Naval, Biliran— Strong currents of floodwaters brought by the heavy downpours of rain caused by Typhoon Quinta last night resulted in the destruction of the two detour bridges in this town.
The riprap of the foundation at the detour bridge of Brgy. Caraycaray was found this morning to have a big hole after the strong currents of water from the overflowing river eroded the foundation of the approach to the detour bridge.
A backhoe from the DPWH Biliran that tried to remove the debris that blocked the passage of water under the detour bridge nearly fell to the river, because the ground equipment was located in a portion that was softened by the water.
Another backhoe owned by the DPWH Biliran pulled the backhoe to the higher ground.
In the detour bridge in Brgy. Catmon, strong floodwaters can still be noticed over the spillway of the detour and the overflowing waters last night caused potholes on the surface above. The situation makes it hard for small vehicles to pass because of the holes.
However, the two detours are still passable for light vehicles this morning.
Big waves also are seen striking the port of Naval, the Capital town of Biliran. The big and strong waves also brought garbage to the port.
No report of casualty or untoward incident was reported in this town.
NAVAL, Biliran – The Department of Public Works and Highways (DPWH) – Biliran District Engineering Office (DEO) has completed the restoration works of the scoured approaches of the Caraycaray and Catmon Bridge detours.
David P. Adongay Jr., District Engineer informed that effective 6:00 AM on October 27, 2020 the Caraycaray and Catmon Bridge detours along Biliran-Naval section are now open to all types of vehicles (lightweight, four (4) wheels and heavy equipment).
Restoration works which involve backfilling were done in coordination with DPWH-BDEO and LM Baltonado Construction.
According to Adongay, DPWH-Biliran DEO is exerting their efforts and closely monitoring and coordinating with the contractor under contract with DPWH Regional Office VIII to restore the said detours for the safe passage of the motorists and the travelling public.
“These detours are deemed important as the construction of both Caraycaray and Catmon Bridges are on-going at present,” said Adongay.
“Travelling public especially heavy equipment operators will no longer need to take a longer route to travel to the capital town of Naval and to its neighboring municipalities,” the District Engineer added.
The District Engineer also acknowledges the help extended by Businessman Mr. Robert Juve Yao Ang to fast-track the repair of the detours.
The Caraycaray and Catmon detours were damaged due to continuous heavy rains brought by Tropical Storm “Quinta” on October 25, 2020.

TYPHOON “ROLLY” MAINTAINS ITS STRENGTH AS IT MOVES WEST-SOUTHWESTWARD TOWARDS BICOL REGION.
Track and intensity outlook:
• Track: On the forecast track, the center of the eye of the typhoon is forecast to pass very close to Catanduanes, the Calaguas Islands, and very close to mainland Camarines Provinces tomorrow morning, and over Polillo Islands and mainland Quezon tomorrow afternoon. However, due to the proximity of the forecast track to Bicol Region, a landfall scenario over Catanduanes and Camarines Provinces is not ruled out. Nevertheless, violent winds and intense rainfall associated with the inner rainband-eyewall region will be experienced over Catanduanes, Camarines Norte, and the northern portion of Camarines Sur tomorrow early morning through afternoon and over Quezon and the southern portion of Aurora tomorrow afternoon through evening. After crossing Central Luzon, the center of “ROLLY” is forecast to exit the mainland Luzon landmass on Monday morning.
• Intensity: “ROLLY” is likely to remain a typhoon category (185-205 km/h) by the time it grazes Bicol Region and makes landfall over Quezon. During its traverse over Luzon, “ROLLY” is forecast to weaken considerably and emerge as a severe tropical storm or minimal typhoon over the West Philippine Sea.
Hazards affecting land areas:
• Rainfall: Beginning tomorrow early morning, the passage of Typhoon “ROLLY” will bring heavy to intense rains over Metro Manila, Bicol Region, CALABARZON, Central Luzon, Marinduque, and the northern portions Occidental Mindoro and Oriental Mindoro. Moderate to heavy rains will be experienced over Cagayan Valley, Cordillera Administrative Region, Ilocos Region, Romblon, and the rest of Occidental Mindoro and Oriental Mindoro. Flooding (including flash floods), rain-induced landslides, and sediment-laden streamflows (i.e. lahar) may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings as appropriate.
• Strong winds: Destructive typhoon-force winds will be experienced in areas under Tropical Cyclone Wind Signals (TCWS) #3, damaging gale- to storm-force winds in areas under TCWS #2, and strong breeze to near gale conditions in areas under TCWS #1. Based on the intensity forecast, the highest possible wind signal to be raised will be TCWS #4 (for very destructive typhoon-force winds). Potential impacts of the wind conditions to structures and vegetation under each wind signal are detailed in the TCWS section of this bulletin. Elsewhere, strong breeze to near gale conditions due to the northeasterlies will be experienced over Batanes, Babuyan Islands, Ilocos Norte, Apayao, and the coastal and mountainous areas of Cagayan and Isabela (that are not under TCWS #1).
• Storm surge: There is a moderate to high risk of storm surge of up to 3.0 m over the northern coastal areas of Quezon including Polillo Islands and up to 2.0 m over the coastal areas of Aurora, Marinduque, Bicol Region, and Northern Samar and the other coastal areas of Quezon in the next 48 hours which may result in life-threatening and damaging coastal inundation. This storm surge may be accompanied by swells and breaking waves reaching the coast.
Hazards affecting coastal waters:
• Today, rough to phenomenal seas (2.5 to 15.0 m) will be experienced over the seaboard of areas where TCWS is in effect and rough to very rough seas (2.5 to 5.0 m) over the remaining seaboards of Northern Luzon and the eastern seaboards of Eastern Visayas (that are not under TCWS) and Caraga. Sea travel is risky for all types of seacrafts over these waters, especially those under TCWS.
• Moderate to rough seas (1.2 to 2.5 m) will be experienced over remaining seaboards of the country. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.

