According to DPWH Biliran, as of March 31, 2014, 99.81% of the national highways around the province are now paved, 151.832 km, while only 0.19% or 0.284km is unpaved.

Man with shabu arrested inside police station

A certain Ramon Espina, Jr. was arrested by the policeman on-duty at the Naval police station after he was found out carrying two small heat sealed transparent sachets containing white crystalline substance suspected to be shabu.

Espina was arrested at around 11:20 in the evening of May 30,2014 by PO3 Alex D. Carba when he was about to deliver pieces of bread put in a plastic bag where the suspected shabu put in small and thin plastic container inserted in a bun of bread was discovered.

The bread with shabu was intended for Brian Bernard Zamora and his four other companions who were inside the lock up cell of the Naval police station.

Zamora and his four other companions were arrested in a buy-bust operation conducted jointly by the operatives of the PDEA and PNP-Naval on May 27, 2014. Other items seized from Espina were one unit Cherry Mobile cellular phone, one piece aluminum foil, one fifty peso bill, and one unit motorcycle Yamaha Sniper. The arrest was based on plain view doctrine and the suspect was charged for violation of Sections 5 and 11 of RA 9165.

NAVAL, Biliran – A simple yet sincere smile is the only gesture of gratitude that can be gleaned from the 50 kids, aged six years old, who received some of the basic school supplies they need in their schooling in Grade 1.

These 50 identified Grade 1 pupils of Naval Central School were chosen by their teachers because of the financial inability of the parents to provide their basic school needs like a decent bag, some notebooks and other school supplies in time for the opening of classes on June 2.

Their predicament was immediately answered during the second day of classes on Tuesday, June 3, after the Brotherhood of Christian Businessmen and Professionals (BCBP)-Naval chapter answered their primary needs through its “Adopt A Pupil Project”.

The Adopt A Pupil Project of BCBP-Naval is one of the basic social services that the charismatic group wanted to share with the community.

For Noel Pla, BCBP-Naval chapter head who was just installed in February this year, sharing and helping people especially the underprivileged and disadvantaged group in the community, will really make God happy.

Pla and the rest of the members of the BCBP-Naval chapter envisioned to provide the identified kids safety nets for the future of their primary education through the provision of their basic needs like notebooks, papers, pencils, crayons and other school supplies needed in their schooling up to the time they will graduate from Grade 6.

This educational project of BCBP-Naval chapter pierced the heart of Tessie Bornillo, mother of Jessel, one of the recipients of the BCBP project as she candidly told how big is the contribution of the project for the sustainability in the schooling of her daughter in the elementary grade.

“Dako kaayo ang tabang niini kanako” (this is a big help to me) Tessie, 43 years old and who is also a mother of six children, said.

Tessie’s predicament in sending her kid to school was also shared by Danilo Sabucohan, 45 yearsl old and the father of John Denver, also a recipient of the BCBP project, who personally witnessed the distribution of the various school supplies held at the Naval Central School conference hall.

Danilo gladly told “pwerting dakoa ug iban ani sa akong inadlaw-adlaw nga panggastos” (this is really a big cut in my daily expenses).

Danny who earned a living through a rented sikad-sikad (pedicab) used to spend P10 a day for the school supply needs of just one child in the elementary grade.

Rays of hope for the future in achieving and finishing later the arduous six years in the elementary grade of the identified little angels from NCS was given more nurturing with the motherly advice from no less than the supervisor of the Naval North district, Ms. Charita Bernardes, a member also of BCBP-Naval chapter, who touched the tender minds of the recipients in the proper care of their school supplies in order to last long.

Bernardes likewise reminded the parents to do their shared responsibility as able partner for the sustainability of the project within the six years period.

Beginning today, these 50 little angels from NCS with their new backpack bag with notebooks, pencils and other school supplies inside carried in their back in reporting to their classes everyday; paints a picture of a bright future to come, a future full of promise and hope. SSC remains at NSF campus

NAVAL, Biliran (PIA) – The Special Science Classes (SSC) remains to be one of the programs of the Naval School of Fisheries (NSF) in Naval, Biliran and will continue at the NSF campus contrary to reports that it will be transferred to another high school campus.

Fernando Zamora, SSC coordinator, clarified yesterday during the Kapihan at Pulong-Pulong ng Bayan over Radyo Natin-Naval hosted by the Philippine Information Agency (PIA), Biliran Provincial Information Center that no memorandum or any other orders from the Department of Education (DepEd) central office has ever been issued to suffice reports transferring the SSC to another school. Thus, SSC will remain at the NSF campus unless otherwise mandated by law.

