes jolt Bohol, Biliran

Two successive earthquakes jolted Biliran province early morning Thursday, the Philippine Institute of Volcanology and Seismology (PhiVolcs) said.

According to PhiVolcs’ latest bulletin, a magnitude 2.9 earthquake jolted Biliran province at 4:14 a.m.

The epicenter of the quake was plotted at 27 kilometers southwest of Naval town. It had a depth of 1 km.

More than 15 minutes later, a magnitude 3.1 earthquake again rattled the province.

It was located at 6 km southwest of Biliran. It had a depth of 27 km.

Meanwhile, a magnitude 3.0 earthquake hit northeast of Tagbilaran City at 5:33 a.m.

It had a depth of 10 km.

All quakes were tectonic in origin.

No damage has been recorded and no aftershocks are expected. (Mary Rose A. Hogaza)

Sambawan Island: A Respite for Us!

It is a perfect prelude for the month of May – “a month known for flowers and typically the most beautiful month of the year”, to have an extreme and adventurous experience spent in few hours, getting the optimum satisfaction that an excursionist wanted.

On the onset of May 1st, I and my colleagues unintentionally planned to have a summer getaway that can be maximized within just a few hours. Challenging though – how can we get through with this considering the time constraints and limited resources – still we pushed our plans and finally we’re off to explore the well-known Sambawan Dive Site and Beach Resort!

And it all started…

Though we’ve been quite exhausted with the trip going there due to the scorching heat of the sun and the motorized boat fetch us late that tends us to wait for an hour, still we were relieved while watching the inviting island view in a distance and the very calm and clear seawater that gave us the opportune time to take a look with those untouched marine lives.
I was impressed with what I saw and discerned. The barangay council has been firm on its stand with environment protection and conservation, hence, the whole vicinity became a marine sanctuary. How I wish, others would have this vision too.

Sambawan takes it all!

Exactly 1 o’clock in the afternoon when we finally arrived in the island and we were welcome warmly. As I plunged into the crystal-like water, I felt a very nostalgic moment. Yes, indeed this was my second time that I have visited Sambawan after almost a decade. And everything has really changed then and now.


An untouched island before turned into a well-developed resort now. I remembered, it was just a simple nipa hut then stood out in the midst of silence of this enchanting island. Now, you can see several cottages built in to provide comfort to its guests, mini-villas that surely you would love to have an overnight stay and of course other amenities a well-developed resort have. Unknown before to some, now took the center stage in the tourism industry and been recognized nationally and globally as tourism site.

Not minding my starving tummy, I didn’t waste every seconds not to explore what Sambawan offers us. I took a walk along the shoreline under the terrible heat just to have a wonderful sight-seeing. In every step I took, an ounce of memorable experience filled in.

The white sandy beach that lies in the mountainous coastline already captivating. You can’t resist to have a barefooted walk and feel the therapeutic experience it offers. Also, you can pick an array of beautiful sea shells along your way which you could kept as a remembrance of your stay in Sambawan.

While on the crystal-like and unpolluted sea, you can’t only swim but also have some adventures too. Sambawan offers you a site for snorkeling and diving. The coral reefs are still untouched and preserved that would give you a worthwhile underwater exploration. Fishes of different kinds and other marine lives capture as your best sight subject. But just a tip, don’t dare to have fishing you might not catch fish instead yourself! The whole Sambawan was declared marine sanctuary by the local council.

Also, the rock formations in the island was amusing if not enthralling. In fact, this is a good stop for adventure stuffs like trekking. I am very happy that the resort developed a man-made trek going to the top, having it easier for those who wanted this extreme adventure. Of course, I won’t leave the island without trying this.

Unfortunately, we missed to count the number of steps in going there (which is also one of our purposes) but when we reach the mountain top, I was breathtakingly surprised with what I saw again. It was the whole view of the island that welcomes you once you get there. Tiring yet fulfilling! Fresh air soothes your tired body and surely you’ll find a respite of meditation.

Can I come back again?

Well, as I have said our trip to Sambawan was limited. However, we made most of our time while in the island. As I left the place, I questioned myself: can I come back again? The answer is certainly yes. Sambawan has a lot to offer! And this answers the mythical line: Maripipi – the Island of No Return, which has been dubbed with several hearsays and gossips! Now, I found the answer why they always said it once they have heard Maripipi and the answer lies only in Sambawan. Come and choose Sambawan Dive Site and Beach Resort for you find that answer I also found!

