EPI, Orka Energy seal deal for Biliran power project

RENEWABLE energy company Emerging Power, Inc. (EPI) has signed an agreement with Orka Energy (Orka) for a geothermal power project in Biliran, Leyte.

The agreement would eventually give EPI 60 percent ownership of Biliran Geothermal Inc. (BGI), subject to the approval of regulatory bodies.

BGI has a 25-year geothermal RE contract covering 260 square kilometers in the province of Biliran.

The firm has successfully completed drilling eight wells in the southern portion of the concession area which can supply an estimated 100 megawatts (MW) of power to the grid.
Initial research shows that a further 170 MW of geothermal energy could be developed in the northern part of the concession area.

EPI chairman Antonio Martin Zamora said they are quickly expanding their renewable energy portfolio.

“Orka’s expertise will help us in our mission to supply clean energy and provide plenty of job opportunities for the people of Biliran,” said Zamora.

Orka CEO Eirikur Bragason said the two firms share the same vision of harnessing geothermal energy to meet Asia’s demand for cleaner, sustainable energy.

“We look forward to working with EPI on the Biliran Project to create long-term value for all stakeholders, and to responsibly and sustainably power homes, communities, and businesses across the Philippines,” said Bragason.

Orka Energy is owned by the Chandler Corporation, a private investment group that invests globally across a range of industries, including energy, financial services, consumer, and healthcare.

The core team of Orka Energy has developed 1500 MW of geothermal power into operation in the last 30 years. The company has its roots in Iceland and has projects in the Philippines, Singapore, and China.

EPI is majority owned by Nickel Asia Corporation (NAC), one of the country’s biggest mining firms.

In a recent disclosure, NAC said it would guarantee the loan facility of EPI for up to P3 billion over a three-year period to finance EPI’s RE projects.

Aside from BGI, EPI is also putting up a 40-MW geothermal power company in Oriental Mindoro, a 100-MW solar and wind project in Subic, a 30-MW hybrid (solar and bunker) project in Palawan, a 10-MW solar project in Camarines Sur, and a 2.5-MW biogas project in Quezon Province.

Nickel Asia unit buys 60% of Biliran geothermal firm

A SUBSIDIARY of Nickel Asia Corp. has moved to acquire a majority stake in renewable energy firm Biliran Geothermal, Inc. (BGI), owner of the contract to build a 100-megawatt (MW) geothermal facility in Leyte province.

In a statement yesterday, Nickel Asia unit Emerging Power, Inc. (EPI) and Orka Energy announced the signing of an agreement last Monday that would “eventually give EPI 60% ownership of Biliran Geothermal, Inc. (BGI) subject to the approval of regulatory bodies.”

BGI holds a 25-year geothermal energy contract that covers a 260-kilometer resource area in the province of Biliran.

BGI already drilled eight wells in the southern part of the concession area, the companies said, noting that the site is estimated to supply about 100 MW of power to the grid.

The northern portion is expected to generate another 170 MW once developed, according to the statement.

EPI Chairman Martin Antonio G. Zamora said the deal will allow the company to expand its renewable energy portfolio.

“Orka’s expertise will help us in our mission to supply clean energy and provide plenty of job opportunities for the people of Biliran,” the company official was quoted in the statement as saying.

Orka Energy is owned by Chandler Corp., a Singapore-based private investment group that engages in a range of industries, including energy, financial services, consumer, and health care.

The core team of Orka Energy has developed 1,500-MW of geothermal power into operation in the last 30 years, according to the same statement.

“Orka Energy and EPI share the same vision: harnessing geothermal energy to meet Asia’s demand for cleaner, sustainable energy,” the statement quoted Orka Energy Chief Executive Officer Eirikur Bragason as saying.

“We look forward to working with EPI on the Biliran Project to create long-term value for all stakeholders, and to responsibly and sustainably power homes, communities, and businesses across the Philippines,” he added.

EPI is majority owned by locally-listed miner Nickel Asia Corp.
Besides this new venture, EPI is already developing a 40-MW geothermal project in Oriental Mindoro.