Zamora assured that if ever DepEd central office decides to transfer the SSC to other academic school, students currently enrolled at the SSC-NSF campus will finish the program in the same school and will not be transferred to the new school.

Now on its fifth year of existence, the SSC coordinator wanted to clarify the issue of the SSC transfer for fear of possible failure of the program this time as a number of parents opted to enroll their students in other schools this school year instead of enrolling at the SSC NSF campus.

As of yesterday, enrollees at the SSC were only at 37 which is far from their target enrollment of 80 to make two sections, according to Zamora.

Since Rosario Canlas, DepEd, Division of Biliran Science Coordinator, clarified in a recent meeting with NSF faculty and staff that their is no orders from DepEd central office transferring the SSC program to other academic school.

Zamora informed the general public that they are still accepting enrollees and urged parents to enroll their children at the SSC.

The SSC is a subsidized educational program in the secondary school that aims at helping students with high potentials and inclinations in both mathematics and science to better prepare them in their preferred courses in college.

Qualified to enroll at the SSC are students whose general average ranges from 85% and above, must have passed the interview and qualifying examination, and must belong to the top 80% qualifiers. # (PIA 8 Biliran)

Less than 24 hours after their gas exposure, Armand Licup, (Geologist), Noland Maceda (Reservoir Engineer), and Porsteinn Sigmarsson (Icelandic Consultant) are fully recovered as they attended the regular BGI Reservoir Meeting. According to BGI, other affected personnel Johannes Porarinsson (Deputy Resident Engineer) and Lee Marvin Moran (Safety Supervisor) are in Ormoc Doctors Hospital. They are accordingly scheduled to be discharged soon. Kevin Hasler (Safety Consultant) and Rhoey Romero (Safety Officer), on the other hand, are in Chong Hua hospital in Cebu for further observation. Rhoey Romero is in a stable condition and is responding very well as per Dr. Jet Solite of the Biliran Provincial Hospital who accompanied the patients in Cebu.

Eight workers of the Biliran Geothermal, Incorporated (BGI) who were at the drilling site in Brgy. Cabibihan, Caibiran in the province of Biliran collapsed after they allegedly inhale gas that made breathing difficult.

BGI in its statement released to BiliranIsland.com said, “Initial investigation shows that H2S was controlled and it was an ammonia-like gas that caused the drowsiness of the staff. There was no serious injury and the situation is stable already. Once the investigation is complete we will release details of the incident.”

The victims were rushed to the Biliran Provincial Hospital in Naval, Biliran for emergency treatment.

Two of the victims were airlifted at 6:15 pm by a private helicopter direct to Cebu while one victim was brought to Ormoc by the BPH ambulance since he can no longer be accommodate in the chopper. The three victims will be treated in a private hospital in Cebu City.

NAVAL, Biliran, June 20 (PIA) – Eight workers of the Biliran Geothermal Incorporated (BGI) were hurt in a gas poisoning on Thursday, June 19, at the geothermal project site in Barangay Cabibihan in Caibiran town this province.

The eight BGI workers were hurt due to hydrogen sulfide (H2S) poisoning based on a document released from the emergency room of the Biliran Provincial Hospital (BPH) where they underwent immediate medical treatment.

The document also showed that the eight workers were exposed to H2S poisoning at around 2:20pm to 3:00pm.

All of the victims showed signs and symptoms of difficulty of breathing, and dizziness while three also experienced vomiting and another one with altered consciousness, the medical report revealed.

The victims were Honey Roy Romero, 28 years old from Atipolo, Naval; Victor Rosario, 37 years old from Cabibihan, Caibiran; Nolan Maceda,55 years old from Antipolo City; Armando Licop, 55 years old from Tandang Sora, Manila; Lee Marvin Moran,40 years old from Palo, Leyte; Johaines Smari Pararinsson,41 years old ; Kevin Kasler,49 years old and Thorstein Sigmarsson, 47 years old, all from Zitieze, Iceland.

Source from the BPH informed that Romero and Kassler were airlifted to Cebu City for further medical treatment while Moran was transported to a hospital in Ormoc City while the rest were confined at the BPH.

Official Statement of Biliran Environmental Awareness Movement BEAM RE: Gas leaked incident at BGI Drilling site

On June 19, 2014, eight (8) personnel of the Biliran Geothermal Inc. (BGI) collapsed due to gas exposure in their drilling site at Sitio Pulangyuta, Caibiran, Biliran presently treated in different hospitals in Naval, Ormoc, and Cebu. This incident validates our apprehension that this project poses a great risk on the environment and the lives of the people and communities in living nearby.