Meeting the renewable energy challenge

The Philippines may seem like an unlikely place for a collaboration between Iceland and New Zealand. But when it comes to geothermal energy, it is a partnership that makes perfect sense.

Last week, I joined representatives of Icelandic company Orka Energy (www.orkaenergy.com) , and some of its New Zealand partners and personnel to travel to its development site in Biliran province.

Like neighbouring Leyte province, Biliran sits atop an area of significant volcanic activity. But unlike Leyte, it is yet to harness geothermal steam for energy generation.

Biliran is one of the Philippines’ smallest provinces, home to an estimated 160,000 people, who make a living from basic agriculture and fishing, as well as remittances sent to the families of seafarers trained at the academy of the local Naval State University. I was relieved to see on my visit that Biliran had been spared the very worst effects of Typhoon Yolanda (international name Haiyan) despite being less than three hours drive from Tacloban City.

According to Orka CEO, Eirikur Bragason, the Biliran geothermal project will create up to 600 jobs during its construction phase, hoped to commence around April this year, and the plant is expected to be in full operation within two years. The project has already helped to develop essential infrastructure in the area, with the local airport now able to receive charter flights.

Tests from the first drilled wells have returned very positive results and Orka’s CEO told the local community in Biliran that he expects the project to be one of the most developed plants in the Philippines, complete with a visitor centre, and with minimal environmental impact.

There has been much debate lately in the Philippines about electricity prices, which are among the highest in Asia. And the Philippines needs to build more energy generation capacity in order to meet growing demands. New Zealand, with its strengths in renewable energy – hydro and geothermal in particular – is well placed to help meet this challenge.

New Zealand’s involvement in the Philippine geothermal energy sector dates back to its beginnings in the 1970s when NZ government funded technical work contributed to the development of the first geothermal sites in the country. Today, the Philippines is the world’s second largest generator of electricity from geothermal steam, and New Zealand companies provide consulting services and technical support to partners in the Philippines. Additionally, scholarships provided by the New Zealand aid programme have included those for post graduate study at Auckland University’s geothermal institute including, in recent times, an official from the Department of Energy’s geothermal energy division. I was pleased to be joined on my visit to Biliran by Mario Marasigan and Ariel Fronda of the Department of Energy’s renewable energy management bureau.

I understand that the Biliran project is on course to be the first geothermal project since the enactment of the Philippines’ Renewable Energy Bill, and others are set to follow. A successful project in Biliran will significantly develop the local economy, make a further contribution to Philippine energy needs, and hopefully pave the way for further New Zealand involvement in the Philippines’ renewable energy development.

Sinking blamed on Coast Guard

NAVAL, Biliran – Even though the ferry carried three times its 30-passenger capacity, the Coast Guard still allowed the vessel to sail, an angry Gov. Rogelio Espina charged yesterday. The result: 19 dead and 70 hospitalized.

But the Coast Guard, while suspending four of its inspectors, placed the blame on unnamed local politicians. Coast Guard operations officer Cirilo Ortiz said certain politicians had prevailed on the Coast Guard office in this province to give the overloaded boat the green light.

The motorized outrigger boat MT Nilode – earlier erroneously identified by local officials as the MV Melody – capsized at around 4:30 p.m. on Saturday [May 11], about 20 minutes after it had left port here for nearby Maripipi Island.

Espina said survivors told officials the boat capsized when many passengers, bothered by the scorching sun, moved over to one side of the vessel to cool themselves in the shadows.

“The boat tilted and took in water,” Espina said.

Rolando Delabahan, 21, the boat’s engine mechanic, said many of the passengers sat on to the top of the cabin, which was also stacked with 10 sacks of rice.

Only a few passengers were inside the cabin, he said.

Delabahan said the crew advised the passengers not to make unnecessary movements as the vehicle was full and the sea was a bit choppy.

But Marcos Galicia, 65, claimed that the sea was calm at the time of the accident.

But about 20 minutes into the trip, the afternoon sun appeared from behind the clouds. The passengers seated on the left side ramp and roof of the cabin then started to transfer to the right section, which had some shade. The movement caused the boat to trip over to the right.

Many of the passengers were revelers who had joined the morning parade and street-dancing contest for the 10th anniversary celebration of Biliran province.

One of the fatalities was Josephine Malanan, wife of ferry owner Alfredo.