The company’s other projects in the pipeline include 100-MW solar and wind projects in Subic, Zambales; a 30-MW solar-bunker hybrid project in Palawan; a 10-MW solar project in Camarines Sur; and a 2.5-MW biogas project in Quezon Province. — Claire-Ann Marie C. Feliciano

One of 2 provincial awardees in Eastern Visayas

Naval, Biliran – Taking on the challenge of good governance and transparency, Biliran province stands proud as one of the two provinces in Eastern Visayas to be awarded the Seal of Good Local Governance (SGLG), Northern Samar being the other awardee. In the national level, 41 out of 81 provinces passed the rigorous assessment to be granted the Seal of Good Local Governance.

The announcement came in a congratulatory letter from DILG Secretary Mar Roxas, conveyed personally by PD Marilyn Saboy of DILG Biliran Provincial office, who praised the provincial government in passing the stringent requirements that the agency has integrated in the SGLG, the ultimate measure of any LGU’s performance in good governance and transparency.

Biliran Governor Gerry Boy Espina expressed his gladness of the award which, according to him, is a clear indication of the kind of governance that he has led since his assumption to office in 2010. He announced that the award also goes to all officials and personnel of the provincial government, whose services and performances represented the LGU in its entirety.

“Inaalay ko ang SGLG award na ito sa lahat na mga Biliranon, kasama ang ating 8 component municipalities,  dahil sila ang inspirasyon ko upang maging maayos at makabuluhan ang pamamahala ko sa probinsiya bilang Gobernador”, Gov. Espina said.

Governor Espina also conveyed his gratitude to the DILG Biliran Provincial Office for being an active partner in good governance. Assessments in the 2011, 2013 and 2014 searches for the SGH and SGLG were conducted by a composite team of DILG officials from the regional and other provincial offices, but excluding the provincial office in Biliran.

Biliran’s commitment to uphold the values of good governance as essential in local public administration started in 2011 when it was awarded the Seal of Good Housekeeping (SGH) Bronze Category. Under this category, the assessment focused on accountable governance particularly of COA findings on financial transactions, and transparent governance which required adherence to the Full Disclosure Policy of Local Budget and Finances, Bids and Public Offerings that required posting for public access the provincial budget, income and expenditures, bidding documents, and 11 other financial and operational reports.

Since 2011, these documents are available 24/7 at the full disclosure boards located at the main lobbies of the main capitol building, the executive building, and the provincial hospital, as well as on-line at the full disclosure portal of DILG’s own website. The Bronze Category also takes into consideration the compliance to the Government Procurement Act under RA 9184, especially the presence of an organized and functional Bids and Awards Committee, and the compliance on posting requirement through the PhilGEPS of all biddings transactions.

In 2013, Biliran was again awarded the SGH, this time for the Silver Category. The same assessment of the bronze category was conducted, but added on top of it was a third set of requirements. These were the Frontline Service Performance, which requires an Excellent or Good Performance Rating in the Anti-Red Tape Act Report Card Survey (ARTA-RCS), the implementation of the Citizen’s Charter, the establishment of the Public Assistance and Complaint’s Desk, and the observance of the No Lunch Break Policy.

In 2014, DILG stepped up the Seal of Good Housekeeping (SGH) into the Seal of Good Local Governance (SGLG) by incorporating the existing State of Local Governance Report (SLGR), the SGH, and the Seal of Good Financial Housekeeping (SGF). With the requirements from both bronze and silver categories, assessment now includes disaster preparedness, social protection, business friendliness and competitiveness, peace and order, and environmental management.

The SGLG becomes the new tool in assessing local government units where LGUs must attain a passing score in major assessment areas to become an SGLG recipient and access the Performance Challenge Fund of P7 Million. Of the 81 provinces nationwide, only 41 provinces met all the criteria of the core components to be awarded the Seal of Good Local Governance.

But many Biliranons noted that the cash prize notwithstanding, Biliran’s being able to establish itself as having a good and transparent governance, one of the only two awardees from the 6 provinces in Region 8, is a priceless achievement that will set the highest bar of standard for local governance in the province and in the entire region as well.

ESA recipient robbed, shot dead

Biliran, Biliran – A recipient of the goverment’s Emergency Shelter Assistance (ESA) was robbed and shot dead in Sitio Dalupingan in Barangay Canila, Biliran, Biliran.

