3 men with guns, shabu nabbed in Naval

NAVAL, Biliran – Three adult men were caught in possession of illegal firearms and drugs in Sitio Ilawod, Caray-Caray, Naval, Biliran at around 4 PM today, Tuesday.

The 3 men were identified as Jugie Parilla, 30, Smo. Rosario, Naval; Mark Evan Casas, 36, Caraycaray; and Johnnie Mendoza, 26, a resident of Sitio Bliss, Calumpang.

The 3 men were arrested by Naval police in a buy-bust operation which resulted to the confiscation of the following items: 3 small and 1 big heat sealed transparent sachet containing white crystalline substance believed to be shabu, 1 caliber 45 pistol, 1 caliber 38 pistol, both loaded with live ammunitions and a P500 bill. – BiliranIsland.com

Vote counting machine to replace PCOS in 2016 elections – Comelec

NAVAL, Biliran – The Precinct Count Optical Scan (PCOS) machine will already be out of the picture in the 2016 elections with the use of Vote Counting Machine (VCM).

This was revealed by Lawyer Karen C. Cajipo, acting provincial election supervisor (PES) of the Commission on Elections (COMELEC) in Biliran province during the Kapihan at Pulong-Pulong ng Bayan hosted by the Philippine Information Agency (PIA)-Biliran Provincial Information Center on Thursday, October 15, 2015 live over  Radyo Natin-Naval.

She informed  that COMELEC  will use the VCM in lieu of the PCOS machine in the May 9, 2016 national and local elections.

“It has a rectangular shape but has more features than a PCOS machine” she said.

Further, she said, she has not see yet the  actual  VCM but  COMELEC will train all the personnel of the agency on its use and operating system.

“The members of the Board of Election Inspectors (BEIs) will also be trained on the  use and operating system”, the 30-year old Bililran PES  said.

She likewise shared the calendar of activities in the conduct of the May 9, 2016 national and local elections, which is important for both the candidates and voters to know.

Prohibited acts within the election period were likewise thoroughly discussed including among other Comelec rules, regulations and laws by the acting Biliran PES.

She also said that an initial meeting with the Army and Philippine National Police officials was held for the purpose of coming up with a security plan in the 2016 elections.

Cajipo vowed to have an intensified and a comprehensive information dissemination campaign to the public regarding updates on the 2016 elections through radio appearances and other forms of mass media platforms  as the date of the election draws  near. # (fj/PIA 8 Biliran)

Asleep driver bumps motorcycle on Anas bridge

NAVAL, Biliran – Accident at Anas Bridge in Sitio Anas, Brgy. Atipolo, Naval, Biliran at around 3:00 pm today, Oct. 18, 2015 . Involving a Crosswind vehicle and motorcycle.

The driver of the Crosswind was Ricardo S. Montes, 56, from Poblacion Almeria, Biliran.

Initial investigation showed that the Crosswind was going to Naval. At Anas Bridge, the motorcycle driver stopped and waited to turn towards the road going to the cockpit. But he was bumped by the sleepy car driver, who cross to the other lane. Both motorcycle and car are in the Naval Police Station.

 

The driver of the motorcycle was  Danilo Cadano y Casas, legal age , married, a resident of Brgy. Caraycaray, Naval, Biliran. He was brought to the BPH.  – BiliranIsland.com

The victim was identified as Rosalio Coma Boca, a widower and a resident of Barangay Tamarindo, Almeria, Biliran.

According to Almeria police report, Boca was found already hanging inside the kitchen by his grandson named Ahriel Sumaya Boca, 23 years old, single, jobless and the caretaker of the house of the victim.

The incident which happened around 8:30 in the evening on October 16, 2015, is the seventh recorded suicide incident in the province of Biliran this year. -BiliranIsland.com

CALUMPANG, Naval, Biliran- It was really a very bad Monday for a 30-year old man today, October 26, because besides being caught for trespassing of dwelling by elements of Naval police station, he was also found in possession of several pieces of transparent heat sealed plastic sachets containing white crystalline substance believed to be shabu during the conduct of bodily search.

At around 1:50 p.m. today in Sitio Lupa in Barangay Calumpang, this town, a certain Salvador P. Casio, married and a resident of Caneja Street in Naval, Biliran was arrested.

CALUMPANG, Naval, Biliran – An early morning raid conducted by joint police elements of Naval police station and Biliran provincial anti-drug special operation task force yielded the biggest illegal drug confiscation with 15 big sachets of shabu.

