NAVAL, Biliran – The on-going construction/ improvement of access road in Libtong, Naval town in support of the agribusiness: food and resource-based processing is now more than halfway complete.

The project which starts from Brgy. Caraycaray – Cabungaan- Libtong is now on its third phase of implementation, according to David P. Adongay Jr., District Engineer.

On-going construction/ improvement of access roads leading to trades, industries and economic zones – Caraycaray-Cabungaan-Libtong road in support of the agribusiness: food and resource-based processing in Brgy. Libtong, Naval, Biliran.

According to Adongay, this is a multi-year funded project from FY 2018-2022 under the Convergence program of the Department of Trade and Industry (DTI) and the Department of Public Works and Highways (DPWH). This project covers a total length of 5.8-kilometer two-lane road concreting with road slope protection, masonry barriers, drainage structures and rehabilitation of damaged pavement with an allocation amount of P187.9M.

To date, DPWH- Biliran District Engineering Office (DEO) has completed a total length of 1.6-kilometer two lane road under 2018 and 2019 implementation.

Currently, DPWH-Biliran DEO is implementing the 1.86-kilometer two-lane road concreting with drainage & slope protection in Brgy. Libtong under 2020 implementation. This project has a contract amount of P46.7M and is now 71.64% complete as of October 31, 2020.

The completion of the project by phases will provide a safer and faster transport of farmers’ agricultural products for food and resource-based processing such as palay, abaca, copra, cassava, camote, curioso and ginger in Brgy. Libtong to the market center in the progressive town of Naval and to the nearby urban areas.

Teenage girl commits suicide in Kawayan, Biliran

POBLACION, Kawayan, Biliran (Biliranisland) – Barely a week after a reported alleged suicide case happened in a village in Culaba town in Biliran Province, another alleged suicide case happened in a village in Kawayan, Biliran Friday afternoon, December 4.

Based on the Kawayan police report, an 18-years old girl from Poblacion, Kawayan, Biliran, allegedly committed suicide at around 5:00 p.m. on December 4.

The police stated that they received a report of a suicide incident around 9:15 in the evening of December 4, and that after the conduct of an investigation on the incident, it was found out that the 18-year-old girl allegedly committed suicide by hanging herself with the use of a bedsheet inside her room at their residence.

The police report added that the motive of the incident is still to be determined and an investigation is still on going. # # #

Newly identified drug peddler nabbed

Naval, Biliran— Three sachets containing white crystalline substance suspected to be shabu were recovered from a newly identified drug peddler during a buy bust operation conducted by the Provincial Drug Enforcement Team of Biliran Provincial Police Office and the Station Drug Enforcement Team about 10: 00 a.m. on Thursday (Dec 10) at Brgy. Santissimo Rosario here.

 

Naval Chief of Police Capt. Michael John Astorga identified the suspect as Mikoh Misa, 28, with live-in partner, jobless, and a resident of the said place.

Recovered from the possession of the suspect was one sachet containing white crystalline substance suspected to be shabu procured by an operative in the amount of P1000.

During body search in front of barangay officials and media, the police recovered from the suspects pocket two pcs. of P500 bills bearing serial numbers DZ373257 and GT132509, which were the mark money used in the operation. Several meters away from the suspect the police found a folded paper that when opened yields two sachets containing white crystalline substance suspected to be shabu with an estimated value of P2000.

The suspect denied owning the illegal item recovered from him. He accused the policeman of planting these evidences to him. He said that he has no money because he has no job and the folded paper found near him was thrown by him when one of the policemen allegedly put this inside his pocket.

But the police denied all the accusations of the suspect towards them.
Charges of violation of RA 9165 the Comprehensive Law against Illegal Drugs in 2002 are being readied by the arresting police against the suspect who is presently detained at the lockup cell of Naval Police Station. – BiliranIsland.com

One killed in motorcycle collision

Cabucgayan, Biliran— A collision between two motorcycles while traversing opposite directions resulted in the death of one driver and the severely critical condition of the other around 5:20 p.m. on Friday (Dec 11) in Brgy. . Looc here.