The victim was identified as Romeo B. Lauron, 55 years old, married and a resident of the abovementioned barangay as per excerpt of the police blotter of Biliran police station.

Based on the account of the victim’s wife and son, they were preparing their dinner when the four suspects identified as Felix P. Boring alias “Dondon”, George Palconit, Eugenio Gervacio alias “Kirat”, and Michael Corpin alias “Germo”, armed with caliber .45 pistol, shotgun, and a bladed weapon known as “sundang”, suddenly entered their house and allegedly asked for the ESA money, which was given by DSWD.

The wife said she refused to give the money since they had only a little few and it was intended for the payment of their debts.

She added that when she saw a chance, she immediately ran outside to elude the robbers.

While fleeing, she heard two gunshots, which killed her husband.

A minor named Ricky Boy A. Lauron, 15 years old, was also shot by the suspects and was immediately brought to the Biliran provincial hospital for immediate medical treatment.

The robbery incident which caused the death of the victim due to fatal gunshot wounds happened at around 7:30 in the evening of Wednesday, August 26, 2015.

It was learned that the  distribution of ESA cash assistance  in the amount of P30, 000 to identified households with totally damaged houses, and P10,000 for partially damaged houses, is now on-going in some of the eight towns in Biliran province.

ESA is a cash assistance given by the government through the DSWD to identified Yolanda victims.

Navaleno who pose as police impostor in Ormoc rearrested

A Navaleno who acted as police impostor and was later found out allegedly in possession of illegal drugs in Ormoc City was rearrested by the elements of Naval police station at around 10pm on September 2, 2015. 

Based on the spot report on Manhunt Charlie of Naval police station, a certain Ronald Allan R. Vicera, aka RA, 29 years old, unemployed and a resident of Brgy. Smo. Rosario,Naval, Biliran was arrested by virtue of order of arrest dated August 24, 2015 for violation of Sec. 11 of Art. 2 of RA 9165 (possesion of illegal drugs) under Criminal Case No. R-ORM-1500064-CR issued by Judge Clinton Nuevo, presiding judge of RTC Branch 12 based in Ormoc City.

RA was arrested before in a gasoline station located in Real St. in Ormoc City on February 25, 2015 after he posed as police impostor and found out later in possesion of illegal drugs suspected to be shabu.

RA,who told police that he was an employee of Procter and Gamble in Laguna, was detained at police station 1 in Ormoc City. 5th paragraph A bail amounting to P200,000 was posted by the court for RA’s case.

The arresting team was led by Renencio L. Raquipo,Naval police chief and Police Inspector Julius B. Dela Pena, SPO4 Narciso R. Moncada, SPO3 Bernardino P. Carba, SPO2 Alan Delis and POI Hildeyrdo P Enage.

Ex-Davao del Sur police director convicted for sexual harassment

Senior Superintendent Cesario Darantinao is facing two more sexual harassment complaints and a rape case before the anti-graft court Sandiganbayan

MANILA, Philippines – The anti-graft court Sandiganbayan found Senior Superintendent Cesario Darantinao, former director of the Philippine National Police in Davao del Sur, “guilty beyond reasonable doubt” of sexually harassing a female subordinate 5 years ago.

In its decision, the court’s 5th division said Darantinao abused his position by demanding sexual favors from the complainant, who held the rank of PO3. This created an intimidating, hostile, and offensive environment for the junior officer.

A conviction under Republic Act 7877 or the Anti-Sexual Harassment Law is punishable by imprisonment or fine or both, at the discretion of the court.

However, the Sandiganbayan ordered Darantinao to pay the complainant P20,000. It noted that the provincial police director did not use force, threat, or retaliatory action on the victim even after she had filed a criminal complaint.

The ruling was written by Associate Justice Roland Jurado, who chairs the 5th division chairman. Associate justices Alexander Gesmundo and Maria Theresa Dolores Gomez Estoesta concurred.

The complainant said Darantinao, on several occasions, embraced her, tried to steal kisses, and asked her to sleep with him in his quarters.

She said the defendant compelled her to go with him to a bar in Digos City in April 2008, where he pulled her close and whispered lewd things to her when he was already drunk.

