Police impostor nabbed in Ocmoc City, and then allegedly found with shabu paraphernalia when released. The suspect is Ronald Allan Vicera aka R.A., 29, from Naval.

Giila ang suspek nga si Ronald Allan Vicera, 29, taga Naval, nagpailang trabahante sa Procter and Gamble sa Laguna.

Matod ni PSupt. Ibrahim Jambiran, hepe sa station 1, na obserbaran sa mga kawani sa Shell Gasoline Station ang maong suspek nga taud taud og istambay sa maong gasolinahan, busa gitawagan ang kapolisan sa suspetsang may dautang tuyo ang suspek.

Base sa report sa kapolisan, nag sugod pag istambay ang suspek alas 9 hantud alas 11 sa buntag hinungdan nga nag duda na ang taga gasolinahan.

Sa pagsusi sa kapolisan, nakuha gikan sa posisyon sa suspek ang usa ka Armed Forces and Police Savings and Loan Association Inc. (AFPSLAI) nga I.D ug cellphone niini nga gisusi pa sa kapolisan ang sud niini.
Ang maong I.D nakapangan sa usa ka Gilbert Esperas, pulis Ormoc apan matod sa kapolisan gihimo kini karon nga bodyguard ni Mayor Edward Codilla.

Matod sa suspek, nga dunay usa ka ginganlan og Helen ang nagsugo kaniya nga ipalukat ang play station 3 nga giprenda ngadto kang Esperas nga naa nagtrabaho sa New Capitol sa dakbayan sa Ormoc.
Dugang sa suspek, gipadala ni Helen ang I.D ni Esperas ngadto kaniya kay mao kini ang silbi ‘resibo’ ni Gilbert nga gihatag ngadto kang Helen sa pagprenda sa play station.
“Bali inig lukat sa ps3 ihatag ni ang I.D og balik ngadto kang Gilbert” pasabot sa suspek.
Niingon ang suspek nga giadto niya sa New Capitol si Esperas apan wala didto.

Sa dihang gipangutana kung asa dapit ang New Capitol, wa masayud ang suspek basta naa daw sa Ormoc.
Wala namay New Capitol ang dakbayan sa Ormoc busa ingon ang kapolisan nga basin og City Hall.
Dugang pa sa suspek nga igo ra siya nag huwat og kasakyan pauli sa Naval sa dihang gidakop siya sa mga pulis.

“Last week pa man na sir, unya nibalik lang gyod ko diri bisag wa koy kwarta. May nahitabo sab sa ako gabie sir, diha sa plaza gipanguha akong mga gamit, sa kalisang nako mao to nidagan ko padung Cogon unya gipahibawo nako ako nanay unya niingon ako nanay nga huwata kay ako tawagan ang duptours” matod sa suspek.

Gihimakak naman sa suspek nga nagpaila siya nga pulis sa maong gasolinahan.
“Di na mahitabo kay di ko pulis, wa sab koy intensyon nga dautan sir” dugang sa suspek.
Gipatawag naman ni Jambiran si Esperas aron maimbestigar sa maong hitabo.

Sa gihimong body search ni PO1 Juljabar Abah kang Vicera sa dihang gisud kini og balik sa selda human sa imbestigasyon, nakompiska ang 1 ka lighter, 1 ka tooter, 1 ka pinilo nga foil ug 3 ka pakete sa gituhoang shabu.

Gisusi ni Jambiran ang background sa suspek sa Naval Police Station ug nasayran nga mao kini ang giingong mamaligyaay og gituhoang shabu sa lugar.

Atol sa pagkasikop, gituhoang sabog pa ang maong suspek.

Gidala na sa crime laboratory ang gituhoang shabu nga nakuha alang sa Qualitative ug Quantitative tests.

Biliran towns to roll-out oplan listo

NAVAL, Biliran – Just right after the launching of the Oplan Listo in the province of Biliran, the eight towns in Biliran province have already prepared lists of activities for the roll-out of the Oplan Listo initiated by the Department of the Interior and Local Government (DILG).

DILG in Biliran province headed by Marilyn Saboy, provincial director, launched Oplan Listo on Wednesday, March 4, 2015 at the Naval State University (NSU) Hostel with municipal mayors, municipal disaster risk reduction and management officers, officials and personnel of the Philippine National Police, Bureau of Fire Protection and members of the Biliran provincial disaster risk reduction and management council in attendance.

One of the activities in the launching of Oplan Listo was for each town to present the plan of activities they have prepared which will help the people in the community have a clear understanding and better grasp of what Oplan Lsto is all about.

“Oplan Listo is one of the components of disaster preparedness initiated by DILG to strengthen the capacity of LGUs in responding to disasters anytime and anywhere they strike” Saboy informed.

Cabucgayan town, the first to present, listed down activities like conducting a forum with barangay officials and residents on Oplan Listo, meeting with the members of the municipal disaster risk reduction and management council and conducting other Oplan Listo-related activities that would best inform the public on this disaster preparedness activity.

Other towns like the municipality of Almeria will conduct a motorcade around the town as a way of bringing awareness to the constituents in the town on the importance of Oplan Listo in terms of saving lives and properties through putting preparedness on top anytime and anywhere disaster strikes.

Meanwhile, the provincial office of DILG in Biliran province will conduct two more big activities to solicit the support of the private sector especially coming from the different civil society organizations, people’s organizations and non-government organizations including the youth sector in the province.