The raid which was conducted at around 1:00 a.m. of Tuesday, October 27, 2015 in Barangay Calumpang, Naval, Biliran led to the arrest of Mario Cervo, aka Pangag.

The following persons were arrested during the raid of Servo’s house in Barangay Calumpang early morning today: Vicente Servo, 52 years old, Rodel Batuto, 24 years old, all from Barangay Calumpang, Marvin Delfin, 39 years old from Barangay Smo. Rosario and Winnly Mades, 36 years old from Barangay Caray-Caray, Naval, Biliran.

Other items seized during the raid were one (1) piece medium size and two (2) pieces small size of transparent heat sealed plastic sachets containing white crystalline substance believed to be shabu, one (1) piece of color white plastic  bottle, one (1) piece empty Maxman capsule container and one (1) piece digital weighing scale.

NAVAL, Biliran – The circumstances surrounding the recent incident about the missing young seafarer from Sitio Dapdap of Barangay Agpangi, this municipality, offer more questions than answers.

 

Did he commit suicide, as implied based on the seafarer’s short handwritten note and other observations of his co-workers in the ship? Or was it purely a job-related incident?

Aldrin Vaporoso Estrera, 22 years old and a first time seafarer, was reported missing from the list of crew of MV Busan Star, a bulk carrier, at around 12:52 pm on October 26, 2015.

His father, Alejandro Calvez Estrera, 54 years old and a seafarer also, reported that the last time his son informed him was that MV Busan Star was traveling on a 45-day voyage from United States of America going to Southeast Asia, particularly to dock in Sri Lanka.

Aldrin, who was an apprentice with a Bachelor of Science in Marine Transportation (BSMT) from Naval State University (NSU) in 2013, was hired as a mess man of the Parola Maritime Agency Corporation.

Based on the letter sent by Francis K. Hong, Senior Operations Manager of the shipping company, to his mother, Marina Vaporoso Estrera, Hong narrated in the letter that at around 7am he went down to eat his breakfast but Estrera (mess man) was not around. He was informed by the chief cook that probably the mess man was sick and was not able to get up for work. Hong added that he went back to his cabin after doing some of his work.

Around 8 am, the Chief Officer came and inquired if Estrera had cleaned his cabin but was informed that the latter was sick and was not able to work. He then responded that Estrera was nowhere to be seen. Hong and the Chief Officer then searched the engine room and the crew accommodations but to no success. In his cabin a handwritten letter addressed to his mother was discovered.

According to his father, the ship crew impliedly reported that his son committed suicide because Aldrin could not sleep because of family problem which is in contrast to his belief and trust to his son.

Aldrin’s father is not also certain if it is the handwriting of his son, and if it is his son’s handwriting, he believed the life of his son was in danger.

He told that Aldrin is about to sign off after that voyage since his contract has already ended.

Aldrin’s father is strong in his belief that there is bad intention on his son and he is determined to file a complaint.

There was also an information gathered by Aldrin’s concerned friends from his co-workers in the company of the ship he aboard that Aldrin had complained a Korean co-worker where the latter sow hatred on him.

There were also insights gathered from some experienced seafarers asked relative to the incident of disappearance of Estrera aboard a foreign vessel such as 1.) there is a possibility that Estrera fell from the ship while working especially if he is not wearing safety precautionary instrument; 2.) the ship captain lacks the work experience in properly managing his subordinates especially on their safety; 3.) a worker is prone to accident if he will not listen properly to the instructions given by the ship captain or will not observed the standard operating procedures implemented by the company; or 4.) there was carelessness on the part of the worker.

BPPO implements IMPLAN re: “Kalag-Kalag Paghinumdom” 2015

NAVAL,Biliran – With only two days before the observance of the All Saints and All Souls Day on November 1 and 2 respectively, the Philippine National Police (PNP), Biliran Police Provincial Office (BPPO) has already put in place its security coverages, public safety measures and contingency plans dubbed IMPLAN re: “Kalag-Kalag Paghinumdom” 2015.

  
This was revealed by PSupt. Edwin Barbosa, the new BPPO deputy provincial director for operations in his guesting together with PInsp. Teodora Salarza, chief of the BPPO Police Community Relations (PCR) section in the Kapihan at Pulong-Pulong ng Bayan hosted by the Philippine Information Agency (PIA)-Biliran Provincial Information Center on Friday, October 30.

Barbosa said these operational guidelines are the guideposts of all the police stations in the eight towns here in Biliran province in the implementation of each respective public safety measures and contingency plans in relation to the observance of Undas 2015.

