Kawayan, Biliran – Two computer laptops owned by the Japan International Cooperation Agency (JICA) were lost at the Rural Health Unit (RHU) office in Kawayan, Biliran.
According to a RHU-Kawayan staff who requested anonimity, the two laptops have been discovered to have lost just this morning today, Tuesday, Sept. 22.
The cost of the two laptops were estimated at P67, 400 not including the other two oximeter pulse that were also lost, the source told.
The model of the two lost laptops is Acer Aspire Switch 11.
The two laptops are used by midwives in the barangay health stations of the town as JICA intervention in childhood pneumonia program.
NAVAL, Biliran – The traditional fluvial procession in connection with the celebration of the Naval fiesta in honor of the Most Holy Rosary takes a major change in this year’s festivities, said Engr. Ferdinand Morillo, chairman of the 2015 Naval Town Fiesta Executive Committee.
In last Friday’s meeting (September 18) for the status update, issues and concerns of the forthcoming fiesta celebration of Naval, the capital town of Biliran province, it was discussed thatthe original schedule of thefluvial procession in the afternoon of the vespers day was moved to 6:00-8:00 o’clock in the morning immediately after the aurora and vespers day mass celebration.
Engr. Morillo said, the priests and church leaders decided to change the schedule of the fluvial procession from afternoon to morning to give the priests and other church leaders of the Naval Parish enough time to rest before the procession and other church activities related to the fiesta celebration.
He added that the weather is still finein the morning compared to the usally rough seas and burning heat of the sun in the afternoon.
With the new schedule, the playground demonstration has to wait for the fluvial procession to arrive.The playground demonastration immediately follows at the Naval State University (NSU) athletic oval.
For her part, Charita Bernardes, Naval North District Supervisor and chairman of the playground demonstration conceded to the new schedule and said she will adjust to the change.
Preparations of all the activities to make the Navalfiesta as enjoyable and memorable for every Navaleno and the visitors are going on smoothly.

MARIPIPI, Biliran – Karine Presiguel Baylon emerged victorious among the five candidates to vie this year’s title as Binibining Maripipi 2015, in line with the celebration of the 74th Maripipi Town Fiesta held at Maripipi gymnasium on Sunday night.

Baylon, a 19 year-old lass of Brgy. Ol-og, Maripipi, Biliran and a graduating student taking up Bachelor of Secondary Education majoring MAPEH at Naval State University, proudly represented the Liga ng mga Barangay.
She is the only daughter of the two children of Mr. and Mrs. Tirzu Baylon.
Asked on how they can help promote the ecotourism in the island if ever they get crowned, Baylon proved her prowess as she outwit the rest by embodying the ‘ambassadress of goodwill’ to promote the island municipality.

Naval, Biliran – The Miss Bagasumbul 2015 pageant was held in Naval Gym at Naval, Biliran last September 29, 2015. Ms. Charlene Encio took home the massive crown among the nine lovely aspirants. The event was organized by the Naval Execom Committee, helmed by Mr. Rico Lucena, a former ABS-CBN news anchor.
The Miss Bagasumbol event was a star-studded event. ABS-CBN Kapamilya stars graced the pageant and provided the audience with a very entertaining production numbers. The list of judges included notable celebrities from the world of fashion and media.

NAVAL, Biliran – The incident of illegal drug peddling inside prison jail does not happen only in known prison facilities in the country but it happened also in an island province like Biliran with the discovery of sachets of suspected shabu inside Cell No. 2 of the Biliran provincial jail in a raid this morning.

Seized during the legitimate inspection conducted by joint teams coming from the regional office of the Criminal Investigation and Detection Group (CIDG) in Region 8 and Biliran Provincial Jail at about 8:30 in the morning of September 30, 2015, Wednesday, were one big transparent sachet of suspected shabu, one small sachet of suspected shabu, one piece live ammunition of 9mm pistol and several drug paraphernalia.