On their way home in car, she said, Darantinao placed his hand of her lap and took her hand, not minding the other male policeman who was with them.

When they were back at the PNP provincial office, the victim said Darantinao tried to embrace and kiss her, and asked her to “sleep with him at his quarters.” Even when she refused, she said, Darantinao offered her money.

“Accused’s insistence for complainant to attend (the party), his offer of financial assistance… his request for complainant not to leave best demonstrates the exercise of accused’s power over complainant, and, obviously done in pursuance of his ultimate goal of obtaining sexual favors from complainant,” the court said.

Sandiganbayan records show that two other female police officers – who held the ranks of PO3 and PO1 – have also filed sexual harassment complaints against Darantinao.

Darantinao is also facing allegations of rape, filed by the wife of a former subordinate officer. It is pending with the Sandiganbayan’s first division. – Rappler.com

1.  Wala magkadimao nga pagpanglista sa mga tukma nga makadawat sa ESA. Matud pa sa impormasyon nga nasagap, mitug-an kining pangalan ug Sharon, barangay day care worker sa Sto. Nino, sa dihang gisulong ug giulan na siya sa mga reklamo gikan sa wala mahilakip nga mga lumolupyo nga apil sa orihinal nga iya nalista, miabot ug 267 apan sa pinal nga lista sa hataganan, 90 na lamang. Ang pagsaad nila nianang pagmeeting nga wala matuhay sa adlaw nga Miyerkules sa mga lnmulopyo sa barangay nga paadtuon sa munisipyo kay makadawat gihapon sila bisan wala sila didto sa lista, mao ang nakadugang sa gubot. Ngano gilingla man sa mga opisyal ang mga lumolupyo sa barangay pagpanagdto sa munisipyo nga bisan sila mismo nakasabot nga dili gyud sila matagaan kay wala sila mahilakip sa 90. Kagahapon, nagminghoy ang kadaghanan nga mingadto kay mga ala una na lang sa hapon nga paghinuwat, wala gyud silay nadawat ug gipanggutman pa gyud paghinuwat sa mga gisaad sa mga opisyal sa barangay nga wala matuman.

4. Kagahapon, may nagsumat nga may usa ka empleyadong babaye sa munisipyo nga taga barangay Sto. Nino nga man usab Ang nangusog nga bahin-bahinon na lang. Nino ug ang mahitabo unya nga may mga opisyal sa barangay nga katapos ug dawat sa sobre sa atua sa 90 nga may sulod na nga kwarta sa ESA, pugngan sila ug paadtuon sa barangay hall aron daw bahinon ang kwarta. Makatarunganon ug tukma ba sa sumbanan sa ESA ang pagabuhaton sa mga opisyal sa barangay? Dili ba ni dakong kalapasan sa balaud? Ensakto ba tong gibuhat sa usa ka empleyadong babaye sa munisipyo nga taga barangay nga nag-interbener siya sa pagpanghatag sa ESA?

6. Tungod sa mga sayop nga nabuhat sa mga opisyal sa barangay mao ang dakong hinungdan niini nga kagubot. Ang usa ka sayop, dili pwede masulbad pinaagi paghimo ug lain pod nga sayop. Ang pagbuhat sa mga opisyal sa barangay nga pagsulbad sa problema, nakapasamot hinuon ug nakahimo ug nakapanganak pa ug dakong problema. Ang sayop nga nabuhat sa mga opisyal sa barangay gusto nila tabunan  apan sa sayop nga paagi. Kung ila pa ni gihatagan ug solusyon nga pinasubay sa tukma ug nahasubay sa balaud nga pamaagi, dili unta moabot niini nga pagkagubot. Kadtong gusto makakita sa mahitabo unya sa mga makadawat sa ESA sa Sto.Nino, saksihi ug sundi karong buntag ang mga panghitabo sa munisipyo ug ang didto sa barangay hall sa Sto. Nino aron masaksihan ang mga kahiwian nga gibuhat sa mga opisyal sa Brgy. Sto. Nino. Ang inyong pagpakabana dako ug ikatampo sa katunhayan ug kahapsay sa pag-implementar sa ESA sa gobyerno nga mahipunta unta sa tukma ug angayan nga modawat sa ESA.