Espina said Malanan and the Coast Guard officers in this capital town should be made liable for the tragedy. He said he wanted Lt. Alex Gemina, head of the Coast Guard in Naval, relieved from his post because the ferry was clearly overloaded.

Gemina admitted that the boat was overloaded. He said the Nilode only had a 30-person capacity “but when it departed, it (had) 94 passengers based on our count.”

But he also washed his hands of the tragedy. Gemina said the Coast Guard officer on duty, PO2 Jose Alamo, told Malanan not to depart because the boat had already exceeded its capacity.

In fact, Gemina said, Malanan was “made to sign an ‘apprehension report’ to prove that he was advised not to leave the port as the motorboat was overloaded.”

Malanan signed the paper, but nevertheless departed from the port while Alamo was allegedly not looking.

But Gemina could not explain why nothing was done to stop the departure even though the Coast Guard office was only about 25 meters from the docking area of the wharf.

Gemina said that if anybody should be held responsible, it should be Malanan.

The INQUIRER went to the Biliran Provincial Hospital to interview Malanan, but his relatives said he could not be disturbed because he was still “in shock” over his wife’s death.

Coast Guard officials had initially cleared the ferry to leave with 15 passengers on Saturday morning, but more passengers coming from the town celebration boarded the boat after the inspectors left, Ortiz said.

When the Coast Guard officers discovered that the ferry had been overloaded, they refused to allow it to sail, but local politicians allegedly convinced them to change their minds, he said.

“We have set up a fact-finding commission to investigate what happened and we will file criminal charges against those responsible,” Espina said.

“Among those we will investigate are the boat owners and the Coast Guard personnel for allowing the boat to leave, knowing there was overloading.”

The 19 fatalities were all women and children. One of the victims, 3-year-old Rondulf Gabin “RG” Rolona, was found to have drunk seawater contaminated with crude oil, according to Dr. Noel Albelda, provincial health officer.

The victims included the wife and two children of Michael Aguilos, station manager of Radyo Natin-Naval: Marites, 25; Mikey, 4; and Michaela, 3. Last Saturday was also the Aguilos’ third wedding anniversary.

Aside from Josephine Malanan, the fatalities were Inocenta Adaptante, Erlinda Adaptante, Prudenciado de Loyola, Juanita Radam Rigodon, Carmelita Casio, Segundina Culibra, Remedios Radam, Renelia Leorad, Virgilia Sereño, Ferminia Raagas, Ofelia Martinez, Salud Arradaza, Comedesa Radam and Josefina Gaviola. They came, saw, but didn’t stay

NAVAL, Biliran – They came, they saw, but didn’t stay.

Two military generals arrived in this capital town early yesterday, in the wake of the ferry accident on Saturday afternoon that killed 19 women and children.

Their dramatic arrival at 6:30 a.m. – they used two helicopters, one white Sikorsky rescue chopper and a Huey – stirred not only the dust in this municipality but also the expectations of a grief-stricken people.

But minutes after receiving a briefing from Gov. Rogelio Espina at Naval wharf, where the accident site could be viewed, the generals – Jacinto Ligot, Central Command chief, and Romeo Dominguez, 8th Infantry Division chief – left.

People alerted by the arrival of the helicopters at an unusual time noted that the generals left without taking a closer look at the half-sunk MT Nilode (not MB Melody, as earlier identified by local officials), which was only a few meters away.

The 60-foot motorized passenger boat, its right outrigger broken, had been towed from the accident site and docked at the wharf, near the helicopters’ landing site.

The boat’s passengers were revelers who had joined the Saturday morning parade and street-dancing contest for the 10th anniversary celebration of Biliran province and were on their way back to Maripipi Island.

Geothermal plant planned for Biliran

BILIRAN Geothermal, Inc. (BGI) hopes to start commercial operation of a 49-megawatt (MW) geothermal power plant in the province by 2016, an official of the Energy department said on Saturday.

Mario C. Marasigan, director of the department’s Renewable Energy Management Bureau, said in a telephone interview that BGI is currently in the pre-development stage of the project.

“At the moment, they (BGI) are in drilling operations. After that, they will declare the commerciality of the project,” Mr. Marasigan said when asked for updates.

“They are looking at 2016 for the operations of the plant provided that they can declare commerciality by June,” he added, noting that construction is targeted to start by July.

GENERATION POTENTIAL

The same official noted that initial estimates of resource in the area show that steam to be produced can run a 49-MW plant.