NAVAL, Biliran – Duterte arrested? No, it was not Davao Mayor Rodrigo Duterte who was arrested here, but a suspected shabu pusher in this town who has the same family name as that of Mayor Duterte.
Arrested by the members of the Naval Police Station early morning today, Thursday, was one Arleo Duterte, aka Pogi, residing on Vicentillo St., in Brgy. Smo. Rosario, Naval, Biliran.

Seized from Duterte inside his residence were sachets of transparent heat sealed plastic sachet containing white crystalline substance suspected to be shabu, several drug paraphernalia and cash money.
Duterte is allegedly one of big time drug pushers operating in Naval town for quite a long time.

Almeria, Biliran – A white Tamaraw FX Toyota van bearing plate number GFH-495 traveling from this town heading towards Kawayan town met an accident after the driver lost control in maneuvering the vehicle in a curve and descending portion and fell in a ravine in Sitio Puro in Barangay Pili, this town.

The vehicular accident was discovered by Almeria police personnel led by Police Inspector Julius B. Dela Pena, chief of police of Almeria police station, while conducting mobile patrol within the northern barangays of Almeria town at around 3:45PM on October 6, 2015.
As the police mobile patrol car reached the place where the accident occurred, a concern citizen stopped them and informed about the vehicular accident.

The policemen on board the patrol car disembarked and immediately extended assistance to the victims.
The driver was identified as Felix Olaer, of legal age and a resident of Sitio Binog in Barangay Pili, Almeria, Biliran while the passenger was identified as Romeo Macabulos, 61 years old, married and a resident of Barangay Tabunan, Almeria, Biliran.

Both the driver and passenger were brought to Biliran provincial hospital for immediate medical attention as both sustained serious injuries and wounds in various parts of their bodies.
The passenger, who is a former barangay captain of Tabunan, was proclaimed dead on arrival by attending physician of BPH on that same day of the accident. – BiliranIsland.com

UPDATE – The lifeless body of Antono Blanco, aka Dodong Gamay, 58 years old, single, that was already in the stage of decomposition, was discovered by her two sisters,namely: Jean Blanco, 58 years old and Elvira Blanco, 56 years old, lying with face down inside the bedroom in the second floor of the house owned by Emmanuel Blanco, 59 years old at around 7:30 in the evening on October 6, 2015 in Barangay Poblacion,Almeria,Biliran.
According to Almeria police blotter, a certain Jackie Macabus, reported to the police station about the discovery of a dead man already in decomposing stage.
As the responding police officers reached the house, the Blanco sisters directed their caretaker named Manuel Rico, 17 years old, to verify where that foul odor came from.The caretaker discovered that the foul smell came from the padlocked door in the second floor.
Since the caretaker could not eneter the padlocked room, he climbed into the roof adjacent to the room near the jalousy window and with the aid of flashlight, he saw a naked person lying face down on the bed.
The Blanco sisters asked the assitance of a certain Rudy Dano, who happened to visit their house and other bystanders in the area to destroy the padlocked of the bedroom just to open the door.
As the door already opened, everybody who were in the area have confirmed that it was Antonio Blanco.
Evelyn N. Garcia,municipal health officer of RHU-Almeria, after conducting the post-mortem examination, officially declared dead the body of Antonio Blanco.The underlying cause of the untimely death of Antonio Blanco was still subject for further investigation.

According to Flora Docallos Labor, a resident of Almeria, she found out as she passed by outside the house of the man with decomposing body that the people outside the house were wearing mask.

The dead man was identified as Antonio Blanco, known by many residents in Almeria town as “Dodong Gamay”.
She added that many people believed that Blanco died four days ago with the stomach already bloated and smell is so pungent.

ALMERIA,Biliran – Because of her husband’s cockfighting vice, a 23 year-old wife ended her life by hanging herself with a tight rope around her neck inside their house in Almeria town on October 1, 2015.
This is the fifth suicide case recorded in the province of Biliran this year.
Report from Almeria police blotter revealed that a certain Jenelyn Santolorin Payos, who will turn 23 on December 20 this year and a resident of Sitio Barubuhan in Barangay Iyusan, Almeria .Biliran, committed suicide.
Donald Dente Macascas, ,23 years old, a native of Maitom, Sarangani province in Mindanao and the husband of Jenelyn, told police during the investigation that they were having a heated arguments with his wife regarding financial problem because of his continued vice on cockfighting activity.
He narrated that he left their house just to escape the trouble from his wife and stayed at his parent’s house for three days.
On the morning of October 1, 2015, he received a letter from his wife stating in vernacular words “Donald uli na ngari sayo kay si Dang-Dang walay bantay”.

