Two young men allegedly drug pushers arrested in a buy-bust operation of PNP-Naval, yesterday, January 30, 2015.

 

Two men in their early twenties were arrested by Naval cops in a buy-bust operation at 3:30am, Friday, January 30 in Brgy. P. I. Garcia, Naval, Biliran.

Arrested were Richard Padilla Gonzal, 22 years old, single, unemployed and a resident of Brgy. Bool Central, Culaba, Biliran and Jeffsnel Saure Japson, 22 years old, single, unemployed and a resident of Brgy. Binongtoan, Maripipi, Biliran.

Seized from the suspects during the buy-bust operation were the following: one piece small heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu (subject of sale), two pieces small heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu, one piece P500 bill (subject of sale), onepiece P100 bill, P3,040 cash of different denominations, one piece US dollar bill, one piece CP, three pieces Tic Tac plastc containers ,One piece color violet brown wallet.

The two suspects were detained at the Naval MPS and appropriate case was filed in court.

Update: BFP Naval estimates the damage due to fire in Sitio Lupa, Calumpang this morning at P1.2-M.

Biliran PRPCC picks a barangay as venue for the rabies awareness month celebration

NAVAL, Biliran, February 6 (PIA) – Tradition is broken this year for the venue of the rabies awareness month celebration which will be held in March.

The members of the Biliran provincial rabies prevention and control committee in a meeting on Friday, February 6, picked Barangay Lico in Naval, Biliran as the venue for the rabies awareness month celebration that will be held on March 10.

It has been already a tradition of the Biliran PRPCC to hold the rabies awareness month celebration or any other activities related to rabies program in a municipality here in the province of Biliran for so long a time.

Barangay Lico headed by Engr. Camilo Castro, was a regional awardee of the Department of Health (DOH) in Eastern Visayas in the best sanitation practices category in 2013.

It was learned from Salita Montejo, Biliran provincial DOH representative, that Barangay Lico got the award because of its effective and efficient implementation of its rabies prevention and control, program where it is one of the criteria for the award.

Dr. Salvacion G. Salas, representative of the Biliran Medical Society during the Biliran PRPCC meeting, opined that it is worthwhile holding the rabies awareness month celebration in a barangay where rabies prevention and control program is successful so that other barangays in Biliran province will be encouraged to emulate what Barangay Lico has done.

The 26 top village officials in Naval town plus the seven presidents of the association of barangay captains in seven other towns in Biliran province are invited for them to witness and see for themselves how Barangay Lico successfully implemented its rabies prevention and control program.

The day-long rabies awareness month celebration will be started with a motorcade which will start in Barangay Sabang and will traverse in barangays Agpangi, Atipolo, Smo. Rosario, then to Sito Lupa in Barangay Calumpang and to Barangay Lico.

Other activities include the holding of a program where part is for Lico Barangay Captain to share to barangays captains present during the celebration the best practices on rabies prevention and control program.

Free dog vaccination, spaying and neuter, presentation on updates of the province’ rabies prevention and control program and knowledge sharing on responsible pet ownership will also be conducted in Barangay Lico to highlight the celebration of the Rabies Awareness Month.

The province of Biliran has been consistent in its successful implementation of the rabies prevention and control program with still zero recorded incidence of rabies until now since it was declared as a rabies-free province on October 11, 2012 by DOH and the Department of Agriculture. # (fj/rvictoria/PIA 8 Biliran)

The age of suspected drug pushers arrested by police authorities are getting younger and the illegal trade is no longer an exclusive business by men or boys because this time the alleged drug pusher arrested was a 17-year old girl. Arrested for violation of Sections 11 and 15, Art. 2 of RA 9165 or the Dangerous Drugs Act was a certain alias Riza, 17 years old and was an out- of- school youth.

Riza was arrested in Rosemarie Beach Resort in Brgy Atipolo Naval, Biliran at around11:10 pm on Friday, Feb. 6 2015.