DILG-Biliran will conduct the provincial dialogue on March 17 to be joined in by the

PNoy’s aunt Tingting accused of masterminding 2013 poll fraud attempt

MANILA – A former member of the staff of presidential aunt-in-law Margarita “Tingting” Cojuangco surfaced Friday at the Commission on Elections (Comelec) to accuse her of co-masterminding a plot to discredit the May 2013 elections.

Worthy Acosta said in his 17-page affidavit filed at the Comelec’s Law Department that former Biliran Rep. Glenn Chong was also behind the black propaganda attempt.

According to Acosta, he stole and tampered ballots from Precinct 5, Barangay Asin Road in Baguio City. The documents were used by the group of Cojuangco and Chong as supposed evidence of massive electoral cheating in 2013.

Acosta was accompanied by his lawyer Francisco Sibayan, who said it is now up to the Comelec Law Department to decide on the culpability of Cojuangco and others involved in the scheme.

He was also accompanied by recently-retired Comelec Chairman Sixto Brillantes Jr. who told reporters that he first met Acosta last January 6 before his retirement.

Brillantes described Acosta as a credible witness, and added that more witnesses may come out against Cojuangco.

“I am executing the herein affidavit for the purpose of exposing violations of the Omnibus Election Code and other relevant laws committed by various personalities mentioned herein, and requesting the Comelec to conduct the appropriate investigation and prosecution of these offenses,” he said.

Acosta said he started working for Cojuangco immediately after the elections and she ordered him to conduct background research on critics of the automated polls who lost their electoral bids.

He reportedly found Chong, who met him and Cojuangco sometime in late May or June, 2013.

Chong pointed out that the best way to prove election fraud was to take a look at the actual ballots, so he suggested a remote island in Biliran called Mariripi which frequently experienced power shortages, so breaking into the Treasurer’s Office would be easy.

But Cojuangco allegedly proposed Baguio City as she had “strong connections’ in the area because former congressman Bernie Vergara was eager to expose electoral fraud in the city because he ran and placed only third.

Acosta related that he traveled to Baguio, where he was introduced by Vergara to a certain Ferdi Balanag, his press relations officer.

Acosta said Balanag had accompanied him to the Treasurer’s Office and, there, they were able to steal ballots with the help of “a bunch of people wearing t-shirts that bore markings of the Treasurer’s Office.

He then alleged that, on orders of Chong, he tampered the ballots to make it appear that Vergara was cheated.

“When I finished fixing the ballots, I proceeded to Cong. Vergara’s home to report … Vergara looked devastated. He was readily convinced of my story. As it turns out, even before Tingting approached him in connection with the Baguio operation, he was already convinced that he was cheated. He was an incumbent, yet only placed third in the elections – quite a rare occurrence in Philippine politics,” he said.

Acosta said he traveled back to Manila and reported the ballot retrieval to Cojuangco, but he left out details like the tampering of the ballots, as instructed by Chong.

“The intention of this propaganda is to convince the public to rally behind our cause and against automated election system. The goal in view is to mobilize supporters and sow dissatisfaction towards the present administration using the issue of massive electoral fraud,” he added.

According to him, they used the tampered ballots to make propaganda materials such as Powerpoint presentations, leaflets and video clips” tending to expose alleged fraud in automated elections.

The group presented the propaganda materials at various gatherings and talks, particularly in universities.

Acosta narrated that they continued to gather evidence in July 2013 and “this was the time when we met up with other … advocates of clean elections and the very visible critics of Comelec, such as Corazon Akol, Evita Jimenez, Angel Averia, (former Comelec Commissioner) Gus Lagman and Melchor Magdamo.

Acosta said he was also involved in some business transactions of Cojuangco and Chong, including a steel crap business that did not pan out.

He said he decided to come out as he was accused by the two of stealing and Chong had threatened to sue him.

Acosta had sought the help of Chong’ rival congressman Rogeluo Espina who advised him to approach Brillantes.

Brillantes says those involved can be charged with poll sabotage

MANILA – A former executive assistant to President Aquino’s aunt, Margarita ‘Tingting’ Cojuangco, is accusing her of heading an operation to discredit the May 2013 automated elections, and a losing congressional candidate of instructing him to tamper with ballots to make it appear that fraud happened.



Cojuangco’s camp used the tampered ballots for anti-2013 elections propaganda, according to Worthy Acosta, who filed an affidavit before the Commission on Elections’ (Comelec) Law Department on Friday.

Retired elections chief Sixto Brillantes Jr., who first met Acosta in January this year when he sought his help, said the people involved in the alleged operation can be charged with electoral sabotage.

“Based on the vetting that we have done for over a month, he is very credible as far as what he is talking about,” Brillantes said of Acosta.

BALLOT RETRIEVAL

In his affidavit, Acosta described how Cojuangco supposedly instructed him to travel to Baguio City upon the recommendation of former Biliran Rep. Glenn Chong, who lost in the polls, to prove election fraud by retrieving stored ballots. He said Cojuangco had then been meeting with several politicians who lost in the polls, including Chong.

Acosta said Cojuangco chose Baguio because she had “strong connections” there like losing congressional candidate Bernie Vergara. Acosta went to Baguio sometime in July 2013 and met with Vergara, who laid out the details of the “retrieval plan.”

He said he, Vergara, Vergara’s press relations officer Ferdi Balanag, and Cojuangco’s security personnel Eliseo Rojo then went to the warehouse where the ballots were stored for an ocular inspection.

The day after, Acosta said he and Balanag entered the warehouse with the help of people from the Baguio Treasurer’s Office, under whose care the ballots were, and opened randomly selected sealed boxes containing the ballots that have been counted during the elections.