Part of the operational guidelines of IMPLAN re:“Kalag-Kalag Paghinumdom” 2015 is to enhance police presence and security patrols in areas frequented by general public and other transposrt faciities and terminals like bus stations, seaports, cemeteries, churches, resorts and other areas vulnerable to terrorist hostile activities.

“We will deploy at least two police personnel at the entrance area of the cemetery”, Barbosa said, to provide security and maintain peace and order aside from putting-up police assistance desk manned by police personnel in public terminals and seaports here in Biliran province.  

The police personnel manning the police assistance desk in public terminals and seaports will assist the public in addressing their information needs and in maitaining peace and order in those areas, Barbosa added.

He further said, PNP-BPPO will deploy road safety marshals in strategic areas along the routes to and from cemeteries and other areas of convergence; maintain a safe exclusion area for all conveyances vehicles away from the cemetery; coordinate with LGUs, concerned national government agenciess and non-government organizations for their assistance in addressing traffic congestions in major thoroughfares; ccordinate with the local health centers and offices for the availablity of medical team in the cemetery; and provide security coverages to power plants, telecommunications relay stations and other vital installations.

He also reminded the public to be vigilant of the “akyat-bahay” group, which might take advantage in times like “Undas” where people are away from their homes, to enter houses and steal valuables.

The PNP-BPPO policemen will likewise undertake security patrols in residential areas to prevent from “akyat-bahay” perpetrators. (fj/PIA 8 Biliran)

NAVAL,Biliran,  – The Health Education and Promotion Officer (HEPO) of the Biliran Provincial Health Office (BPHO) in Biliran province said that all health facilities and medical teams are on white code alert during the traditional annual observance of “Undas” this year as people flock to the cemeteries to visit their dearly departed members of the family, relatives and friends.

Vanessa Veloso Ramirez, HEPO of the Biliran Provincial Health Office said, white code alert is declared by their office everytime there is mass gathering or national event wherein there are possibilities of emergency conditions that may need immediate medical attention.

“Health facilities and medical teams are on standby and ready for immediate mobilization”, Ramirez said, especially during observance of the All Souls Day and All Saints Day on November 1 and 2 where there are presence of mass of people going to cemeteries the municipalities of Biliran province to visit their departed loved ones.

Ramirez also gave important health tips to the public in times of their visit to cemeteries which are helpful to avoid being inflicted with diseases like abdominal pain, diarrhea, food poisoning, hepatitis and heat stroke.

She advised the public to bring their own food and water to ensure safe preparation and to avoid diarrhea and food poisoning. She also advised the public to bring foods that have longer shelf-life.

Ramirez also warned the public from buying street foods or foods peddled in cemeteries since sanitation and safety of these foods are doubtful as these might be exposed to dust and other disease-carrying organisms which may cause abdominal pain, diarrhea, hepatitis and food poisoningand other diseases.

“It is also helpful to schedule the visit in cemetery either early in the morning or late in the afternoon to avoid too much exposures to the sun’s ultraviolet rays”, she further said.

“Special attention must be given to younger children and older adults as they are more prone to experience heat strokes”, Ramirez emphasized and further advised the public to bring potable drinking water, wear protective clothing and gears such as umbrella and cap.

The Biliran HEPO told people with hypertension to make sure that they have taken their maintenance medicines before going to cemetery where exposure from heat of the sun and big crowd are inevitable.

“It would be better not to bring along babies and small children to cemeteries and memorial parks as they are vulnerable to contracting diseases due to their low resistance to infection, heat and congestion”, she further said.

She advised the public that if and when experencing symptoms of stomach ache, vomiting and drowsiness, it would be better to immediately go to the nearest hospital or health center for immediate medical attention and treatment. (fj/PIA 8 Biliran)

Court acquits policemen involve in Chong ambush incident

Inocentes St., Brgy. P. I. Garcia, Naval, Biliran which resulted in the killing of Alberto Parilla and Antonio Barcelo and the wounding of  Jose Q. Casas, all security escorts of Charles Chong were acquitted in a decision by a regional trial court judge here in Region 8. The court decision was promulgated by Judge Altone M. Miralles, presiding judge of the 8th Judicial Region, Regional Trial Court (RTC) Branch 8, Bulwagan ng Katarungan in Tacloban City on October 30 , 2015.