Seized from the suspected drug pusher were the following :one (1) pc. small heat sealed transparent plastic sachet containing white crystalline substance or suspected shabu, one (1) pc used aluminum foil with suspected residue of shabu, one (1) pc improvised tooter, made of aluminum foil, one (1) pc plastic lighter color yellow, and one (1) pc myphone cellular phone.

Suspected shabu pusher arrested in Naval upland village

An upland barangay here in Naval was not spared in the illegal drug trade as a suspected shabu pusher was arrested in the early evening on Monday, Feb. 9, 2015. along the national highway in Barangay Capiñahan.

Naval cops nabbed in a drug buy-bust operation at around 8:30pm in the above mentioned barangay a certain Lisandro P. Rostata, 33 years old, married, self-employed and a resident of P. Inocentes St., Brgy PI Garcia, Naval,Biliran.

Recovered and seized in the possession and custody of the suspects in the presence of representatives from DOJ, media and elected official were the following items::one (1) pc. smal heat sealed transparent plastic sachet containing white crystalline substance suspected to be shabu (subject of sale), two (2) pcs. of small heat sealed of transparent plastic sachets containing white crystalline substance suspected to be shabu,six (6 ) pcs. plastic heat sealed containing dried leaves believed to be marijuana, one (1)pc. Five hundred peso bill, one (1) Gano Excel container and assorted drug paraphernalia.

Police seeks help of the community thru PAC in its campaign against illegal drugs

NAVAL, Biliran (PIA)-Despite the series of arrests of people allegedly involved in the illegal drugs activities for the past weeks in Naval, the capital town of Biliran province and in other towns in the province, help from the community was also sought by the Philippine National Police (PNP)-Biliran Police Provincial Office (BPPO) Police Advisory Council (PAC) in its fight against the social menace.

The Biliran PNP provincial advisory council meet on Wednesday, February 11 and the center of the discussions was focused on various ways to curb the presence of illegal drug activities in Naval town and in Biliran province as a whole.

Naval Vice-Mayor Redentor C. Villordon, Naval PAC legal counsel, suggested for the involvement of the community in the fight against illegal drugs in the presence of Naval Mayor Susan V. Parilla, Naval PAC chairman, P/Inp III Rosario Abad-Lora, Naval PAC vice-chairman, Fr. Kenneth P. Hendricks, Rodrigo S. Victoria, representive of Flordelis Jackson, Information Center Manager of the Philippine Information Agency, Biliran InfoCen and Pablo Cipriano, chief security officer, representative of Naval State University (NSU).

Villordon cited the efforts of the Philippine National Police (PNP) in their actions on illegal drugs and even appreciated the recent arrests of persons allegedly involved in the illegal drugs activities, however, he said the community should be involved to make it stronger and more effective.

“The participation of the community in the fight against illegal drugs is a big factor and a strong deterrent” Villordon opined saying this would send a strong signal to the people in the illegal drugs activities that the fight is not only for the police authorities but it likewise involve the community.

In the next meeting of the PAC, Mayor Parilla will invite heads of the different civil society organizations (CSOs) here in Naval including heads of student groups and organizations in NSU with the purpose of soliciting the groups’ contribution to fight against illegal drugs.

Meanwhile, several resolutions for endorsement to concerned legislative bodies in Biliran province have been discussed by the PAC in the previous meeting. It is expected that the local laws when approved is a big help in the fight against illegal drugs. (fj/rvitoria/PIA 8 Biliran)

In Biliran: Authorities looking into ISIS recruitment reports

TACLOBAN CITY, Philippines — At least two residents of Caibiran town in Biliran were reported to have been recruited by two yet unidentified suspected members of ISIS rebels.

This was confirmed by special investigator Ben Panican of the National Bureau of Investigation-Region 8, saying that his office has been monitoring, since a month ago, two Pakistani nationals who were reported to have recruited some town residents to join the Islamic rebels in the Middle East.

Panican, however, did not reveal the identity of the suspected ISIS “recruiters” and the names of the two male “recruits.”