• At 10:00 AM today, the center of Tropical Depression “ATSANI” was estimated at 1,655 km East of Southern Luzon (13.4°N, 139.5°E). It currently has maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving northwestward at 25 km/h and is forecast to enter the Philippine Area of Responsibility tomorrow afternoon. However, it remains less likely to affect any portion of the country over the next 2 to 3 days. It is likely to re-intensify into a tropical storm in the next 24 hours.

The Department of Public Works and Highways – Biliran District Engineering Office’s (DPWH-BDEO’s) access road project leading to Talustusan Falls in Naval town is now halfway complete.
David P. Adongay Jr., District Engineer said that the project is being fast-tracked for completion on January 03, 2021, the revised expiry date.
“Not only the tourists will benefit from this project but also the farmers along this road project will enjoy a wider, safer, and convenient transport of agricultural products to market centers,” said Adongay.
The improvement of access road leading to Talustusan Falls involves the road opening and concreting and rehabilitation of existing damaged paved road at Sitio Magtaran-an, Brgy. Talustusan with a length of 1.215-kilometer two lane road.
This project is implemented under fiscal year 2020 with a contract amount of P31.3M.
DPWH in convergence with the Department of Tourism (DOT) has allotted P105M under multi-year funding to enhance the hidden waterfalls in the province.
The fund will be implemented by phases from year 2020-2022 with a total length of 4.715-Kilometer two-lane road with a width of 6.10-meter and a thickness of 0.23-meter.
The completion of this project by phases will help boost tourism in the province. Walking time will also be reduced from 30-40 minutes to just 3-5 minutes to reach the waterfalls.
THREE most wanted persons were arrested in Eastern Visayas Sunday, November 1, 2020.
In Biliran, Biliran, police arrested Deolito Abrigo, 68, for the crime of murder and Frederick Estancia, 29, for the crime of rape.
Abrigo is identified as rank number 2 most wanted person-provincial level while Estancia is rank number 6 most wanted.
No bail bond was recommended to the two accused.
Police said the warrants were issued by Honorable Luz Navarrete, presiding judge of Regional Trial Court (RTC) Branch 16 in Naval, Biliran.
In Matag-ob, Leyte, police also arrested the top 1 most wanted person-municipal level for the crime of rape.
The accused was identified as Aljon Precillas, 20, and a resident of Barangay Sto Rosario, Matag-ob.
Presiding Judge Mario Quinit of RTC-Branch 12 in Ormoc City issued the warrant with no recommended bail bond.