In line of this development, BEAM, a multi-sectoral group led by the Diocese of Naval aiming for the protection of the environment in Biliran Island, expresses the following concerns and demands:

1. We are calling for the immediate temporary stoppage of the BGI drilling operation to pave for a thorough investigation of the incident by concerned government agencies;

2. The BEAM be included as member of the investigating and monitoring team; and

3. That a full disclosure of the result of the investigation be made available to BEAM and the general public.

We pray that these demands be given appropriate and immediate action by all concerned for the benefit of the people of Biliran who deeply care for their environment.

Yesterday, 19 June 2014 at around 2:15 in the afternoon, we flow tested well BN-4 after series of gas bleeding for several days. While the well was discharging gas and while waiting for the steam to flow, people working in the area were evacuated to a higher and safer ground to avoid possible inhalation of gas. Several minutes after reaching the safer ground, our gas detector started to beep, hence, the team started to move out in a safer area. At this juncture, my colleague started to fell down one after the other.

After rescuing the victims, Johannes Smari Porarinsson, Porstein Sigmarsson, Kevin Hasler, Armando Licup, Noland Maceda, Honey Rhoey Romero, Lee Marvin Moran and Victoriano Rosario were sent to Biliran Provincial Hospital for check-up and treatment. Jesusito Nimo did not undergone check-up.

Of the eight victims, three are member of the HSES team. They are Kevin Hasler, Honey Rhoey Romero and Lee Marvin Moran who had longer exposure in the area because of their nature of work, which is to rescue. The first two patients were sent to Chong Hua Hospital in Cebu by chopper for further check-up while Lee Marvin was sent to Ormoc Doctors Hospital also for further check-up. All these three has an asthmatic history. As of 11:30 AM today, it was reported to us that the above-mentioned names are in good condition. Jesusito Nimo requested a medical check-up today.

In the case of the above activity, several layers of protection were in place to protect and/or mitigate any unforeseen event that could harm the workers. These are:

  • Limit the number of workers in the area
  • Install gas sensor at the well head and carry gas individual detector
  • Install windsock to guide the worker of the prevailing wind direction
  • Place the ambulance (with first aider/medical rescuer) at an eye distance equipment with necessary rescue gears
  • Presence of the kill pump with crew.
  • All of the above precautions were successful as evidence by the few number of victims, i.e., 8 out of 20 who were present in the work site.

NAVAL, BILIRAN, Philippines – Eight workers of the Biliran Geothermal Incorporated (BGI) were hurt in a gas poisoning at the geothermal project site in Barangay Cabibihan of Caibiran town this province at 2:20 p.m. last June 19.

Based on a medical report from the Biliran Provincial Hospital, where they were given immediate treatment, the eight BGI workers suffered from hydrogen sulfide (H2S) poisoning.

In a report posted at biliranisland.com, the hospital document also showed the victims showed signs and symptoms of difficulty of breathing, and dizziness while three of them also experienced vomiting and another one with altered consciousness.

The report further identified the victims as Honey Roy Romero, 28, from Barangay Atipolo of Naval; Victor Rosario, 37, from Cabibihan of Caibiran; Nolan Maceda, 55, from Antipolo City; Armando Licup, 55, from Manila; Lee Marvin Moran, 40, from Palo, Leyte; and Johaines Smari Pararinsson, 41, Kevin Kasler, 49, and Thorstein Sigmarsson, 47, all from Zitieze, Iceland.

Less than 24 hours after their gas exposure, geologist Licup, reservoir engineer Maceda and Icelandic consultant Sigmarsson have fully recovered and were able to attend a BGI meeting later on.

According to BGI, other affected personnel, deputy resident engineer Pararinsson, and safety supervisor Moran were taken to the Ormoc Doctors Hospital where they were later scheduled for discharge.

A source from the BPH said that safety consultants Romero and Kassler were airlifted to Cebu City for further medical treatment at Chong Hua Hospital, and were accompanied by Dr. Jet Solite of BPH.

The rest of the victims were confined at the BPH and latest report said all of the poisoning victims were already in stable condition.

In an update at 11 a.m. Friday, the BGI issued an official statement over 103.9 Radyo Natin FM regarding the gas leak incident at their drilling site. This was also put on live streaming at Radyo Natin of biliranisland.com

The BGI, in its statement released to biliranisland.com said: “Initial investigation shows that H2S was controlled and it was an ammonia-like gas that caused the drowsiness of the staff. Meanwhile, BEAM, a multi-sector group led by the Diocese of Naval issued a press statement, signed by BEAM chairperson Crisantema Pastor and Bishop Filomeno Bactol, saying the incident “validates our apprehension that this project poses a great risk on the environment and the lives of the people and communities living nearby.”