Chief of Police Lt. Teofilo Gervacio III identified the fatality as Alfredo Arsenal, legal age, married, and a resident of Brgy. Julita, Biliran, Biliran. While the driver in severe critical condition was identified as Juan Quipo, 40, married a resident of Brgy. San Isidro, Biliran, Biliran.

Initial investigation conducted by the local police disclosed that Arsenal was driving a Honda XRM color black with plate number 8468-HA and was traversing from Brgy. Julita, Biliran going to Cabucgayan, while the motorcycle driven by Quipo, a Kawasaki Rouser 135 color black, was in the opposite direction going to Biliran, Biliran. But upon reaching Brgy. Looc, Quipo encroached on the lane traversed by Arsenal resulting in the head-on collision.

The two drivers were brought to the Biliran Provincial Hospital for treatment, but Arsenal was declared dead on arrival by attending Dr. Julieta Tan. Because of the severity of the injury of Quipo, the other driver, he was referred to the Eastern Visayas Regional Medical Center where he was brought there unconscious yesterday. – BiliranIsland.com

Sa gipatigayon nga pagrekisa sa lawas sa suspek atubangan nila ni Anthony Marlon C Mecaral representante sa media, Maricar G Delis, sa Department of Justice ug Reynaldo D Dequina, Brgy. Nakuha usab sa posisyon sa suspek ang usa ka tibuok nga usa ka libo nga adunay BP117528 nga usa ka markadong kwarta gamit sa operasyon.

Ang suspek nagsige ug limod nga nagpayuhot siya ug ginadiling druga didto sa ilang lugar. Apan ang kapolisan miingon gyud nga positibo sila sa pagsikop sa suspek tongod kay usa mahitabo ang buy bust niadtung adlawa pipila usa nila ka mga inpormante ang positibo nga mitumbok sa suspek nga namaligya.

Kasong paglapas sa RA 9165 ang komprehesibong balaud kontr sa illegal nga druga niadtung 2002 ang gisang-at na sa buhatan sa piskalya sa probinsya didto sa lungsod pinaagi sa usa ka Inquest proceeding.

Biliran gov, wife tested positive for Covid

Naval, Biliran – Biliran Governor, Dr. Rogelio J. Espina his wife, Dr. Cecil Espina , have tested positive for COVID-19 and are isolating, according to the Facebook announcement of Governor Espina on December 18, 2020.

Both the governor and first lady underwent RT-PCR swab tests last Wednesday. The two are Asymptomatic and isolating.

They may have contracted the Covid19 virus from his two employees working at his office who were infected.

Governor Espina regretfully announced that he won’t be able to personally attend work matters until the end of his quarantine.

He and his wife are working with health authorities to trace their contacts.

A 36 year old, male, from Barangay Larrazabal, driver of Gov. Espina.
In Kawayan, 1 new positive case, 36 year old, male , from Balacson, who works at the Biliran Provincial Hospital. Currently at the Municipal Isolation Facility.

Gov. Espina is the first provincial governor in Eastern Visayas to be infected, and the sixth elected official who announced testing positive for COVID-19.

Catbalogan, Samar Mayor Dexter Uy and his sister, former mayor and now City Councilor Stephany Uy-Tan were the first elected officials to disclose their infection.

Palapag, Northern Samar Mayor Manuel Aoyang died due to complications from COVID-19.

Also infected were Giporlos, Eastern Samar Mayor Gilbert Go, and Tacloban City Mayor Alfred Romualdez.

Newly identified drug peddler arrested in buy bust

Culaba, Bilira n— A newly identified drug peddler yielded three sachets containing white crystalline substance suspected to be shabu during a buy bust operation about 3:45 p.m. on Saturday (Dec 19) along Brgy. Habuhab here.

Police Lt. Benigno Avila, Chief of the Culaba Police Station identified the suspect as Noel Ortillada, 48, married, jobless, a resident of Brgy. Guindapunan of this municipality.

Recovered from his possession was one sachet containing white crystalline substance suspected to be shabu procured by an operative in the amount of P500.