He said he took some ballots with him to his hotel room, studied them, and found that “Vergara really did lose by a huge margin.”

TAMPERING 

“It was then that Glenn instructed me to tamper the ballots in order to make it look like Vergara was defrauded and that his true number of votes were not reflected in the Election Return corresponding to the ballot box/precinct concerned,” Acosta wrote in his affidavit.

“He said we had to make Vergara believe that there was rigging, even though there was none, to make him join our cause.”

Asked how he did it, Acosta told reporters, “Minarkahan po namin ‘yong mga balota, in-overvote. Basta minali ‘yong bilang ng eleksyon (We placed marks on the ballots to make it appear there were overvotes. We made it look like the election count was wrong).”

An “overvote” happens when a voter shades more than the required number of ovals for a position on the ballot. The precinct count optical scan (PCOS) machine will render it invalid and not count the vote.

In this case, Acosta said he shaded extra ovals for the position Vergara ran for, particularly on ballots where his rival was picked. This then created a discrepancy between data in the official election returns and the candidates’ actual votes.

Acosta said he presented the ballots to Vergara, who did not know they were tampered with. “Vergara looked devastated. He was readily convinced of my story.”

PROPAGANDA

Upon returning to Manila, Acosta said he told Cojuangco about the “retrieval operation” but not that he tampered with the ballots as instructed by Chong.

According to the affidavit, Cojuangco’s group continued to gather evidence of election fraud in the following days and met with other “notorious candidates” of clean elections and Comelec critics like Corazon Akol, Evita Jimenez, Angel Averia, Gus Lagman, and Melchor Magdamo.

Acosta detailed in his affidavit how the evidence he illicitly obtained were supposedly used in several presentations attacking the credibility of the 2013 polls.

“Ito po ang mga ginagamit pong ebidensya, allegedly ebidensya nila, para ‘pag nag-iikot sa iba-ibang lugar para sabihing may fraud (They would use these as evidence to say there was fraud in the elections when they visited different places),” Acosta told reporters.

Brillantes said the Comelec’s Law Department will review Acosta’s affidavit to determine if there are enough grounds to conduct a preliminary investigation, during which the people he accused of wrongdoing would be made to answer the accusations.

The former poll chief also said he would help Acosta apply to the the Department of Justice’s witness protection program.

ANTI-AQUINO MOVEMENT

Acosta noted in his affidavit how Cojuangco “despised her nephew, President Noynoy Aquino.”

Among Cojuangco’s reasons, he said, was her belief that Aquino removed her as president of the Philippine Public Safety College and the postponement of the 2013 Autonomous Region in Muslim Mindanao (ARMM) elections, where she was supposed to run for governor.

Because of this, discussions in Cojuangco’s house had gone from electoral fraud to “issues that may be used against the present administration,” Acosta said.

Since September 2013, Acosta said Cojuangco had been meeting with various critics of the administration, and that steps were taken “to get more prominent personalities who were known to be anti-PNoy administration to join the cause.”

Among these steps was a meeting with detained former President Gloria Arroyo, who, according to Acosta, promised to send representatives to the meetings.

Acosta, who left Cojuangco in 2014, would later find out she and the people she had been meeting with called their group the National Transformation Council.

The group recently called for President Aquino’s resignation and the establishment of a transitional government.

A former employee of Margarita “Tingting” Cojuangco on Friday accused President Benigno Aquino III’s aunt of ordering the theft of election ballots in Baguio City to discredit the 2013 elections by making it appear that there was massive electoral fraud.

In an affidavit he executed at the Commission on Elections law department, Worthy Acosta, who claims to be a former executive assistant of Cojuangco, said his former employer ordered him to steal ballots from the Baguio City Treasurer’s Office sometime in June 2013.

Acosta said Cojuangco, who ran unsuccessfully for senator under the United Nationalist Alliance (UNA) in the May 2013 elections, appeared to have an ax to grind against President Aquino.

Acosta said Cojuangco was aided by a former Biliran congressman, Glenn Chong, who ordered him to tamper with the ballots.

Sometime before June 30, 2013, I was instructed by Tingting, upon the suggestion of Glenn, to travel to Baguio to retrieve ballots which they were sure would prove election fraud,” said Acosta in his affidavit.

Acosta said he was executing the affidavit to expose the violations of the Omnibus Election Code and other relevant laws committed by the various personalities mentioned in his affidavit and to request the Comelec to conduct the appropriate investigation and prosecution of these offenses.

Tingting denies it

Reached for comment, Cojuangco denied that she had instructed Acosta to steal ballots from the Baguio Treasurer’s Office.

“I never instructed [Worthy Acosta] to steal ballots,” Cojuangco, who is one of the leaders of a movement which described in detail how cheating purportedly took place during the 2013 automated elections, said in a phone interview.

Cojuangco said it was Acosta who had approached her claiming to have access to evidence of election fraud in Baguio City.

But she said she never had custody of Acosta’s evidence.

During the Senate hearings on the election fraud charges last year, “we asked the Senate if we could present evidence of cheating and we were told we could not,” Cojuangco said.

She said the Senate would have granted her group immunity from a lawsuit if the evidence had been presented at the inquiry. Instead, the senators told her and her group to take their evidence to the Department of Justice, she said.

In his affidavit, Acosta said he, Cojuangco and Chong had been involved in making propaganda materials, including PowerPoint presentations, leaflets and video clips, that supposedly exposed election fraud in the automated elections.

“The intention of this propaganda was to convince the public to rally behind our cause and against the automated election system. The goal in view was to mobilize supporters and sow dissatisfaction toward the present administration using the issue of massive election fraud,” he said.