BEAM then issued the following concerns and demands: an immediate temporary stoppage of the BGI drilling operation to pave the way for a thorough investigation by government agencies; inclusion of BEAM in the investigating and monitoring team; and a full disclosure of the results of the investigation to the public. Geothermal plant to look into precautionary measures

NAVAL, Biliran — The Biliran Geothermal Incorporated (BGI) will convene its employees to discuss precautionary measures following the hospitalization of its eight personnel due to gas exposure during one of the flow testing at its site in Sitio Pulangyuta, Barangay Cabibihan, Caibiran town last week.

Nilo A. Apuada, site manager of the BGI, said they do not want the repeat of the incident, even as he disclosed that the company is still investigating the kind of gas the personnel were exposed to.

The incident, which happened Thursday afternoon, caused the hospitalization of Smari Pararinson, Porstein Sigmarsson, Armando Licup, Noland Maceda and Victoriano Rosario. The five employees were brought to the Biliran Provincial Hospital in Naval.

Safety officer Lee Marvin Moran was rushed to the Ormoc Doctor’s Hospital, while two other victims, Kevin Hasler and Rhoey Romero, were flown to Chong Hua Hospital in Cebu City. (PNA)

Brgy. Atipolo’s lament. Since before summer, their faucets have been waterless during the day, and only drop water from midnight to 4 a.m., but not at all times. What is NWD doing about this problem?

In a phone interview with biliranisland.com, Mario C. Robenta, general manager of the Naval Water District, said the cause of low water pressure in Atipolo are – 1. Use of water in Naval poblacion has tripled, 2. Source of supply of water in one of NWD’s spring in Brgy. Talustusan which support also at Brgy. Atipolo has not been back to normal since we experienced hot season this year 2014, 3. Some consumers use pumps. Their solution is to wait for the SP of Biliran Province to turn over to them the Magtaran-an Source in Brgy. Talustusan. Their pipes are ready for Atipolo from Talustusan.

Addendum from NWD. We have controlled a valve in the poblacion going to Atipolo to increase water supply and pressure to the barangay, but there are also many users along the highway before water reach the brgy. proper.

Investigation into gas leak at Biliran geothermal plant continues

Biliran Geothermal Inc. is investigating a gas leak that downed at least eight workers in its geothermal plant on Biliran Island last Thursday.

Seven of the eight workers have been discharged from the hospital as of Sunday, while the eighth is in stable condition, according to a report on GMA News TV’s “News TV Live.”

The eight were rushed to a hospital Thursday after complaining of dizziness, weakness and vomiting.

Two Icelanders Suffer Hypoxia at Philippines Geothermal Site

Two Icelanders lost consciousness due to exposure to gas at a geothermal project site in the Philippines on Thursday. According to Philippine media reports, eight employees of the Philippine energy company Biliran Geothermal Incorporated (BGI) were injured as a result of the leak on Biliran Island. No one was seriously injured.

The two Icelanders are working at the site on behalf of Icelandic engineering firm Mannvit.

According to Eyjólfur Árni Rafnsson, managing director of Mannvit, testing at the geothermal site was being carried out in the usual way. As often occurs, gas came to the surface but for some reason the employees suffered from hypoxia, causing them to pass out. The employees were immediately taken to hospital where they are said to have recovered quickly, ruv.is reports.

Work procedures will be reviewed as according to Eyjólfur such incidents should not occur.

Do you think the 40-meter No-Build zone from the shoreline should be implemented in Biliran Island? In our time, typhoons have become stronger. Last year Yolanda struck us, and now the Super Typhoon Neoguri (Florita) is threatening Japan.

If the 40 meters no build zone will be implemented in Biliran, thousands of Biliranons living along the coastal barangays will be rendered homeless. A 40-meters no build zone marker is shown in Brgy. Santo Niño, Naval.

Dave Hughes: No ……..to many people including myself already have spent allot of money building a family home on the water or on the shoreline. What needs to be done is simple. EVERY shoreline Brgy needs to have 1 solid cement building with solar power and rain water tanks that will shelter all persons living in areas that will be affected by the typhoon, The Mayor then needs to ensure all person are evacuated to the safe house many hours before the storm hits the Island.

But let us also consider those family who already lived near shorelines from their existence. It would probably hard for them. Their livelihood as well. Whats appropriate here i think is an intensified info and alertness campaign from the LGUs on what to do if this deadly catastrophies happened.

SP Charlie Chan: If you look at the Map of Biliran it is basically surrounded by Samar and Leyte

Im referring to the possibility of storm surge that is very slim to happen here so im not sure whether that 40 meters would really be necessary