During body search in front of Hon. Tito Reveldez, NPS representative Leonard Javinez and media personality Anthony Marlon Mecaral, the searching cop recovered from the pocket of his jacket several cash denominations and a matchbox. A P500 bill recovered among the cash from the victim’s pocket bearing serial number SC164249 was marked money used for the buy buys operation and during the opening of the matchbox this yielded two more sachets containing the same white crystalline substance suspected to be shabu with a estimated value of P1000.

The suspect denied owning the illegal evidences recovered from him saying it was just planted by the police on him.

Charges of RA 9165 the Comprehensive Law Against Illegal Drug of 2002 is being readied by the arresting police against the suspect who is temporarily languishing at the detention cell of Culaba Police Station. – BiliranIsland.com

Telco employee killed in freak accident

Naval, Biliran— A Telco employee was declared dead on arrival at the Biliran Provincial Hospital after ramming into the scaffolding of the welcome ark about 2:33 a.m. on Saturday (Dec 19) at the boundary of Brgys. P.I. Garcia and Calumpang here.

Police Major Michael John Astorga, Naval COP identified the victim as Jovit Collera, 32, an employee of Globe telecom, married, a resident of Mabini St., Pob. Leyte, Leyte.

Case investigator Police Staff Sergeant Salde Gollina in a telephone interview said that the victim was on board a Kawasaki Bajaj 125 motorcycle bearing plate number 0801-0103391, coming from Brgy. Santissimo Rosario and going to Calumpang when the accident happened.

Gollinsa said that for unknown reasons the driver rammed the scaffolding of the wooden ark made by Brgy. Calumpang as signage in entering the barangay. He added that it was raining hard during the incident and it was not known why the victim bumped at the ark.

A concerned citizen living in the area immediately brought the victim to the Biliran Provincial Hospital for medical treatment but was declared dead by the attending physician Dr. Jusie Marie Estrada.

The police said that the motorcycle of the victim was still inside the scaffolding of the ark and was brought to the Naval Police Station for proper disposition. – BiliranIsland.com

Drug surrenderee from Southern Leyte apprehended in buy bust in Biliran

Naval, Biliran— A drug surrenderee from Saint Bernard Southern Leyte is the latest apprehension of PDEA Biliran Province Field Unit, the Provincial Drug Enforcement Unit (PDEU) of Biliran Provincial Police Office and the Station Drug Enforcement Team (SDET) about 3: 30 in the afternoon on Sunday (Dec 20) in Sitio Basak, Brgy Atipolo here.

Naval COP Police Major Michael John Astorga, identified the suspect as Ernesto Florendo, 36, with live-in partner, jobless a resident of Saint Bernard Southern Leyte and temporary residing in the Brgy. Antipolo.

Recovered from his possession was a sachet containing white crystalline substance suspected to be shabu procured by an operative in the amount of P1000. During body search in front of Hon Necitas B. Casado, National Prosecutors Services representative Leonard Javinez and Media Representative Anthony Marlon Mecaral the searching cop recovered two more sachets containing the same white crystalline substance suspected to be shabu which was placed inside a folded paper estimated to worth P2000. The searching cop likewise recovered one piece P1000 bill bearing serial number XP596600 which is marked money used for the operation along with one plastic lighter, and P35.00 cash pesos in different denominations.

The suspect denied owning the illegal evidences recovered from him saying he came here to live peacefully after having a very complicated life in Southern Leyte.

But the police and PDEA said that information they both gathered from their informants pointed to the suspect as a newly identified drug peddler in the community prompting them to act and arrest the suspect which turned out positive.

Drinking session turns bloody

Naval, Biliran— A drinking session to welcome Christmas Day turned bloody when two of the three drinking buddies came to a heated argument that resulted in a stabbing incident about 5:40 a.m. today (Dec. 25) at Brgy. Capiñahan here.

Naval Chief of Police Major Michael John Astorga identified the victim as Christian Navarro y Matugas, 27, single, jobless, a resident of Sitio Zuela, Brgy. Capiñahan, while the suspect who was arrested during a hot pursuit in his residence was identified as Edwin Regir y Rosario, 35, laborer and a resident of Sitio Pulang Yuta, Brgy. Cabibihan, Caibiran, Biliran.