Tacloban City (CNN Philippines, November 5) — Biliran Governor Rogelio Espina is offering a reward of up to P20,000 for anyone who can help identify three men photographed shooting a critically endangered Visayan hornbill.
A post on the Biliran Island’s official Facebook page quoted Espina as saying that the reward would range from ₱5,000 to ₱20,000.
Photos of the poachers as well as the Visayan hornbill were posted by Julius Sabile on social media over the weekend. The poachers were shown using a homemade gun during the incident in a forested area of Libtong village.
Sabile said that he told the men not to shoot the bird but they did not listen to him.
The Department of Environment and Natural Resources’ office in Eastern Visayas said the Visayan Hornbill is one of the identified critically endangered bird species in the country.
It is usually found in the rainforest in the islands of Panay, Negros, Masbate, Guimaras, and Ticao.
The agency added that those found capturing and killing the critically endangered bird could face a jail time of up to 12 years and payment of fine ranging from ₱100,000 to ₱1 million, as mandated under Republic Act 9147 or the Wildlife Resources Conservation and Protection Act.
In its last assessment. the International Union for Conservation of Nature’s Red List of Threatened Species lists the bird as endangered, adding there were only around 1,200 mature individuals in existence.

Almeria, Biliran— A minor driving without license a single motorcycle is presently recuperating from his injuries at the Biliran Provincial Hospital after a head on collision with another single motorcycle driven by a minor who has no driver’s license also about 9:10 in the evening last night (Nov 5) along the National Highway of Brgy. Almeria COP Police Lt. Jeff Allan Castila, identified the injured minor as 17 yr old, male and his back rider John Paul Malagsik, 25, with live-in partner, both residents of Brgy. Tabunan here. While the driver of the other single motorcycle was identified as 16 yrs. old, male, single, a resident of Brgy. Poblacion of this municipality. The two drivers are both driving without drivers’ license.
Investigation conducted by the local police disclosed that vehicle the motorcycle driven by the 17 yr old minor a Honda Beat 125 cc, color blue and black, with temporary Plate Number 0801-0263995 departed from Naval, Biliran bound to Brgy Tabunan, Almeria, Biliran and was traversing along the National Highway when the incident happened.
Case investigator Police Staff Sergeant Marvyn B Demate, told media that upon reaching Brgy. Matanggo, the single motorcycle driven by the 16 yr old minor a Suzuki Raider 110cc Colour Blue and Black, with Plate No. 8275-HB traversing the opposite lane going coming from Kawayan, Biliran and bound to Brgy Poblacion, Almeria swerved into the lane where the motorcycle driven by the 17 yr old was traversing and in the process resulted to a head on collision. Upon impact Sergeant Demate said that the 17 yr old driver and his back rider fell into the pavement and sustained injuries at the different parts of their bodies while the 16 yr driver fled away into unknown direction and was heard crying thoroughly.
A certain Kyle Malabat, who happened to be in the area, told the police about the identity of the crying fleeing minor driver.
The two injured person were immediately brought by ambulance from the Rural Health Unit of Almeria to Biliran Provincial Hospital in Naval town for treatment and the two are still recuperating for their injuries in the said hospital as of press time.

Naval, Biliran— Three houses including a bakery were totally gutted by fire and one neighboring house was partially burned when a fire of still unknown origin occurred about 1:44 in the morning today Saturday (Nov 7) in this municipality.
Fire Inspector Zardoz Abela, Municipal Fire Marshall, identified the house owners as Lucio Mangco, owner of Rivera Bakery, and Fe Tambis, and the partially gutted house belonged to Engr. Warlito Alagao Sr.
The local fire bureau said that a certain Michael Arpon, a helper of the Bakery, called up their station about 1:50 in the morning today about fire that broke in the area.
The firemen immediately responded to the call and upon arrival noticed that the fire was already huge, because most the houses were made of light materials.
The fire reached the first alarm with a fire truck Almeria joining the local fire bureau in putting out the fire.
Initial report from the account of the people in the area stated that the fire started at the Rivera Baker, owned by Mangco. Because the store was made of light material, the fire burned the backs of the workers of the bakery, who ran towards the house owned by Tambis, which was also quickly burned because the house was also made of light materials.
Later the fire spread to the house of Engr. Alagao and gutted the rooms on the second floor.
The fire was controlled about 2:14 in the morning and was totally out about 2:55.
Fe Tambis incurred a wound after hitting a wire while going out of her house, but the wound is only slight. No casualty was reported.