Naval, Biliran – He is known as Alias Dagul in the illegal drug trade here in Naval and has been in the police watchlist for quite a time but his fate ended as he was arrested by police authorities yesterday, Saturday, September 12.

Dagul was arrested in Sitio Bliss, Calumpang, Naval, Biliran at around 11:30 AM today by virtue of a warrant of arrest issued by Judge Bienvenido M. Montalla, presiding judge, RTC Branch 16, for violations of Sec. 5 & 11 (selling and possession of suspected shabu), Art. 2 of RA 9165.

He is facing charges under criminal cases nunber N-3158 and N-3159.

Naval, Biliran – The house of Lorenzo Plantar, Jr., aka Insoy, an alleged big time drug pusher based in Naval, the capital town of Biliran province, was raided early morning today, Thursday, September 17.

The joint police elements of the police anti-drug special operation task force (PAIDSOTF) and the public safety platoon of the Biliran police provincial office (BPPO) led by Police Inspector Chamberline Ludivesi and Police Chief Inspector Renecio Raquipo, chief of police of the Naval police station, raided the house of Plantar located in Barangay Larrazabal, Naval, Biliran at around 6:05AM today.

The raid on Plantar’s house was based on search warrants No BSW-15-09-082 and No. BSW-15-09-083 for violation of Sec.11 of RA 9165(illegal drugs) and RA 10591 (illegal possession of firearms and ammunitions) issued by Hon. Yolanda U. Dagandan, executive judge, RTC, 8th Judicial Region, Branch 15 in Burauen, Leyte.

The persons arrested during the conduct of the raid were Ronnie Roble, single and a resident of Barangay Larrazabal, Naval, Biliran; Renato Mataganas, with live-in partner, 38 years old and a resident of Barangay Bato, Biliran, Biliran and Antonio Ebajan, 45 years old, married and a resident of Barangay Pulang Bato, Almeria, Biliran.

During the actual search in the presence of representatives from media, Department of Justice (DOJ) and Larrazabal Barangay Captain Ben Olid, the following items were recovered from the premises as follows: two airguns, one Cal. 22 rifle, one Cal. 45 pistol, one Cal.38 “paltik” revolver, 15 live ammunitions of Cal. 38, eight live ammunitions of Cal.22,eight empty shell of 9mm pistol, one big heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu, 68 small heat sealed transparent plastic sachets containing white crystalline substance believed to be shabu, cash money amounting to P1,500 in different denominations and drug paraphernalia.

Also recovered from Ebajan during the conduct of bodily search was one heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu. The arrested persons and the evidences recovered were brought to the Naval police station for proper disposition.

On the other hand, based on eyewitnesses account present during the raid, the barb wire perimeter fence of Plantar was connected with electricity and that there were three police officers who were slightly electrocuted.

It was not true that Plantar was in Manila during the raid as a plane ticket recovered in his house showed a Tacloban to Manila plane ticket dated September 19, 2015 with flight schedule at 5:35pm in the name of Lorenzo Plantar,Jr and Olivia Orlanda, Plantar’s wife, booked on September 15, 2015, the witness revealed.

It was told by the witness that the wife of Plantar has just recently left going to the market, as told to him by the people arrested, before the raid was conducted.

A certain Romeo Ebajan, the watchtower guard, eluded arrest as he ran and was not captured by the police, he recounted.

Plantar was not found in his house in Sitio San Roque in Barangay Larrazabal during the follow-up operation conducted by the police, he told.

It was also learned that Plantar was no longer permanently staying in his house where the raid was conducted but he also stayed for a week in a pension house located in Barangay Talusutusan in Naval. Biliran, located just a few kilometers away from Plantar’s house.

It was also alleged that there were police officers who oftentimes went to the house of Plantar for reason yet still unknown.

Naval, Biliran – Criminal cases were filed by police authorities of this town against Lorenzo Plantar, aka Insoy, and six others before the Biliran provincial prosecutor’s office today, Saturday, September 19. (READ: Naval drug lord’s house raided)

Police Chief Inspector Renencio L. Raquipo, chief of police of Naval police station filed criminal cases vs Plantar and six others for violations of RA 9165 (illegal drugs ) and RA 10591 (illegal possession of firearms and ammunitions) before Prosecutor Rosemarie Ann R. Polistico.