Asked on cost of investment for the project, Mr. Marasigan said this would be bared upon declaration of commerciality.

Last month, Energy Secretary Carlos Jericho L. Petilla inspected BGI’s ongoing drilling operations at the site.

Data from the Energy department showed that the Biliran geothermal concession — which was awarded to BGI in July 2008 — covers an area of 260 square kilometers in barangays Cabibihan and Villa Vicenta in the municipality of Caibiran.

BGI is a joint venture of Filtech Energy Drilling Corp. (FEDCO) and Iceland-based Orka Energy Holding ehf.

According to FEDCO’s Web site, the joint venture has already completed several surveys within the geothermal field.

FEDCO, which was incorporated in 2005, provides consultancy services for the geothermal industry.

The company explores, drills, develops, exploits and manages geothermal resources for its clients.

Meanwhile, Orka Energy is a geothermal development company that specializes in harnessing geothermal resources for electricity generation and district heating.

Besides the Philippines, the company also has operations in Singapore and China.

The Energy department has so far awarded 41 geothermal energy service contracts with total installed capacity of 1,847 MW.

As of end-January, there were two pending applications for projects with combined potential capacity of 60 MW.

The department is targeting to increase the country’s installed capacity to 3,307 MW by 2030 based on the Philippine Energy Plan 2013-2030.

The country is currently the second largest producer of geothermal energy in the world, next to the United States which has a total capacity of 3,215 MW.

Indonesia, Mexico and Italy are also in the top five with capacities of 1,136 MW, 958 MW and 915 MW, respectively.

GSIS extends H.E.L.P, covers more Yolanda-hit areas

State pension fund Government Service Insurance System (GSIS) extended the implementation of the Home Emergency Loan Program (HELP) to October this year, and expanded the coverage of the program to include an additional 34 areas worst-hit by Yolanda.

HELP, a one-time special loan program, aims to enable GSIS members and pensioners to rebuild their homes in communities that were hardest hit by super typhoon Yolanda.

“Expanding the coverage of HELP synchronizes the effort of the System with the move of the national government to include these areas in NDRRMC’s updated list of localities severely affected by the typhoon,” GSIS President and General Manager Robert Vergara said.

The 34 additional areas now covered by HELP include, the municipalities of San Remigio, Patnongon, Valderama in the province of Antique; Almeria and Culaba in Biliran province; Tuburan in Cebu; and Baybay and Silago in Leyte.

In Eastern Samar, three municipalities are covered namely, Gen. McArthur, Llorente, and Maydolong and the municipalities of Daram, Talarora and Villareal in Western Samar.

In Iloilo, a total of 13 areas are now eligible under HELP namely, Alimodian, Anilao, Badiangan, Barotac Nuevo, Cabatuan, Dumangas, Janiuay, Lambunao, Maasin, Mina, New Lucena, Pototan, and Zarraga, and four municipalities in Negros Occidental – Calatrava, Eb Magalona, Silay City, and Victorias City.

Also included in the new list are the municipalities of Cuyo in Palawan, Balud in Masbate, as well as Loreto in Dinagat Island.

The grant of HELP to members in the 34 areas will be subject to the receipt of a resolution issued by the Sangguniang Panlalawigan or Panglungsod or through a certification issued by the provincial governor or administrator and a request from the city or municipal mayor.

Under HELP, members who have been with the government for ten years or more are qualified to the maximum loan amount of P200,000. Those who have rendered service for five years or more but less than ten years may borrow up to P100,000. Members with less than five years may take out a loan of up to P30,000.

The loan is payable in ten years and bears an interest rate of six percent. The approval of the agency authorized officer is required to process the loan.

For the first quarter of this year, GSIS has released more than P8.5 billion under HELP that benefited close to 60,000 borrowers.

The Naval Cable Television, Inc.  might operate again in the new few weeks if negotiations among the stockholders will be successful. The cable company has ceased operation after Super Typhoon Yolanda hit the Visayas Islands. It is learned that Naval Cable has more or less 600 subscribers has however moved to other cable companies particularly to prepaid companies such as Cignal TV, Dream Satellite, G-Sat, among others.

NAVAL, Biliran – The picture of what the police forces in the island province of Biliran wanted to achieve and attain in 2030, which is in line with the goal of the Philippine National Police (PNP), is now clear with the crafting of its vision and mission.