Cabucgayan, Biliran— A newly identified drug peddler who is in PDEA’s priority list yielded suspected shabu during a buy bust operation conducted by PDEA agents and operatives of the Station Drug Enforcement Team of the local police about 2:55 in the afternoon of Monday (Nov. 09) in Brgy. Cabucgayan Chief of Police Lt. Teofilo Gervacio III identified the suspect as Randel Alibio, 36, with live-in partner, jobless, and resident of Brgy. Balaquid here.
Recovered from his possession was one sachet containing white crystalline substance suspected to be shabu, procured by an agent in the amount of P1000.
During body search in front of Barangay Officials, representative from the DOJ and media, the searching cop recovered from inside the pocket of the suspect cash money in different denominations and immediately opened and displayed as evidence the 7 pcs. P20 bills.
When the searching cop opened the folded P1000, two more sachets containing the same white substance suspected to be shabu, estimated to be worth P2000, fell from the cash money that bears serial number NY123062, which was a marked money used in the operation.
The suspect during the interview denied owning the illegal items recovered from him, saying he was only in the area to get a health certificate from the Rural Health Unit as he is going to travel. He also denied owning the P1000 cash reportedly the marked money used in the operation. He admitted owning the 6 pcs. P20 bills.

Culaba, Biliran— Two sachets containing white crystalline substance were recovered by operatives of the Station Drug Enforcement Team of the local police and agents from the PDEA from a drug surrenderee during a buy bust operation about 11:00 in the evening on Tuesday (Nov 10) in Brgy. Police Lt Ismael Corzon, COP Kawayan Police Station identified the arrested suspect as Rolando Andaya y Gozon 54, married, jobless a resident of of Brgy. Inasuyan, Kawayan, Biliran. The suspect is described by both the police and the PDEA as watch listed drug personality and considered as Priority Target List-High Valued Target (PTL-HVT).
Recovered from his possession was one sachet containing white crystalline substance suspected to be shabu procured by a poseur buyer cop in the amount of P1000. During body search in front of barangay official, DOJ Representative and Media the searching cop recovered from his pocket cash in different denominations and two more sachets containing the same white crystalline substance suspected to be shabu estimated to weigh more or less 3 grams with an estimated amount of P24, 000. Among those recovered inside the pocket of the suspect was a 1000 bill bearing serial number EVO63840 a marked money used in the operation.
The suspect denied owning the illegal item recovered by the police from him. He asked the arresting policemen if their conscience won’t bother them when they arrested him for accomplishment. In his anger the suspect blew several times all the evidences in table readying for inventory which the police investigator picked this up from the ground.

The suspect was arrested by virtue of a Search Warrant No. 04-2020 for Violation of Sec 28, RA 10591 issued BY Hon. Luz P. Navarette, Presiding Judge 8th Judicial Region Branch 16, Naval, Biliran date on Nov 5, 2020.
The arrest stemmed from a confidential report that the suspect is in possession of an unlicensed firearms inside his residence. The police conducted a case build up and surveillance after receiving the report and applied for a Search Warrant when they found the report positive.
During the search inside the room of the suspect the searching cops recovered under several clothes one .45 caliber pistol model M1911A1 U.S. Navy with Serial Number 977819, loaded with one piece magazine, and four live ammunitions.
The arrested businessman did not issue any statement to the media why he possessed an unlicensed firearm.
The confiscated firearm was brought to the Maripipi Police Station for booking and other documentation. While charges of Violation of RA 10591, the Comprehensive Law against Illegal Possession of Firearms, Ammunition and Explosives is being readied by the local police. – BiliranIsland.com

Naval, Biliran— Five sachets containingwhite crystalline substance suspected to be shabu were recovered by operatives of the Station Drug Enforcement Team of the local police and agents from BiliranField Office of PDEA during a buy bust about 9:50 in the morning on Thursday (Nov. 12) at Brgy Agpangi here.
Naval Chief of Police Major Michael John Astorga identified the suspect as Jay Sabinay, 37, a.k.a “JayAdik”, single, fish vendor, and a resident of the said place.
Recovered from his possession was a sachet containing white crystalline substance suspected to beshabu procured by an operative in the amount of P1000.
During body search in front barangay officials, representative from the DOJ and media the searching policemen recovered from his pocket a color brown purse that when it was opened yield cash money in different denominations paraphernalia in packing shabu and later four more sachets containing the same white crystalline substance suspected to be shabu estimated to worth P4000.
One of the cash money found in the purse was a P1000 bill that bears serial number JM360759, which was the marked money used in the operation.
The suspect during the interview denied owning the illegal evidence recovered by the police from him. He only admitted owning the small bills of P20 and P50 bills but denied owning the P1000 bill and the color brown coin purse.