Rumors in Naval, Biliran Province are often close to the truth. And so when I heard talks during my trips to the hometown for the recent 155th Pueblo Day and Naval Town Fiesta commemorations that we will probably celebrate the last Tsinelas Party this year, this was a piece of information I could not dismiss outright as false. The phase-out is supposed to become a reality when an unsympathetic new leader will replace Mayor Susan V. Parilla after her third and last term next year.

Started in 2007 along with the transfer of the fiesta to its original October schedule (from January), the Tsinelas Party carries with it a loud and defiant democratic protest statement from native Navalians, who were displaced from the elitist fiesta-related parties of previous non-native officials. The turning point came when the ordinary locals were fenced out with barbed wires during elitist Coronation Night on the eve of the January 2004 fiesta, which was attended by invited heirs of some political dynasties around in the country.
With this context in mind, I attended the Tsinelas Part 2015, my third or fourth in seven years. I noted that, compared to two years ago, the dancing area along Padre Inocentes Street had been extended by some 200 meters eastward to the corner of Garcia Street. There was also a massive crowd in attendance, the biggest in years, which I estimated at around 5,000. An invited disk jockey for the affair posted on Facebook his estimate of 6,000 for the same crowd from his vantage point up the stage. I went home with the family members after midnight, satisfied with what I had witnessed about our people and their guests of all ages feeling united and happy and good about themselves. And I thought the wags were wrong and that the Tsinelas Party would be here to stay.
Unfortunately, news came early the next morning that somebody died during the Tsinelas Party. A person had collapsed at the dancing venue around past 3:00 a.m. and was brought to the hospital, where he was pronounced dead on arrival (DOA). The ill-fated reveler was a public high school teacher from Culaba, Biliran. At first, some social media items theorized that electrocution was the possible cause of death, for which blame could have been placed on the organizers. But an autopsy performed by the medico-legal officer of the Philippine National Police, Region VIII, established that the cause was asthma.
Suddenly, I saw an adverse omen of things to come, a signal that the rumor would be realized. So, will this be our last Tsinelas Party? It depends. But certainly, this is something that the multitude of Navalian voters can individually answer for themselves through their votes in May 2016.

NAVAL, Biliran – A delivery truck parked in Corvera Street this town was robbed by unidentified suspects.

The robbery incident was reported to Naval police by a certain Larice Alfante, 19 years old, single and a resident of Barangay Linao, Ormoc City.
Based on police initial investigation, a male armed with a handgun wearing red shirt with sunglasses came into their delivery truck and forcibly took the money from Alfante., the saleswoman of the delivery truck, and carted away total cash money estimated at more or less P50,000.00
After the robbery incident that happened on October 9, 2015, at around 2 PM.
The robber fled away using a RUSI motorcycle painted with yellow and black driven by another person wearing brown helmet with black stripes.

BILIRAN, Biliran – A 33 years old woman who was suffering from mental disorder died after jumping off from Biliran Bridge early morning today, Saturday, October 10.
The woman was identified as Analiza Macorol Depaz, a resident of Barangay San Isidro, Biliran, Biliran.

According to Biliran police report, prior to the incident Depaz was seen casually walking from poblacion Biliran and upon reaching Biliran Bridge she jumped freely down to the sea.
After a search and rescue operation conducted by Biliran police with the help of some fishermen residing near the place of the incident, the dead body of Depaz was recovered at around 9:25 this morning.

The cause of her death was due to drowning, the police report stated.