The police said that the victim and the suspect, along with couple Marissa Pasco and Renanto Pasco, both residents of same place, were having a drinking session at the house owned by a certain Dela Cruz since last night while welcoming Christmas Day. But when the two protagonists had drunk too many, a heated argument between the suspect and the victim came and resulted in the stabbing that resulted in the death of the victim.

The suspect immediately fled the area after the incident but was collared by Naval Police at his residence in Caibiran, Biliran two hours later.

Driver loses control of motorcycle, dies from road mishap

Biliran, Biliran— Authorities have been warning the public not to drive their vehicles, especially single motorcycles, after coming from a drinking session for fear that they might meet an accident. This warning happened to a laborer when a self accident occurred about 2:40 p.m. of Christmas Day (Dec 25) along the national highway in Brgy. Bato of this municipality.

Biliran Chief of Police Capt. Romeo Sudario identified the victim as Nardo Remitera, 55, married, laborer and a resident of the said place.

Case investigator Police Staff Sergeant Jershon Gervacio said that the victim was riding on a motorcycle Suzuki Smash, color black with temporary plate number 0801-033250 and traveling from Brgy. Bato proper going to the direction of the municipality of Naval, Biliran.

However, upon reaching the place of accident the victim, who was under the influence of liquor, lost control of his driven motorcycle when it swerved and in fell on the side of the road of the concrete road, causing the driver to slump at the concrete road before falling to a meter deep edge of the road.

The victim was immobile when rescue workers brought him to the Rural Health Center, where he was declared dead on arrival by the attending physician.

LTO-Naval stops accepting vehicle inspection, testing documents from Biliran

NAVAL, Biliran — Romeo P. Alianza, chief of the Land Transportation Office (LTO) – Naval District Office, informed that their office has stopped accepting vehicle inspection and smoke emission testing performed within the district starting December 23, 2020.

Alianza disclosed that under LTO-8 Memorandum dated December 22, 2020, signed by Regional Director Rhodelio Poliquit, all heads of district offices in Baybay, Palompon, Ormoc, and Naval were informed of the start of operation of the COJIBAS Private Motor Vehicle Inspection Center (PMVIC) in Ormoc City. All inspection and emission testing of motorcycles, Sports Utility Vehicles (SUVs), and all types of light vehicles, except that of trucks and trailers of 4,800 kilograms gross vehicle weight and more, are to be performed in the identified inspection center.

Said memorandum also prohibits all district offices, extension offices, and other inspection areas to conduct inspection and testing of all motorcycles, Sports Utility Vehicles (SUVs), and all types of light vehicles because they are all covered by the COJIBAS PMVIC.

Inspection and testing of trucks and trailers with 4,800 kilograms gross vehicle weight and more remain in the area of coverage of LTO-Naval District Office.

To avoid unnecessary expense and delay in the processing of vehicle registration, Alianza reiterated, LTO-Naval District Office no longer honors vehicle inspection and testing conducted within Biliran province.

All vehicle owners are advised to submit their vehicles to COJIBAS PMVIC in Ormoc City for inspection and testing, Alianza added. (ldl/mlt/PIA8 Biliran)

Former barangay kagawad shot dead in front of house

Naval, Biliran — The local police of this capital town of Biliran are conducting a thorough investigation over the identity of the suspect/suspects and the motive in the killing of a former barangay kagawad, who was shot to death in front of his house about 5:10 p.m. today (Jan 6) in Brgy. Larrazabal here.

Naval Chief of Police Major Michael John Astorga identified the victim as Romeo Berdida, 55, married a former kagawad and a resident of Brgy. Larrazabal.

The police said they received a telephone call from a concerned citizen about 5:15 p.m. today, informing their station about an alleged shooting that occurred in Brgy. Larrazabal.

The police said that upon arrival at the place, they found the victim lying on the middle of the road in front of his house bathed with blood.

Dr. Ralph Bueno, the Municipal Health Officer who went to the crime scene declared the victim as dead on the spot.

Initial investigation conducted by the local police disclosed that the victim had just arrived home after buying feeds for his livestock when he was shot by the unidentified person/s onboard a still unknown single motorcycle.

Residents in the area described the single motorcycle as a long standing vehicle like that of a dirt bike or Enduro bike.

The suspect/s fled to an unknown direction after the shooting.