POLICE in Eastern Visayas arrested two wanted persons for cases of illegal possession of firearms and murder in separate operations in Leyte.
On Saturday, November 14, Albuera municipal police nabbed Trifon Sularte, 81, for alleged violation of Section 28 of Republic Act 10591, otherwise known as “Comprehensive Firearms and Ammunition Regulation Act.”
The operating unit, led by Captain Alexander Alfonso, arrested the said accused by virtue of a warrant dated November 12, 2020, which was issued by Honorable Carlos O Arguelles, presiding judge of Regional Trial Court (RTC) Branch 14 in Baybay City.
The judge recommended a bail of P120,000.
In Carigara, Leyte, police arrested Peter Ivan Peñaflor, listed as rank 3 most wanted person-provincial level.
The 26-year-old accused was arrested on November 13 by joint operatives of Biliran Municipal Police Station led by Captain Romeo Sudario Jr., Regional Intelligence Unit-Eastern Visayas led by Senior Master Sergeant Marcel Cantuba, under the supervision of Lieutenant Colonel Felix Gervacio Jr, and Biliran Police Provincial Office led by Lieutenant Alberto Parena, in coordination with Carigara Municipal Police Station.
The accused has a warrant dated September 17, 2020 for the crime of murder.
Honorable Luz Navarrete, presiding judge of RTC-Branch 16 in Naval, Biliran issued the warrant, with no bail bond recommended.

TACLOBAN CITY –– The municipal hall of Maripipi in Biliran province sustained damage after the magnitude 5.0 quake that hit Pio V. Corpuz town in Masbate on Sunday, Nov. 15.
Mayor Joseph Caingcoy said the earthquake left big cracks in various offices of the municipal hall, including his own office.
The municipal hall, which was built in 1961, was subsequently declared uninhabitable.
Caingcoy holds office at his residence, while government employees work at the municipal gymnasium.
A new municipal hall has been constructed and is expected to be completed by next year.
Maripipi, an island town of Biliran, felt the quake at Intensity 4.
On Monday, the town was rocked by another earthquake, as reported by the Philippine Institute of Volcanology and Seismology (Phivolcs).
The first quake, with a magnitude of 2.7, was felt at 3:22 a.m.
Another quake, with a magnitude of 3.6, hit the town at 8:34 a.m.
Ecole Gaviola, secretary of the town mayor, said Monday’s quakes did not cause any damage reported.
“But the people here were still shocked because of last Sunday’s earthquake. It was really strong, and now we have another quake this morning,” he said.
NAVAL, Biliran (BDEO)- To address the recurring problem on the Caraycaray and Catmon Bridge Detours in Naval town, the Naval Local Legislative Members and the Department of Public Works and Highways – Biliran District Engineering Office (DPWH-BDEO) joined hand in hand to find solution for the problem.
During the 59th Regular Sangguniang Bayan (SB) Session of the Local Legislative Members on November 16, 2020 at SB Session Hall, David P. Adongay Jr., District Engineer (DE) and Alfredo L. Bollido, Assistant District Engineer (ADE) clarify and explain some issues regarding the controversial bridges and detours in Naval, Biliran.
Recently, the Catmon and Caraycaray Bridge Detours became unpassable to the travelling public due to the continuous heavy rains brought by subsequent typhoons: Rolly (October 25, 2020) and Ulysses (November 10, 2020) that caused the water to overflow which resulted to erosion of the bridge detours.
To prevent or minimize the situation of the said detours, Hon. Eduardo B. Gaviola, SB Member suggested to DPWH thru DE Adongay to improve the roadway of the Catmon Bridge detour by concreting it, similar to the detour of Caraycaray Bridge. Gaviola also suggested to conduct a rechanneling on the Catmon and Caraycaray rivers.
Citing the construction/ widening of the Anas Bridge project, Gaviola said that the bridge was no longer inundated as it used to, after the said project was completed. In his assumption, because the aggregates used during the construction of the said project was taken from Anas River, it makes the river deeper and wider, thus less likely for water to overflow.
The suggestion was supported by Hon. Ben T. Olid, SB Member. He added that if rechanneling would be done, quarried materials should be taken away or be placed at the back of the flood control where it cannot return to the river.
DE Adongay explained that the district office has already submitted request for funding, not for rechanneling but for dredging of all rivers in Biliran right after typhoon Urduja in 2017.
However, Adongay said that there was no action taken regarding this request. The District Engineer suggested to the Local Legislative to conduct a topographic survey in coordination with the Department of Environment and Natural Resources (DENR) to determine the portion of the river channel where dredging/ rechanneling has to be undertaken. He suggested the SB Members to pass a resolution through the Congressman of the Lone District of Biliran requesting the DPWH for funding of the project.