“It was very evident from discussions with Tingting, as well as her actions that she despised her nephew, President Noynoy Aquino (P-Noy). She believed that Noynoy purposely removed her as president of Philippine Public Safety College (PPSC). And then there was the postponement of the ARMM elections in 2013 where she was set to run as vice governor, as well as a number of rejected favors, which all added to her displeasure [with] the President,” Acosta said in his statement.

“As such, Tingting holds interest in any issue that reflects negatively on the present administration, especially the President, and not just the 2013 elections,” he added.

Trusted employee

Acosta said he joined Cojuangco’s team immediately after the May 2013 elections. He claimed to be privy to Cojuangco’s dealings, mostly matters “which she cannot, in confidence, entrust to other people.”

He said he attended and witnessed several meetings, mostly attended by political figures who lost their election bids in 2013, at Cojuangco’s Dasmariñas Village residence in Makati City.

“The meetings were mostly devoted to discussions of electoral fraud and massive cheating in the 2010 and 2013 automated elections. The politicians wanted to show that they lost the elections because they were cheated,” he said.

Severe critic of automation

Acosta said Chong, a severe critic of automated elections having lost in the 2010 and 2013 polls, was invited by Cojuangco to their meetings.

Chong pointed out that the best way to prove election fraud was to take a look at the actual ballots used in the 2013 elections, Acosta said.

He said Chong suggested an island in Biliran province called Maripipi where regular power outages occur, hence, its Treasurer’s Office could be easily broken into to obtain ballots.

“However, the Maripipi Island plan did not materialize as Tingting suggested that we turn to Baguio instead. She said we can easily access the Treasurer’s Office in Baguio because she had strong connections in the area, particularly former Rep. Bernie Vergara of the lone district of Baguio City,” Acosta said.

“[Chong] said Vergara was eager to prove election fraud in Baguio City after placing third to victorious candidate Rep. Nicasio Aliping during the 2013 polls,” he said.

Acosta said that upon arrival in Baguio City, he met with Vergara, who was accompanied by his press relations officer named Ferdi Balanag. He said it was Vergara who provided the details on how they would retrieve the ballots from a warehouse where they were stored.

Acosta said it was he and Balanag who went inside the warehouse, which was unlocked by people from the Treasurer’s Office.

Ballots in backpack

“I hurriedly reached inside the box and pulled out about half the ballots inside. Although the instruction was to get all the ballots inside the ballot box, I was merely able to take about half of them as the rest would no longer fit in my backpack,” he said.

“I put the ballots inside my backpack, closed the ballot box and carefully placed the packaging tape back around it. I carried it back to the corner where it was stacked,” said Acosta.

He said Chong instructed him to tamper with the ballots and make it look like Vergara was defrauded and show that his true number of votes were not reflected in the election returns of the ballot box concerned.

“Glenn said it should appear that the actual votes of Rep. Nicasio Aliping as shown in the ballots were significantly increased in the election return. He said we had to make Vergara believe that there was rigging, even though there was none, to make him join our cause,” said Acosta.

Instructions to tamper

He said Chong also instructed him to tamper with the ballots so that Cojuangco’s votes would significantly increase.

“This was done to boost her votes in the actual ballots, which, in truth, was very shamefully low,” Acosta said.

Upon his return to Manila, Acosta said he told Cojuangco about the retrieval operation, “but left out certain details like the tampering of the ballots as instructed by Glenn and the fact that I failed to obtain all of the ballots in the ballot box I opened.”

Subsequently, Acosta said they began regular meetings with “known advocates of clean elections and very visible critics of Comelec,” namely Corazon Akol, Evita Jimenez, Angel Averia, former poll Commissioner Gus Lagman and Melchor Magdamo.

Propaganda materials

He said they then started making propaganda materials, which were incorporated with the stolen and tampered ballots from Baguio City.

The propaganda materials included a video recording showing an anonymous person detailing supposed fraud in the automated polls; and a PowerPoint presentation showing tampered ballots and other questionable documents that would support the 60-30-10 pattern of election rigging, among others.

[In the so-called “60-30-10 pattern” of election cheating in the 2013 senatorial election exposed by an Ateneo de Manila University math professor, candidates in the so-called Magic 12 belonging to the administration’s Team PNoy consistently obtained about 60 percent of the total votes; followed by candidates from the United Nationalist Alliance, who got about 30 percent; and independent senatorial candidates, 10 percent.]

It was also during their nationwide campaign on election fraud in different schools and universities that the propaganda materials were used by Cojuangco, Chong, Lagman, Magdamo and Averia, he said.

Fraud presented as genuine

“In these gatherings, Chong and the others repeatedly presented the ballots I stole and tampered. These were presented as genuine and as evidence of election fraud even though Chong knew of the tampering while most of the others knew the ballots were stolen,” Acosta said.

He added that around September 2013, when the Priority Development Assistance Fund (PDAF) was gaining widespread attention, meetings at Cojuangco’s Makati home started gearing toward bigger issues than election fraud.

“Our group eventually decided to bank on two major issues against the Aquino administration: Electoral fraud and PDAF/ Disbursement Acceleratrion Program,” Acosta said.

“Moves were likewise taken to get more prominent personalities who were known to be anti-P-Noy administration to join the cause,” he said.

Group now NTC

These include allies of former President Gloria Macapagal-Arroyo, namely Norberto Gonzales, Retired Gen. Hermogenes Esperon, former Rep. Amado Bagatsing, Greco Belgica, Christian Señeres, Samson Alcantara, Jarius Bondoc, Chit Pedrosa, Bel Cunanan and Toti Casiño.