The vision and mission of the Biliran Police Provincial Office (BPPO) was finalized and approved by the technical working group and the advisory council of the Biliran Provincial Police Strategy Management Unit (BPPSMU) recently.

The vision speaks of a highly capable, effective and credible police provincial office working in partnership with responsive local government units in Biliran province and its stakeholders with the aid of the Almighty by 2030.

It is also aimed at attaining a safer place to live, work and do business, making Biliran province a haven for tourism and geothermal development.

The BPPO mission enumerates the official duties and functions of the police force which is to enforce the law, prevent and control crimes, maintain peace and order, ensure public safety and internal security.

It likewise stressed the active support of the community towards “leading Biliran a tourist destination and energy-producing province in the country”.

For his part, PSSupt. Felix A. Diloy, BPPO provincial director, emphasized that the newly approved BPPO vision and mission will serve as guidepost to all the police forces in the province of Biliran in the effective and efficient performance of their respective duties and responsibilities.

PSSupt. Diloy called on the active support of LGU officials provincewide and all the stakeholders in the community for their support in the attainment of the BPPO vision and mission.

NAVAL, Biliran –The problem on illegal drugs in the province of Biliran is one of the three reminders set by the chief of the Philippine Nation al Police (PNP) in Region 8 that the police leadership of the province should look into during his recent visit in the province.

PCSupt. Henry P. Losanes, regional director of PNP 8, informed of his three reminders to the leadership of the Biliran Police Provincial Office (BPPO) during the recent inauguration of the newly finished and refurbished facilities of the BPPO camp where he was the guest of honor.

“We have to cut the branches little by little before the root” Losanes emphasized relative to what action must be done by the police forces to the people behind the illegal drug trade in the province of Biliran.

It was learned that several personalities allegedly involved in illegal drug trade in the province of Biliran were already apprehended.

He also told the police leadership in Biliran province through PSSupt. Felix Alberca Diloy, Biliran Police Provincial Office (BPPO) Provincial Director to hold dialogues with the students of the Naval State University (NSU) and other secondary schools in Biliran province on how to address the problem on illegal drugs.

The PNP chief in Eastern Visayas region also called on the BPPO leadership not to relax on the insurgency situation despite the province being declared as insurgency-free, based on his previous assignments in insurgency-free provinces but later insurgency was again a problem.

Losanes reminded the police forces in Biliran province to strengthen its coordination with the local chief executives especially in the implementation of local legislations relative to the maintenance of peace and order.

NAVAL, Biliran, May 21 (PIA) – Though the much needed rains for the planting season remains elusive for Biliran farmers, the Department of Agriculture (DA) has allocated 4,775 bags of certified and hybrid seeds, and Urea fertilizer for the coming planting season as assistance to farmers who were Yolanda victims in the entire province of Biliran.

Jaime Casas, Biliran Provincial Agriculturist, informed in a recent interview during PIA’s Kapihan at Pulong-Pulong ng Bayan over Radyo Natin-Naval, that a maximum of two bags of certified or hybrid rice plus Urea fertilizer is given for free for every registered rice farmer regardless of the expanse of his cultivated rice land.

Additional assistance to farmers who were Yolanda victims in Biliran province came from the Bureau of Fisheries and Aquatic Resources (BFAR).

The amount of P18M rehabilitation fund was allocated for two identified projects.

One of the projects is the 70 units fish cages made of high density pipes to last for 10-15 years at P160,000 per unit to be given to identified fisherfolks.

The other project is the cultivation of the 26 hectares of seaweed farm where each fisherfolk will be given P15,000 to buy seedlings and nets for the farm.

Casas added that the province of Biliran is also a recipient of P12.75M Japan International Cooperation Agency (JICA) funded aid for agri-farmers and fisherfolks through the DA.

The amount will be distributed to 850 farmers and fisherfolks in the municipalities of Cabucgayan, Biliran, Caibiran, Naval, and Kawayan which were hit by typhoon Yolanda based on the report of the Office of Civil Defense (OCD) region 8.

Each identified recipient will receive P15,000 for seeds, fertilizer, and garden tools in their vegetable production project.

Identified recipients for this project were already interviewed in April, 2014.
Project implementation to start in July and August, this year, according to Casas.

The Philippine Crop Insurance Corporation (PCIC) also allocated P8.495M insurance subsidy for rice, corn, high value crops, livestock, fisheries, and farm equipment.