He told The Freeman: “We are still conducting our monitoring against any possible entry of suspected ISIS terrorists, as mandated to all law enforcement agencies, but we could no longer monitor the presence of the Pakistani nationals in Biliran province.”

NBI-8 supervising agent Bernard Dela Cruz, for his part, said there were other reports saying that the presence of the Pakistanis in Biliran had something to do with religious activities, although he refused to divulge what kind of religious groups they allegedly belonged to.

Dela Cruz, however, assured the public that as of this time in Eastern Visayas, the NBI-8 has not monitored yet any presence of what one could confirm as terrorists.

Mayor Eulalio Maderazo of Caibiran, in a phone interview, had expressed alarm over these reports of alleged recruitment for ISIS rebels.  Maderazo said he will convene an urgent meeting with the Municipal Peace and Order Council to discuss the matter so that they could ask for help from the police and other law enforcement authorities.

“I don’t have knowledge of any ISIS recruitment in my town, but I will look into this matter,” Maderazo told The Freeman.

He added that there has been continuing arrival of foreigners to his town and Biliran province, and all he knew was that they are tourists visiting some spots. (FREEMAN)

Naval bakeshop catches fire

A fire incident happened at Park N’ Go bakeshop, located in downtown Naval, at around 6am today, Tuesday. Naval firemen received fire call at 6:15 and fire was contained at 6:25am.

An investigation was already conducted by the BFP on the cause of the fire incident.

Biliran province, two other towns receive national health award

NAVAL, Biliran (PIA) – No less than the chief of the health department in Eastern Visayas has announced that Biliran province and two other towns in the province of Biliran were recipients of the 2014 national health award.

“Biliran province and the towns of Almeria and Maripipi were recipients of the national health award” DOH 8 regional director Jose R. Llacuna, Jr. proudly announced in a gathering of provincial health officials and workers in Biliran recently.

A provincial health summit was held on February 12, 2015 at the NSU Hostel function room in Naval, Biliran where best practices of the Biliran provincial hospital and rural health units in the province in terms of local health services delivery system brought by improved health facilities and equipment and access to quality medicines through the universal health care program of the Aquino administration were showcased.

Biliran province is one of the recipients among the ten identified provinces nationwide and two of its municipalities namely, Almeria and Maripipi are included in the list of 20 identified municipalities that will receive the Excellence in Kalusugan Pangkalahatan Awards 2014 scheduled on February 20 at the SMX Convention Center, Mall of Asia Complex, Pasay City with no less than President Benigno Simeon Aquino III to give the award.

The Department of Health (DOH) launched the Excellence in Kalusugan Pangkalahatan Awards 2014 last year. The award is aimed at recognizing local government units (LGUs) that exhibited commendable performance on health as reflected in the 2013 LGU scorecard report.

The award is also aimed at encouraging LGUs participation in the localization of Kalusugan Pangkalahatan that leads to enhanced delivery of health services that contributed to the attainment of Millennium Development Goals (MDGs) 4 on improved child health, MDG 5 on improved maternal health, MDG 6 to combat HIV/AIDS, malaria and other diseases and MDG 7 to ensured environmental sustainability.

The recipients of the national health award will receive a cash prize of as high as half a million pesos and a consolation prize of P50,000 for the provincial awardees and as high as one million pesos and a P50,000 consolation prize for the municipal awardees.

8:40 AM Feb. 19, 2014: Power restored in Biliran at 8:40 a.m.

The whole of Central and Eastern Visayas, except for Negros Oriental, has had no electricity since 1:40 a.m. Thursday. Feb. 19, 2015 after a power plant in Leyte that supplies power to the Visayas shut down.

Betty Martinez, spokesperson of the National Grid Corporation of the Philippines, said in a text message that a change of system at the Tongonan Geothermal Power plant in Tongonan, Leyte triggered an automatic power failure.

The NGCP did not say when electricity in the affected regions would be fully restored.

DPWH official urges public to report substandard government infra project

NAVAL, Biliran, February 23 (PIA) – Right from the horse’s mouth, a key official of the public works department urged the public in a radio program to report to the agency he work any government infrastructure project believed to be constructed out of standard specifications.