According to Acosta, he would later learn that the group that constantly met with Cojuangco was now calling itself the National Transformation Council (NTC).

The NTC has recently been spearheading calls for the resignation of Mr. Aquino.

Acosta said he left the employ of Cojuangco in June 2014 after he was accused by the latter of financial misconduct at TS Trading, a business that he claimed was owned and operated by Cojuangco and Chong.

Meeting with Brillantes

Sometime in January, Acosta said he approached former Comelec Chair Sixto Brillantes, upon the suggestion of Biliran Rep. Rogelio Espina, a known political rival of Chong.

He said he presented his testimony to Brillantes, who provided him with security and set up meetings with Justice Secretary Leila de Lima to arrange his possible inclusion in the government’s witness protection program.

Brillantes, who has also submitted an affidavit to the Comelec law department, said he was convinced that there were election laws that were violated by Cojuangco, Chong and the others involved in the operation to make it appear that there was election fraud in 2013.

Election offense

“Definitely, stealing of the official ballot, getting it without permission is already in violation of the election code, which is an election offense,” said Brillantes in a separate interview.

According to Brillantes, who said his affidavit was for the purpose of conducting a preliminary investigation, he was helping develop a possible electoral sabotage case, which carries a penalty of life imprisonment, against the perpetrators by talking to other potential witnesses.

He said he was doing this as a way to help the Comelec fight the critics of the automated election system, especially with the 2016 national and local elections fast approaching.

MALACANANG URGED TO DISCLOSE PNOY’S HEALTH STATUS: A listener of the radio program “Tambalang Batas at Somintac” which airs Mondays to Fridays, at 6 in the morning, over DZEC 1062 kHz in Metro Manila and in different frequencies in Luzon, Visayas, and Mindanao has a valid point: Malacanang must disclose the total health condition of President Aquino, in view of reports circulating in the country today that he is sick of some kind of a serious illness.

The listener maybe touching on a highly sensitive issue, considering accusations against Aquino during the campaign, but which he had since debunked, zeroing in on an alleged mental sickness. But then, truly, there is a Constitutional right given to the Filipino people to know just how healthy—or how sick—their president actually is, in his body, mind, and spirit.

This right was in fact etched into the supreme law of the land by the iconic Corazon C. Aquino herself, the President’s mother, when she pushed for the ratification of the 1987 Constitution, largely as a reaction to reports during those times that former President Marcos was no longer the one running the affairs of the nation because he was already very sick, unable to carry out the grave responsibilities of his office.

WHO IS TINGTING COJUANGCO’S ACCUSER? There is a compelling reaction coming from former Rep. Glenn Chong on reports in the media largely sympathetic to the Aquino government which said that a former staff member of presidential aunt Margarita “Tingting” Cojuangco has accused her and Chong of ordering the theft of ballots from Baguio City to further discredit the use of precinct count optical scan (PCOS) machines in forthcoming elections in the Philippines.

In a post in his Facebook timeline which has been shared by his friends, Chong claimed that the former staff member of Tingting who is now accusing her and Chong as well is a “confessed seasoned swindler” who had been detained in a Metro Manila police station for duping members of the media in 2014.

SWINDLERS, ROBBERS, AND LIARS: Chong also posted the following messages: “If the Aquino administration and (former Comelec Chairman Sixto) Brillantes is (sic) willing to use a confessed seasoned swindler to destroy this critic (meaning, Chong), this could only mean that this critic (Chong) must be effective, they are desperate, and that they, too, are swindlers because birds of the same feather flock together.”

Chong further posted: “To swindle means to commit fraud or lie. The PCOS is one such fraud. Mamasapano is one such lie. Swindling is its (should be, “their”) way of life!” And, addressing Brillantes, Chong also said: “Mr. Brillantes, I hoped that you looked at me carefully in the eye when you mentioned the name of (the supposed swindler) on January 12, 2015. You thought then that you had an ace against me.

“I was smirking (Mr. Brillantes), and was smiling in an annoying self-satisfied manner, because I knew then that one day you will use him against me. On that day, I will be able to show to the public what you are and who you really are. This is now the day sir. A swindler is a sibling of the robber and liar. Biliran women leaders attend forum on women’s month

NAVAL, Biliran – Nearly 600 women leaders in Biliran province attended the one- day Women’s forum on Friday, March 13 at the Naval State University (NSU) gymnasium.

Women vice-mayors, and sangguniang bayan members from the eight municipalities of the province; barangay captains and kagawad, and presidents of the WORD-KALIPI from the 132 barangays of the entire province of Biliran; and heads of national government offices and agencies based in Biliran comprise the participants to the forum.

Part of the month-long celebration is a field trip for Biliran women leaders to the DSWD’s rehabilitation centers in Pawing such as the Regional Haven, Home for Girls, and Reception for Study Center for Girls; the Center for Youth in Tanauan, Leyte; the SOS Village; Coca-Cola Bottlers, Inc.; the venue where Pope Francis held mass in the vicinity of the airport in His recent visit to Tacloban; and finally, to Robinson’s Place to destress those leaders.

The field trip is scheduled in two batches on March 17 for the municipalities of Almeria, Naval, and Cabucgayan; and on March 19 for the municipalities of Biliran, Caibiran, Culaba, and Kawayan.

The island municipality of Maripipi declined to join the field trip due to the inaccessibility of early morning and late night transportation plying the island.