Acquitted for murder, frustrated murder and attempted murder under Criminal Cases Nos. 2709-2712,/2709 and 2710-2711/2712 are SPO2 Renato B. Saul, PO3 Jovito Say Cabillan and SPO3 Charlie Almine Ando, Jr..

SPO2 Saul was a personnel of the Biliran Police Provincial Office (BPPO) while PO3 Cabillan and SPO3 Ando were personnel of the Criminal Investigation and Detection Group (CIDG) in Biliran province. I4th paragraph mi Lon aron mailhan diin sila na belong nga unit.

Judge Miralles ordered the acquittal of Saul, Cabillan and Ando for failure of the prosecution to prove the guilt of the accused beyond reasonable doubt.

Judge Miralles also directed in his decision the chief warden of the provincial jail of Leyte to release all the accused from its custody unless they are detained for some other lawful cause or charges.

Homobono Ubaldo Bardillon, provincial jail warden of Leyte provincial jail, signed the certificate of discharged of detention of Saul, Cabillan and Ando on October 30, 2015 based on the decision of Judge Miralles.

Saul, Cabillan and Ando were detained in the Leyte provincial jail on April 8, 2011.

Prior to the decision of RTC Branch 8, SPO2 Saul was already exonerated on his administrative and grave misconduct charges based on the decision of Police Chief Superintendent Arnold Rayala Revilla, regional director of the Police Regional Office 8 in Camp Ruperto Kangleon, Campetic, Palo, Leyte on January 31, 2011.

Chong ambush in biliran, Court acquits three cops

TACLOBAN CITY , Philippines— After more than five years of detention, the three policemen—accused of murder, frustrated murder and attempted murder during an ambush outside the house of Charlie Chong in Naval town of Biliran—were finally freed.

The three policemen, Jovito Cabillan, Charlie Ando Jr. and Renato Saul, bursted into tears of joy after Judge Altone Miralles, of the Regional Trial Court in Tacloban City, acquitted them from the crimes.

“For the failure of the prosecution to prove the guilt of the accused beyond reasonable doubt, the (three) accused are hereby acquitted from all the crimes charged,” stated the dispositive portion of a 12-page decision of Miralles promulgated yesterday.

Charlie Chong, father of former Biliran congressman Glenn Chong, who was the private complainant, the families of the victims and their lawyers did not show up during the promulgation in court, where the families and lawyers of the accused yelled with joy over the decision.

Cabillan and Ando, both members of the Criminal Investigation and Detention Group in Biliran, and Saul, who was then assigned to the Biliran Police Provincial Office, were accused as the gunmen in the attack on Chong and his two bodyguards and a civilian.

The incident happened outside the Chong residence at Barangay P. Garcia in Naval town at around 7 p.m. on June 7, 2008. Three assailants fired at Chong but missed, shot dead his security escorts, Alberto Parilla and Antonio Barcelo, and wounded a certain Jose Casas.

Close to two years after the incident, Cabillan, Ando and Saul were tagged as the assailants and the Biliran prosecution’s office accused the three of “conspiring and confederating and mutually helping one another with the intent to kill Chong, Parilla and Barcelo using high-caliber firearms,” which also resulted in the serious wounding of Casas. When the case was filed in court, the three policemen were committed to prison on January 2010.

The RTC, however, found no “conspiracy” after all and that there was no proof that the three were actually the assailants, considering that it was dark at the time to identify them correctly. Even the wounded Casas failed to identify the three as the perpetrators.

The testimonies of all prosecution witnesses failed to prove any conspiracy, and that these could not be offered as evidences to establish conspiracy beyond reasonable doubt, the court said.

Ando, who kept himself composed while the verdict was read, later said his priority now is to recover all that was lost of him during his detention. “I will go back to police service,” he said. His daughter Vanessa added that she will now continue her nursing studies, which was stopped when her father was imprisoned.

Cabillan’s 21-year-old son Jovi, shortly before the promulgation, was resigned to whatever the court decision would be, but when the decision came out, he told The Freeman: “There is real justice in the country.”

Senior Superintendent Domingo Cabillan, elder brother of Jovito Cabillan, also hailed Judge Miralles decision. “My brother is now a free man, and can go back to his work as a police officer. I want him to start a new life.”

Lawyer Emmanuel Tabao, counsel of Cabillan, said they are now studying what possible civil damages they could file against the complainant who, he said accused his client of “fabricated charges.” (FREEMAN)

BOI okays Nickel Asia’s equity purchase in Biliran geothermal

The Board of Investments (BOI) under the Department of Trade and Industry has given go-signal to Nickel Asia Corporation’s (NAC) equity purchase in the planned 100-megawatt Biliran geothermal power project.