Some key officials of the Department of Public Works and Highways (DPWH) – Biliran District Engineering Office (DPWH-BDEO) were the guests to the Kapihan at Pulong-Pulong ng Bayan, a regular radio program of the Philippine Information Agency (PIA) held weekly, every Thursday.

The DPWH-BDEO officials were Engr. Alfredo Bollido, chief, maintenance section, Engr. Reynaldo Penaflor,chief, quality assurance and Engr. Rosario Rosete, officer-in-charge, planning and design section.

“The public has the right to report if one believes that the government infrastructure project constructed is substandard” Engr. Bollido, who is also a graduate of law, said.

“It is one of the current thrusts of DPWH to accept suggestions, comments and even complaints from the public as part of the agency’s drive for full transparency”, he said.

DPWH-BDEO likewise put up a feedback and suggestion box infront of the office and assigned hotline numbers where the public can drop and call their suggestions, comments and complaints.

“What if portion of the wall of a classroom building collapses because it was built on sub-standard materials and can cause harm to pupils inside?” Bollido gave an example how important it is for the public to be vigilant on government infrastructure project constructed.

He even urged the public to see to it that government infrastructure project implemented in their places must be in accordance to standard specifications to avoid wastage of public funds. # (fj/rvictoria/PIA 8 Biliran)

Notice is hereby issued by the Committee of the Whole relative to the scheduled Public Hearing of its Proposed Ordinance No. 17-2017, “An Ordinance prescribing the fares for Sikad-sikads, Mocabs, & regular tricycles operating for hire on the streets of the Municipality of Naval’, pursuant to the provisions of the Rules and Regulations Implementing the Local Code of 1991.

The scheduled for public hearing is March 2, 2015, (Monday), 8:30 A.M. At the Municipal Conference Hall, Naval, Biliran.

This is your opportunity to appear and present or express your views, comments, and recommendations on the said proposal.

NAVAL, Biliran  (PIA) – A caravan and a series of symposia highlight the celebration of Biliran province’s celebration of the Civil Registration Month in February, this year, led by the Philippine Statistics Authority (PSA), Biliran Provincial Office.

This was revealed by Francisco Rostata, Provincial Caretaker of PSA-Biliran in a report sent to the Philippine Information Agency (PIA), Biliran Provincial Information Center.

He informed that the carvan which was joined in by officials and some personnel of PSA-Biliran, members of the Association of Biliran Civil Registry Personnel (ABCRP) and the Local Civil Registry (LCR) personnel started visiting the different LCR offices in the eight municipalities of Biliran province on February 2, 2015 and continued until the month-long celebration ends on February 28.

The start of the caravan also marked as the kick-off of the various activities lined-up by PSA-Biliran in celebration of the occasion.

The caravan, he said, aimed to assess the compliance of the LCR offices in each of the eight municipalities in Biliran province of the Civil Registration Law particularly in the compliance of “file, keep and preserve civil registry records”.

The caravan will likewise provide the LCR personnel and PSA-Biliran with an opportunity to discuss common civil registration problems commonly encountered in the LCR offices in the province.

A series of symposia was also conducted provincewide, highlighting the celebration, in the different high schools in Biliran province aimed at finding and recommending solutions to problems on civil registration raised by the students and other participants to include faculty and staff during the open forum.

The symposium likewise provide an avenue for student-contestants to the Provincial Civil Registration Quiz on February 23, 2015 to hone their minds and know the facts and other information about civil registration and other related issues.

During the celebration of the Civil Registration Month, free issuance of Birth Available (Form 1A) will also be conducted provincewide.

Mr. Rostata advised concerned Biliranons to visit their respective LCR office for additional information on the schedule and requirements for the free issuance of Birth Available (Form 1A).

The nationwide celebration of the Civil Registration Month in February of every year is mandated pursuant to Proclamation No. 682 issued on January, 1991 by then President Corazon C. Aquino.