Participants to the yearly Women’s Month celebration hope and pray that the information on the laws that protect women be used in keeping a balance between what is being empowered and overpowering their partners, and that the knowledge they gained be used in the development of their families, their communities, and the nation in general.

This year’s celebration of Women’s Month is centered on the theme “Juana, Desisyon Mo ay Mahalaga sa Kinabukasan ng Bawat Isa, Ikaw Na !”

Civil society organizations in Naval help campaign against illegal drugs

NAVAL, Biliran (PIA)- This time, finding solutions to the problem on illegal drugs does not solely rest on the government functionaries, as different civil society organizations (CSOs) this town, signified their strong commitment in the campaign against this social menace.

“Time has come when no one government can stop the menace brought about by illegal drugs. It can not anymore just be the responsibility of one but the responsibility of all,” Naval Mayor Susan V. Parilla emphasized in her letter-invitation calling the different heads of civil society organizations in Naval to a meeting held recently at the Naval conference hall to come up with plan of actions geared toward fighting illegal drugs.

Engr. Warlito Alagao, head of the Knights of Columbus (K of C) of Naval Diocese, pushed the idea of posting tarpaulins bearing anti-illegal drug messages and asked the LGU to install closed circuit television cameras (CCTVs) in conspicuous and strategic places, this town.

“We will also post tarpaulin bearing anti-illegal drugs messages in every barangay,” the K of C head promised as the commitment of their group in the fight against illegal drugs

Another idea that cropped-up during the meeting was the holding of anti-illegal drugs fun run endorsed by Naval councilor Gabino S. Velasquez IV, who is also the president of the Biliran Medical Society.

“This is one way of bringing the message to the people behind the illegal activity that the people in the community are now well aware and vigilant on the wrong they have done in the community,” Velasquez informed.

Lolita Darantinao, representing the Catholic Women’s League (CWL) also of the Dioese of Naval and Paulina Olaivar, representing Mother Butler, of the religious organizations in the diocese, suggested for a comprehensive information dissemination campaign in the community on the ill effects of illegal drugs.

Representatives of some CSOs also suggested to focus on schools in the information drive and even appealed to ask the officials of the Department of Education to include the teaching on the ill-effects of illegal drugs in schools.

NAVAL, Biliran – It’s more fun in Biliran province this summer as the province will host the national Enduro mountain bike competition on April 26 dubbed as the 1st Governor Gerardo J. Espina,Jr. Bike Festival.

Mountain bike racing and mountain bike trekking were the emerging sports hubby of Biliranons which started a few years back but now are already a fad sporting event to mountain bike racing and mountain bike trekking enthusiasts in Biliran province.

Lawyer Mario Lydinno R. Opena, Sangguniang Bayan member of Naval who is also the over-all event coordinator of Mt. Panamao Team Biliran Mountain Bike Club, revealed that the bike festival which is one of the activities in line with the provincehood anniversary celebration of Biliran province this year is composed of four major events.

Opena addded that the national bike event in Biliran province is the first part of the Great Visayan Trilogy which include the City of Catbalogan in Samar province and the town of Calubian in Leyte province.

Enduro Pilipinas, organizer of the national bike event that holds the opening of the 1st season of the first leg of Enduro Pilipinas Mountain Bike Race in February of last year in Biliran province is very willing to hold back the national bike event in the province of Biliran because of its very ideal bike trail, friendliness of the Biliranons, very supportive officials of the local government units and the impressive promotion of the biking culture of the active group of mountain bikers in the province.

He said the holding of the national bike event in Biliran province is one way of promoting the province as one of the country’s best mountain biking destination aside from promoting the province’s tourism industry.
Likewise, the national bike event is expected to generate more income for hotels, resorts and restaurants and will augment the income of people in transportation business especially the habal-habal (single motorcycle for hire) drivers, bike porters and trail workers, he added.

NAVAL, Biliran – The provincial government of Biliran headed by Governor Gerardo “Gerryboy” Espina, Jr. through the Provincial Tourism Office in coordination with the Department of Tourism (DOT) regional office no. 8 in Tacloban City will launch “Summer Fun in Biliran” on April 17 and 18 this year.

According to Dionisio Oliva, Jr. Provincial Tourism Officer, the two-day launching activity covers the entire island where a lot of natural tourist attractions are found in its eight municipalities.

He informed, the venue of the launching activities is at municipal gymnasium of the island municipality of Maripipi where the famous Sambawan islets noted for its clear and pristine waters is located.

Both Sambawan islets and Maripipi island are promoted jointly by the Department of Tourism and the Biliran Provincial Tourism Office as anchor destinations for the year 2015.

The launching of “Summer Fun in Biliran” in Maripipi town will be attended by media personalities, travel writers, tour operators and other guests from region 7 in central Visayas, region 8 in Eastern Visayas and from Manila which the DOT will be bringing in to Biliran province.

“The activity is a great opportunity to promote the local tourist destinations in the province to domestic and foreign tourists” Oliva said.

With this activity, he said, a rise in tourist arrivals to Biliran is expected. Likewise, it will also raise the level of awareness of tourists that indeed, Biliran province is truly an island paradise that offers a lot of tourist attractions unique from those found in other areas of the county.

He informed that the launching program of “Summer Fun in Biliran” will take place mid-morning after the welcome reception at the Maripipi port by the local officials of the town led by Mayor Uldarico Macorol, afterwhich, the entire entourage proceeds to the Maripipi gymnasium for the ceremony.