Residents in the area suspect that the killing was well planned because the suspect/s carried out the killing when local police manning the checkpoint of the barangay left this morning after a 14 day quarantine period.

The barangay was placed in a lockdown for 14 days and the lockdown was only lifted today.

The policemen left the checkpoint about 10:00 a.m. today.

The victim sustained gunshot wounds to his right back and right forehead that resulted in his instantaneous death.

Police also recovered from the crime scene were two (2) empty shells of cal. 40.

Biliran town allots PHP20-M for Covid-19 jabs

TACLOBAN CITY – The municipality of Naval, Biliran has set aside PHP20-million fund to buy coronavirus disease 2019 (Covid-19) vaccines.

The amount will augment the budget of the national government and the provincial government, Mayor Gerard Roger Espina said in a post on his Facebook account on Thursday.

Espina said the fund will come from the local government’s annual development fund.

“I would like to inform everyone that on the top of the PHP100 million provincial budget for Covid-19 vaccine, and the national government’s budget, we in Naval have secured an initial amount of PHP20 million,” Espina added.

The vaccines funded by the local government are for residents not covered by vaccination of the national and provincial governments.

Espina added that he will be meeting with other officials of the town next week to discuss the pre-registration for those who wish to get the free vaccines.

The pre-registration aims to ensure a smooth flow of the vaccination process when it is ready and available.

Naval is the first town in Eastern Visayas that announced allocating funds for procurement of Covid-19 vaccines.

Before Naval, some provinces and cities in the region have already announced their fund allocation for the vaccines: Leyte province (PHP20 million), Samar province (PHP25 million), Eastern Samar (PHP500 million), Northern Samar (PHP10 million), Tacloban City (PHP30 million), Ormoc City (PHP200 million), Borongan City (PHP35 million), and Catbalogan City (PHP30 million), and Maasin City (PHP15 million).

Naval, a 2nd class town with a population of 54,692 in 26 villages, is the capital of Biliran, one of the smallest provinces in the country. (PNA)

A newly identified drug peddler who hails from one of the municipalities in the Province of Leyte yields two sachets containing white crystalline substance suspected to be shabu during a buy bust operation about 1:20 in the afternoon last Friday (Jan 15) in Brgy. Cabibihan here.

Caibiran COP Police Lt Ruel Sitoy identified the suspect as Kenneth Tolibas, alias “Kaloy”, 20, single, construction worker a native of Brgy. Tagadtaran, Burauen, Leyte and presently residing at Sitio Canciso, Brgy. Cabibihan, Caibiran, Biliran.

Recovered from the possession of the suspect is one sachet containing white crystalline substance suspected to be shabu procured by an operative in the amount of P500. During body search in front of Nelson G Corpin, Chairman Brgy. Cabibihan, Maricor G Delis from the Department of Justice and media representative Arthur R De Jesus, the searching police recovered another one sachet of containing the same white crystalline substance suspected to be shabu with an estimated value of P500. The police also recovered the P500 bill bearing serial number ET515226 which is a marked money used in the buy bust operation.

No statement was given by the suspect to the media who asked him why he possessed those illegal items when they government is running after on people who are into this.

Charges of violation of Sec 5 (selling illegal drugs) and Sec 11 (possession of illegal drug) was already filed by the apprehending police at the Provincial Prosecutors Office last Monday against the suspect who is temporarily languishing at the Caibiran Municipal Police Station detention cell while awaiting for the commitment order from the court for his transfer to the Provincial Jail.

Naval, Biliran — Twelve persons were arrested when local police raided an illegal cockfighting activity around 1:00 am of Jan. 24 in Sitio San Vicente, Brgy. Villaconsuelo, Naval, Biliran.