The transaction involving NAC will change the ownership structure of the Biliran Geothermal, Inc. (BGI), the project’s corporate vehicle.

Effectively, NAC is the majority equity holder in Emerging Power, Inc. (EPI), which currently is the major investor in the Biliran geothermal venture with 60-percent stake.

Prior to the transaction firming up NAC’s entry into the project, it was another Filipino firm Filtech Energy Corporation which had been holding the majority interest of 60 percent in the Biliran project; while Iceland firm Orka Energy holds the balance of 40-percent.

For the project to advance, NAC has guaranteed “the loan facility of EPI for up to P3.0 billion over a three-year period to finance EPI’s renewable energy projects.”

In a statement to the media, EPI president Martin Antonio Zamora has noted that they consider the Biliran concession “as one of our major projects.”

He thus assured the BOI that “the project will materialize,” and that the plant will eventually augment power supply and economic benefits to its host community.

From a targeted capacity of 100MW, EPI has further indicated that initial research also shows “another estimated 170MW could be developed in the northern part of the concession area.”

The company said it already completed drilling of at least eight wells in the southern portion of its awarded service area.

The Biliran venture has been granted a 25-year geothermal renewable energy service contract covering 260 kilometers of concession area in Biliran province.

Biliran engineering district implements quality control activities on school building projects

NAVAL, Biliran– In line with the mission of the Department of Public Works and Highways (DPWH) to provide and manage quality infrastructure, the Quality Assurance Section (QAS) of DPWH-Biliran District Engineering Office (BDEO), headed by Engr. David Adongay, Jr., District Engieer, implemented quality control activities in all 2015 school building projects in Biliran province.

In a report from DPWH-BDEO, the agency commissioned E.B. Testing Center of Tacloban City to conduct series of sub-surface explorations at the proposed project sites in various recipient secondary school in the province.

A 10-meter deep bored hole was done in three different locations per project site which will serve as benchmark in the exploration activity to determine soil properties and the ability of the soil foundation to resist against ground settlement, the DPWH-BDEO report stated.

Engr. Reynaldo P. Penaflor, head of the QAS of the DPWH-BDEO, said he send some personnel of his office to witness the conduct of the exploration in the proposed project sites.

“In the design of school buildings, soil preparation played an essential role in the determination of the type of foundation suitable to ensure structure stability and safety”, Penaflor further said in the report.

In the report, the following are the 2015 school building projects which will be implemented in the different secondary schools in the province of Biliran: 2-storey, 6-classroom school building, Almeria National High School, Almeria, Biliran; 2-storey, 6-classroom building, Biliran National High School, Biliran, Biliran; 2-storey, 6-classroom school building, Biliran Science High School, Biliran, Biliran; 2-storey, 6-classroom school building, Bool National High School, Culaba, Biliran; 3-storey, 6-classroom building, Cabucgayan National High School, Cabucgayan, Biliran; 2-storey, 6-classroom building, Cabucgayan National School of the Arts (CNSAT), Cabucgayan, Biliran; 2-storey, 6-classroom school building, Culaba National Hgh School; Culaba, Biliran; 2-storey, 4-classroom school building, ICT High School of Eastern Biliran, Caibiran, Biliran; 2-storey, 6-classroom school building, Kawayan National High School, Kawayan, Biliran; 2-storey, 6-classroom school building, Lucso-on National High School, Naval, Biliran; 2-storey, 8-classroom school building, Manlabang National High School, Caibiran, Biliran; 2-storey, 6-classroom school building, Naval National High School,Naval, Biliran; 2-storey, 4-classroom school building, Naval Night High School, Naval, Biliran; 2-storey, 6-classroom school building, Naval School of Fisheries, Naval, Biliran; 2-storey, 4-classroom school building, Tabunan National High School, Almeria, Biliran; 2-storey, 6- classroom school building,Tucdao National High School, Kawayan ,Biliran; and 2-storey, 6-classroom school building, Western Biliran School for the Arts and Culture, Almeria, Biliran.

There are already two school building projects that have been started at present and these are the 2-storey, 6-classroom school building in Naval National High School and the 2-storey, 4-classroom school building in Naval Night High School both located in Naval, Biliran.

Penaflor added that he has assigned material engineers from his office to take serious monitoring on the quality control activities conducted on site from the start until project completion. (fj/PIA 8 Biliran)