On the status of the construction/replacement of Caraycaray Bridge currently being implemented by the DPWH Regional Office VIII, the District Engineer reported that the delay has remained caused by the unavailability of required pile integrity and dynamic strain tests, since accredited companies (geotechnical firms) from Manila and Cebu are still affected with travel restrictions due to the prevailing pandemic.
According to Adongay, the said construction tests are part of the construction process and a requirement. He explained that the absence of the said tests will affect the bridge construction process which will result to variation order and additional expenses. The said tests are also needed for the Construction/ Replacement of the Catmon Bridge.
Hon. Marietta C. Ebio, SB Member clarified that workers who are doing projects in the Province are no longer required to undergo quarantine as long as they will coordinate with the LGU. According to Hon. Ebio, workers can immediately report to their work assignments as long as they will just be in one place for the whole stay.
During the session, some issues were also brought up concerning DPWH infrastructure projects.
The meeting concluded with DE Adongay assuring that the suggestions/ recommendations taken during the meeting be brought to the attention of the DPWH Regional Office for action.
TACLOBAN CITY – A total of 12,508 additional housing units for Super Typhoon Yolanda victims will rise in Eastern Visayas, Cabinet Secretary Karlo Alexie Nograles said on Friday.
In a virtual press conference, Nograles, who heads the Task Force Yolanda, said they target to complete these projects before the term of President Rodrigo Duterte ends on June 30, 2022.
“This is one of the reasons why the President has extended the term of the task force, which expired in August,” he said.
The recipients of the additional housing projects are Tacloban City, the regional capital, and the towns of Tolosa, Burauen, Tanauan, Barugo, Capoocan, Dagami, Dulag, Leyte, Villaba, and Javier all in Leyte; Biliran and Kawayan, both in Biliran; and the towns of Zumarraga, Talalora, and Daram.
Nograles said the national government has allocated PHP7.4 billion for the construction of additional 20,615 housing units requested by local government units, of which 8,107 will rise in Western Visayas.
The project is in addition to the 52,985 Yolanda houses targeted for construction in the region, of which 36,116 have been completed and 25,293 have been awarded to beneficiaries as of mid-2020, according to the regional development council.
He said they target to complete all housing projects along the Yolanda corridor as soon as possible and immediately award completed units to beneficiaries.
As of October 25, the National Housing Authority has completed 135,189 housing units while some 32,222 units are under construction, he added.
Among the municipalities in the region with 100 percent completed housing projects are Babatngon, Tanauan, MacArthur, Mayorga, Inopacan, and the cities of Baybay and Ormoc; the towns of MacArthur, Lawaan, and Mercedes in Eastern Samar, and Almeria and Caibiran towns in Biliran.
“We want to finish them fast. We have conducted a series of virtual turnover ceremonies for the past months and more will be awarded this December, particularly in Eastern Visayas,” Nograles said.
He added that the task force also conducts a monthly meeting to monitor the accomplishments of the Local Water Utilities Administration and National Electrification Administration in ensuring that each resettlement site has a proper water system and electricity.
“Yolanda”, said to be the strongest typhoon in world history, struck the central Philippines and wreaked havoc on 175 cities and towns in 14 provinces in six regions.
The total damage cost and losses in “Yolanda”-affected areas reached PHP101.79 billion, of which PHP48. 79 billion came from Eastern Visayas. (PNA)

Naval, Biliran— A vulcanizing shop operator yielded 5 sachets containing white crystalline substance suspected to be shabu during a buy bust operation conducted by the Station Drug Enforcement Team about 3:50 in the afternoon on Wednesday (Nov 25) in Brgy. Talustusan of this municipality.
Naval Chief of Police Major Michael John Astorga identified the suspect as Melvin Coleta, 27, self-employed, with live-in partner and a resident of Brgy. Talustusan.
Recovered from his possession was one sachet containing white crystalline substance suspected to be shabu procured by an operative in the amount of P500. During body search in front of barangay officials, representative from the DOJ and media, the searching cop found a Nokia 3310 cellular phone from the suspect. When this was opened, four more sachets containing the same white crystalline suspected to be shabu were recovered, with an estimated value of P4000.
The searching cop also recovered a P1000 bill bearing serial number QE494842, which was the marked money used in the operation.
No statement was issued by the suspect to the media covering the buy bust.
Charges of violation of RA 9165, the Comprehensive Law against Illegal drugs of 2002 are being readied by the arresting officers against the suspect, who is temporarily detained at the lock up cell of the Naval Police Station.