Kapwa Ko, Mahal Ko extends free health services in Caibiran

NAVAL, Biliran, April 8 (PIA) – The Kapwa Ko, Mahal Ko Foundation Incorporated-Cebu will extend free surgical, dental and optical services to identified indigent residents in Caibiran town and its neighboring areas on April 18 (Satuday).

A medical team composed of 45 health professionals and 45 volunteers and staff from Kapwa Ko, Mahal Ko targetted to serve more or less 900 clients for the actual free health services.

There are 150 clients for the surgical service in which 130 of it is intended for circumcision and some 50 clients for the excision of cycts; 150 clients for the dental service; 350 clients for the optical service with accompanying distribution of free eyeglasses; and blood diagnostics with 200 clients to include blood typing, random blood sugar testing and hematocrit determination.

Interested residents in Caibiran and its neighboring areas are advised to register with the local health workers of the town and their respective barangays who will distribute pre-listing tickets that will be presented during the scheduled date of the health services.

The clients who were already given the pre-listing tickets for the free health services are also advised to report earlier than the scheduled time of start of the health services which is set at 8:00 o’clock in the morning at the Caibiran Auditorium.

The identified clients who were given the pre-listing tickets are further advised to strictly observe the following schedules since clients will be served on a first-come,first serve basis like the giving of priority numbers at 7:30 to 11:00 in the morning; registration time at 7:40 to 11:30 in the morning only; actual health services at 8:00 to 12 noon and from 1:00 to 3:00 in the afternoon.

The free health services is in close coordination with the Brotherhood of Christian Businessmen and Professionals (BCBP) – Naval chapter which also tapped the voluntary services of the Biliran Medical Society, Biliran Dental Society and other group of health professionals in the province of Biliran.

Man with illegal firearms, drugs arrested in Naval

A certain Rodel Delfin was arrested by elements of Naval police station led by P/CInsp Renencio Raquipo in possession of illegal firearm and ammunitions and several sachets of illegal drugs in Bernardes Village this town.

Based on the spot report of PNP-Naval, Delfin, 38 years old, single, jobless anda resident of Bernardes Village, Atipolo, Naval was arrested at around 4:30 in the afternoon on April 20, 2015 in his residence by virtue of a search warrant no. 2015-001 issued by Judge Prospero Rapada of MTC-Naval on April 17, 2015 for violations of RA 9165 and illegal possession of firearm and ammunition.

TESDA 8 top official tells STEP graduates to give the best kind of service

NAVAL, Biliran – Like a mother to her children, the top official of the Technical Education and Skills Authority (TESDA) here in Region 8, told to some 178 graduates of the Special Training for Employment Program (STEP) in Biliran province, to extend to their prospective clients the best service they can give.

Speaking before the graduation rites and distribution of tool kits of the STEP graduates at the Naval State University (NSU) Gymnasium on Thursday, April 23, TESDA Region 8 Director Cleta M. Omega gave some motherly advices on how to treat their customers the best way.

“Listen to your customers” Omega suggested to the STEP graduates and added that the suggestions they gave on the products and sevices rendered is one way of improving their skills.

She set an example that, if the comment of the customer on their food product is salty, then take it as a constructive criticism and improve the product next time so that such customer will patronize the product again.

The TESDA 8 chief added that it is important also to establish good relationship with clients since this is one best trait that most clients like and need when they look for people who can give the products and services they wanted.

She further said to the graduates not to overcharge payment of their services to customers since this would shy away customers from going back to patronize their products and services offered.

“What is important also is your participation in any community undertakings and activities applying the skills learned and acquired”, the lady TESDA chief reminded the graduates.

She also warned the graduates not to sell the tool kits distributed to them. “Use it to serve the purpose”, Director Omega added.

Meanwhile, Biliran Congressman Rogelio J. Espina of the Lone District of Biliran and Board Member Roger Gerard M. Espina of the First Disrict in Biliran province, who were present during the graduation rites and distribution of tool kits, encouraged Biliranons to enroll in the STEP to augment their income.

Congressman Espina promised to get more slots for the STEP so that more Biliranons can avail of the program while his son also vowed to bring this program to the grassroots which he considered a big help to the people in the barangay. # (fj/rvictoria/PIA 8 Biliran)

Starting today, May 11, we begin counting sans contemplating our conscientious choice for our next set of leaders, starting from the top which is the president of our country down to a town councilor, as the 1987 Constitution sets the conduct of regular election every second Monday of May.

Every election is always crucial because it defines what kind of leaders we will have in the next six years at the national level and three years in the case of the local level after June 30, 2016.

Their term of office is too short a time for a good leader but too long for a bad one, thus, we deserved the kind of leadership we have after we finally shade their names in the ballot.

If how long is the time given for us to choose for our leaders yet that’s how too short we decide based on so many considerations at the last minute as political patronage and the presence of guns, gold goons affects our choice.

Others decide based on the several digits of pesos enough for a day’s windfall of financial fortune which in effect we elected leaders who are tempted to lie, steal and rob in whatever way he can just to recover one’s big investment of money.

Some of us decide because of some great deceptions like having lead in poll surveys, name recall with the use of good and bad publicities and endorsements from the business, political and religious lobby groups which in the end we choose leaders running the country with their business, political and religious cronies also with their side in almost every affairs of government.

In most cases, we abdicate our suffrage like a total surrender of our enshrined right embodied in the Constitution which made us an inutile sovereign, thus making democracy lose its meaning and reverted to “opt the people, buy the people, poor the people” instead of “ of the people, by the people for the people”. In this case, we expected a country run like hell where a Sodom and Gomorrah-like status would most likely doomed the people.