My opinion item on the rumored threat of scrapping the Tsinelas Party under an unsympathetic new leadership in Naval generated heat and controversy in a social media outlet frequented by Biliranons around the world. A good number of reactors seem quite certain that my opinion is wrong, and that this nine-year old street party on fiesta night in town would stay. (To the critics, there is no right or wrong opinion, only majority or minority opinion. And the event at issue is still too young to be labeled a “tradition”.) They even got the commitment of a known wannabe to have this social activity retained. Sadly, the youthful and/or shallow myopic defenses posted on social media border on naivete and can only serve as convenient smokescreen for some hoodwinking politicians and manipulators.
After reading the various comments and reactions, I retain the hunch that the Tsinelas Party is still on the chopping block. It is not actually difficult to realize this by determined manipulators, based on what happened in town in the recent past, especially by the same group of practitioners who seemed to have perfected their craft.
The purpose is quite simple: Scrap those public rituals, visual symbols and rallying points that would make the people of Naval feel united and happy about themselves. And then sow intrigue and selective favoritism to keep them divided-and-ruled. This is the key strategic line that has neutralized the impact and influence of Naval and its people, who constitute more than one-fourth (around 27%) of the total electorate in Biliran Province.
How was this done in practice? In the late 1990s, Naval lost a truly long tradition: the Annual Grand March to welcome the New Year at a dance party in the Municipal Quadrangle. The municipal government simply did not support the holding of this unifying ritual at one time, and it was abandoned thereafter. Before the general public knew it, it was gone. And later efforts to resurrect this ritual have not prospered.
The case of the old Town Hall was more complicated. In the 1990s, there was already a law pertaining to the preservation of public structures that were more than 50 years old, for their heritage value. But some local decisions had been made. The shell of a new municipal building had already risen on the old municipal cemetery of the town (our non-Catholic dead were the first to be displaced), and a congressman had already planned to build a gymnasium on the existing municipal grounds. Since these moves were frowned upon by a significant number of constituents for sentimental reasons, it became a matter of wait-and-see, of who would blink first. Meanwhile, the old Town Hall was left to the elements, and national offices in the municipal compound were persuaded to transfer elsewhere.
Then, to everyone’s surprise, a wrecking crew with trucks swooped down on the municipal ground one day in early 2002, and in two days’ time the old Naval Town Hall was torn down, with the ripped structures deposited at the Provincial Capitol ground in Calumpang. Naturally, this stealthy act raised a loud outcry from the general public, which I promptly feedbacked to a key person involved when I came home for a visit.
I was told at face that, as an appeasement measure, a semblance of the old Naval Town Hall would be built, and that it would even have a museum component. Those were friendlier times and, faced with a fait accompli, I tried to be of help in making the replacement a reality. But sadly, it could never cover up for something that the people of Naval had permanently lost – a vital symbolic piece of our collective identity and memory.
Two years later, in January 2004, with the gymnasium already in the works, the municipal government rented the basketball and tennis courts across the street on the present compound of the Cathedral School of La Naval for the Coronation Night and Naval Fiesta socials. Invited to the exclusive Coronation Night socials were some heirs of political dynasties around the country, and these guests and local elite revelers were protected and separated from the tsinelas-wearing general public by barbed wires hang around the perimeter fence of the compound.
This was the momentous event in town that planted the seed for the Tsinelas Party, which was introduced after a Naval-born mayor assumed office in 2007, along with the return of the fiesta schedule from January to its original October date. The political dynasties of the country and their local elite adherents can have all the exclusive shoes-only parties they want inside their barbed wire protected enclaves. But they may not interfere with or intervene in the fun of the tsinelas-wearing ordinary people of Naval dancing on their street on fiesta night.
The crowd at the Tsinelas Party 2015 reached an all-time high of at least 5,000. Obviously, a good number of them came because of the rumor that this would be the last act for this event with a strong underlying protest message.
One question that need not be answered now is: Can the perceived cause of the Tsinelas Party as a protest act keep it in place under a new dispensation? Of course, they can always “smuggle” (the Filipino-English for tsinelas) this out, but they will not succeed in presenting a self-serving revisionist story of its creation.