These were recorded under NPS Docket No. VIII-14-INV-2015-00132 and NPS Docket No. VIII-14-INQ-2015-00035.

Plantar, who is still at large, was charged  for violation of Sections 6, 11 & 12, Article 2  of RA 9165 and Section 28 of RA 10591 while Antonio Ebajan (detained) was charged for violation of Sections 7 & 11, Article 2 of RA 9165; Ronie Roble, Renato Mataganas, Richard Gonaga, Gilberto Paanod (all were detained) and Romeo Ebajan (at large) for violation of Section 7, Article 2 of RA 9165.

The house of Plantar, located in Barangay Larrazabal, Naval, Biliran, was raided early morning of Friday, September 18, 2015 by joint elements of the PAIDSOTF, PSP of the Biliran police provincial office and the Naval police station.

One big sachet and 68 small sachets containing white crystalline substance believed to be shabu, several firearms, and live ammunitions were recovered by the police authorities at the time of the raid.

Naval rape victim seeks justice

NAVAL, Biliran – An 18 years old female student of Naval State University (NSU) was reportedly raped by two unidentified persons while she was on her way home from the Naval public market riding on a  sikad-sikad. The victim, who personally reported the rape incident to the Naval police station, is a  resident of Brgy. Caraycaray, Naval, Biliran.

The victim narrated that at around 6:45 in the evening of September 18 (Friday), while she was riding a sikadsikad from the market, all of a sudden someone hopped on the back  of the sikadsikad and rode along and then a handkerchief was covered on her face and she lost consciousness. She added that when she woke up, she was naked and was abandoned near the Iglesia ni Kristo church located along the national highway going to Brgy. Caraycaray.

Police authorities in Naval conducted follow-up investigations to identify the suspects and locate their whereabouts.

The victim received an anonymous letter bearing a threatening message that she will be killed if the police will continue to hunt the suspects.

Naval, Biliran extends shelter aid distribution amid complaints

NAVAL, Biliran — The local government here has extended the distribution of emergency shelter assistance (ESA), as it resolves mounting complaints from beneficiaries.

The municipal social welfare development office (MSWDO) reported that the town government is almost done giving out the P54 million cash from the National Government to about 2,500 families.

As of September 10, the local government has released funds to beneficiaries in 25 out of 26 villages, but the payout was not completely done in other areas due to inconsistent rules imposed by village officials.

“Some of them were not informed by their village officials about the deadline. I have to explain to them and listened to them one by one. We want to find out if there are really inconsistencies,” said Mayor Susan Parilla.

Parilla is optimistic to resolve all issues and complete the distribution before the September 20 extended deadline set by the Department of Social Welfare and Development (DSWD).

“We really want to eliminate the ‘padrino’ (favoritism) system in the distribution and follow a single guideline from the DSWD,” she said.

Thousands of beneficiaries trooped to the town hall grounds to receive payouts and relay complaints to local government even after the September 10 original deadline.

Aside from “padrino” system, another common complaint is the listing discrepancies between the documents kept by village officials and the local DSWD office.

“They say we can’t avail the aid because we are part of the no build zone, but how come our neighbors are able to receive one? This is very unfair,” said Jolito Cohedo, 55, a resident of Sto. Nino village.

The government doesn’t count those family dwelling in no build zones as ESA recipients since the National Housing Authority (NHA) will build permanent houses for them.

The NHA will build more than 2,000 houses for most vulnerable families, according to Parilla.

Officials advised typhoon survivors to follow the regulations for the distribution of shelter aid is only based on the list.

Naval is one of the four towns in Eastern Visayas with ongoing distribution beyond the September 10 deadline set by the DSWD. The town just kicked off the distribution on September 9.

“It took us weeks to complete the process because the guidelines from the national government are sometimes inconsistent. My instruction to local officials was to be careful and follow the guidelines. We made sure that village officials should not influence as to who will receive the benefits,” Parilla added.