However, insurance applications have to be filed within two weeks from planting to be able to avail of the insurance subsidy, according to Casas. # (PIA 8 Biliran)

Authorities arrest alleged known shabu pusher, wanted person

NAVAL, Biliran – Authorities have scored big as they hit two birds in a row with the arrest on Tuesday, May 27 this town, of a known alleged shabu pusher in Naval and a most wanted person in West Samar town.

The joint operation of the regional operatives of the Philippine Drug Enforcement Agency (PDEA) in Region 8 and the Naval police force were able to arrest Brian Bernard P. Zamora in a buy-bust operation based on a police spot report of the Naval police station.

The PDEA operatives were led by SO2 Frederick Ocana and PNP-Naval was led by PCInsp. Renencio L. Raquipo.

Zamora was arrested at around 11:15 in the evening on May 27, 2014 in Barangay P.I. Garcia together with Frankly S. Mades, Ryan D. Topacio, Natanel P. Toleroso and Jose M. Tambis.

Seized during the said operation based on the PDEA certificate of inventory were the following: one (1) small heat sealed transparent plastic sachet containing white crystalline substance suspected as shabu; one (1) piece five hundred peso bill and one (1) piece one thousand peso bill as marked money; one (1) big heat sealed transparent plastic sachet containing white crystalline substance suspected as shabu recovered in the possession of the suspect Brian Zamora; one (1) unit black My Phone cellular phone; one (1) unit diamond digital weighing scale model 500 and assorted drug paraphernalia.

Zamora and his companion are presently detained in the lock-up cell of the Naval police station for violation of Sections 5, 6, 7, 11 and 12 of Article II of R.A. 9165.

It was learned that Zamora was also arrested on July 5, 2012 by the joint elements of the Special Operation Team (SOT) of the Criminal Investigation and Detection Group (CIDG) in Region 8, at his residence in Caneja St., Barangay P.I. Garcia, Naval, Biliran for illegal possession of firearms where various sizes of heat sealed transparent plastic sachets containing white crystalline substance suspected to be shabu and other drug paraphernalia were seized incidental to the arrest.

Meanwhile, a certain Gil Crisostomo was also arrested by the joint elements of the Criminal Investigation and Detection Group (CIDG) of West Samar and Biliran provinces and the personnel of PNP-Naval in Sitio Barantayan, Barangay Villaconsuelo, Naval, Biliran.

Crisostomo has a standing warrant of arrest order for the crime of murder and is the number one most wanted person of Tarangnan town in West Samar. Items confiscated in the possession of Crisostomo during the arrest were two (2) pieces marble gun.

He was then transported to Tarangnan, West Samar by the CIDG-West Samar for proper disposition of his case. (PIA 8 Biliran)

4 men nabbed in Biliran drug bust

MANILA, Philippines – Four men, including a suspected owner of a drug den, were nabbed during a buy bust in the province of Biliran, the Philippine Drug Enforcement Agency said on Friday.

Nabbed during the sting operation were Nataniel Toleroso, 28, a suspected drug den owner, of Barangay Rilis, Calubian; and Brian Bernard Zamora, 32,of PI Garcia P. Inosentes, Naval, Biliran, who is ranked Number 2 in the list of targeted drug personalities in Eastern Visayas.

The three other men arrested were Frankly Mades, 32; Ryan Topacio, 30; and Jose Tambis, 33.

Reports showed that on Tuesday, around 10:15 p.m., operatives of PDEA Regional Office 8 conducted a buy-bust which resulted in the arrest of Toleroso and Zamora after they sold methamphetamine hydrochloride, or shabu, to a poseur-buyer in PI Garcia, Naval, Biliran.

Mades, Topacio and Tambis, who were present inside the den, were also apprehended.

Seized during the operation were two pieces of plastic sachets containing more or less eight grams of suspected shabu with an estimated market value of P64,000, various drug paraphernalia, a mobile phone, and buy-bust money consisting of P1,000 and P500 marked bills.

Toleroso and Zamora will be facing charges for violation of Section 5 (Sale of Dangerous Drugs), Article II of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.

Additional cases for violation of Section 6 (Maintenance of Drug Den), Section 11 (Possession of Dangerous Drugs), Section 12 (Possession of Drug Paraphernalia), of RA 9165 will also be filed against Toleroso, while Mades, Topacio and Tambis will be charged for violation of Section 7 (Visitors/Employee of a Drug Den).