But how well do we choose our country’s next president?

Are we going to elect a president because he leads in poll surveys plus the series of investigations akin to him which greatly contributed for a name recall? Are we going to elect a president because of her father’s family name plus the much talked anointment from the incumbent president and endorsement from big business tycoons? Are we going to elect a president who hails from an elite political family with full backing from the dominant political party and a possible endorsement from the incumbent president which decision also depend much on the solid support of his party mates and the latest poll surveys? Are we going to elect a president who is known to implement discipline with an iron hand as a local chief executive and vowed to eliminate graft and corruption, illegal drugs and other nefarious activities prevailing in the country at present?

How about at the local level? How well do we choose our communities’ next set of leaders, specifically in the island province of Biliran?

Are we going to elect leaders in our province based on established political families that have already made long marks in the hearts and minds of their thick and long lists of political wards backed up and flaunted with several figures of accomplishments? Or are we ready to elect set of fresh and new breed of political leaders who are willing to come out from their comfort zones and share their out-of-the-box ideas that could bring the real aspirations and dreams of the Biliranons for progress and development anchored on transparency, general welfare and priorities of the constituency and nurtured on God-fearing leadership and care for the environment?

Beginning today until the second Monday of May in 2016, is still a plenty of time to choose the next set of leaders for our country and our very own communities in the province of Biliran.

We have to bear in mind always that suffrage is one powerful right accorded to a citizen being enjoyed by every legitimate voter in just a single day and that is only on the second Monday of May next year.
Our final choice in an election would really make a big difference in the lives of our fellow countrymen and the country we dearly loved and the communities we loved to live for the rest of our lives.
The time to choose for our country and communities’ next set leaders starts now! # # #

The Irony of the Water System in Naval

1. Naval is known for its abundant water supply, boasting of pools with flowing water, but how come we only have water starting from 1:00am and only up to 4am?! 2. We barely have water supply and whatever we have gathered in those hours where we have water, we try to save as much as possible, but our water bill is even increasing. 3. Water is life but the agency tasked to see to it that supply goes to its consumers does nothing to address this problem. No, it hasnt been like this prior to first week of April when all of a sudden water supply was disrupted because of some ongoing works in some upper barangays. There was a promise to restore the supply. Restore they did but at such unholy hour of 1:00am till 4:00am. Don’t they know we need to sleep?! Others similarly situated, should you just keep your silence and accept as if nothing can be done anymore by the NWD management?! – Atty. Edna Pitao-honor

Biliran TESDA announces recruitment of 12th batch of scholars

NAVAL, Biliran – The provincial office of the Technical Education and Skills Development Authority (TESDA) in Biliran announces that the TESDA Automotive Mechanic Training Center at the Regional Training Center in Brgy. Abucay, Tacloban City is now undergoing recruitment of its 12th batch of scholars.

According to Elizabeth Garcia, provincial director of TESDA-Biliran, the scholarship offers a two-year training in Automotive Servicing from NC Level I to IV and the student enjoys free tuition fee, course materials and board and lodging for the duration of the training period.

She said, applicants to the scholarship program must come from poor and low income families and must be residents in Eastern Visayas in region 8.

Likewise, she informed that the applicant must be 16-21 years old until his admission to the scholarship program in August, 2015; must be a high school graduate; single and morally upright; has a good mental, emotional and physical health; has interest to become an automotive-service technician.

Further, the applicants must have the support of their parents or guardians to avail of the training program and they must be willing to work immediately after completion of the training program.

Documentary requirements to be submitted include the following: duly accomplished application form; letter of intent indicating reasons for applying the scholarship program; live birth certificate or NSO live birth certificate, Xerox copy only; photo copy of form 137-A or 138-A; photo copy of the result of the National Career Assessment Examination; photo copy of high school diploma or school certification of Graduation and Completion; barangay clearance and original copy of the certification of indigency.

BFP-Naval ensures safety of schools, boarding houses

NAVAL, Biliran — With the opening of classes, the Bureau of Fire Protection (BFP) in Naval perceived the impending danger of occupants in households, particularly in terms of electrical usage, thus, creating fire.

Being the capital town and center of commerce in the province of Biliran, Naval houses a university and highly populated elementary and secondary schools catering transient workers and students whose accommodations vary from homestays, dormitories to boarding houses.

Senior Fire Officer (SFO) 2 David Victor Francis Casas of BFP-Naval said during the Kapihan at Pulong-Pulong ng Bayan hosted by the Philippine Information Agency (PIA)-Biliran over Radyo Natin yesterday, that to ensure safety of these accommodations not only in preparation for the opening of classes but all year round, BFP-Naval made coordinations with the local government unit of the municipality to ensure that every household and establishment follow fire safety laws as stipulated in the fire code.

He added that in January of every year, dormitories, boarding houses and business establishments have to secure first approval from the BFP before they are issued business permit from the LGU.

Upon application, he said, the fire department conducts ocular inspection of the applicant’s establishment for fire safety compliance. Once the fire department finds deficiencies in the structure of the building, electrical installations, and firefighting equipment, said applicant is given 15 days to rectify or comply the deficiencies. If the applicant fails to comply with the requirements to correct the deficiency, BFP is compelled to enforce closure of the establishment.

Further, SFO2 Casas said, aside from securing these accommodations and business establishments, BFP-Naval also conducts inspection of both elementary and high schools in the municipality especially before the opening of classes in June.

He said, the most common findings of BFP-Naval in their rounds of inspection made to schools were lack of fire alarm, expired fire extinguishers, and use of substandard electrical wirings and materials.