Naval Chief of Police Major Michael John Astorga identified the arrested suspects as Laurencio Delda, 53, married, farmer a resident of Brgy Villaconsuelo; Bernaldo Bacay, 48, married, farmer a resident of Brgy Villaconsuelo, and a 4Ps member; Cepriano Bohol, 65, with live-in partner, self-employed a Brgy. Tomalistis, Caibiran, Biliran; William Solayao, 51, married, jobless and resident of Brgy Cabibihan, Caibiran, Biliran; Ronnie Colipaopao, 26, with live-in partner, farmer and a resident of Brgy. Villaconsuelo (a SAP member); Joel Luaya, 51, married, jobless, a resident of Brgy Villaconsuelo, Naval, Biliran (4Ps member); Aquilino Yorag, 60, married, tricycle driver, a resident of Brgy. Cabibihan, Caibiran, Biliran (SAP member); Ricky Matugas, 38, married, laborer, a resident of Brgy Villaconsuelo, Naval, Biliran (4Ps member); Diosdado Solamo, 61, married, jobless, a resident of Brgy. Villaconsuelo; Leopoldo Virutao, 64, jobless, a resident of Brgy Capiñahan, Naval, Biliran;
Nelson Verba, 51, married, farmer a resident of Brgy Villaconsuelo, Naval, Biliran, (4Ps member); and, Mark Mejares, 40, married, jobless and a resident of Brgy Tomalistis, Caibiran, Biliran.

The police report said that they received information about an illegal cockfighting activity that was happening at the hillside portion of the place, which prompted them to immediately respond to the place. The report continued that when the police arrived, many people watching the illegal cockfighting run towards different directions. But still they were able to arrest the 12 persons because they were cornered in one place.

Police recovered four dead fighting cocks, two with still attached gaffs/blades, two wounded fighting cocks (caught fighting), six unharmed fighting cocks, and one hundred pesos (100.00) bill. The police estimated the value of all recovered evidences at more or less P14, 000.00.

The arrested suspects together with the recovered pieces of evidence were brought to the police station for proper disposition. – BiliranIsland.com

PNP investigated 2 separate deaths by hanging in Cabucgayan town

Cabucgayan, Biliran – PNP personnel from Cabucgayan, Biliran launched an investigation in 2 separate hanging deaths in Brgy. Looc and In Brgy. Bunga, respectively.

On January 28, 2021, around 10 pm, PNP personnel Renante Dasigan and Miguelito Cordeta responded to a call for help in Brgy. Looc. They verified the report and found Aldin Villamor Apolina, 32-years old, hanging from a bamboo pole inside his house.

They pulled out the victim and did emergency CPR to revive him. But he was declared dead at the scene by the Cabucgayan MHO, Dr. Julieta Tan.

Erlan Trani, his live-in partner, reported to the police that the victim was drinking Shoktong and Mallorca. Trani tried to stop him from drinking and left for their neighbor‘s house.

The victim Apolina was a 32-year old household assistant. He was believed to be under depression as he was still recovering from a stroke attack.

Meanwhile, another suicide report was investigated last January 19, 2021 in Brgy. Bunga, Cabucgayan.

The victim was Marlon Genoguin, a 42-year old DepED utility worker . He was found by his brother in law, allegedly hanging inside his comfort room. He was brought to Cabucgyan Rural Health Unit and was declared dead on arrival by Dr. Julieta Tan.

His wife disclosed that his husband was suffering from anxiety.

The PNP personnel, in their initial investigations of the two separate cases, reported that there was no foul play seen. – BiliranIsland.com

Chainsaw operator yields improvised long firearm and ammos during raid

Kawayan, Biliran—An improvised long firearm was recovered by local police during a raid at the house of a chainsaw operator about 6:05 in the morning today (Jan 29) at Sitio. Anas, Brgy. Ungale of this municipality. Kawayan COP Police Lt.Gerald H. Pediglorio identified the suspect as Antonio Asplico, 46, married, farmer/chainsaw operator and a resident of the said barangay.

The raid was in relation to the Search Warrant issued by Hon. Luz Navarrete, Presiding Judge of RTC Branch 16, of the 8th Judicial Region Naval, Biliran No. NSW01-2021 dated Jan 20 issued against the suspect for violation of RA 10591 the amended Law against Illegal Possession of Firearms, Ammunition and Explosives.

During the search the searching cop found inside the beside the wall of the suspect’s room an improvised long firearm along one magazine for 5.56 ammos and 11 pieces live ammunition of 5.56 a bullet used by Armalite Rifle. The search was witnessed byChairman Rolly D Culibra, of Brgy. Ungale SBM Romeo E. Rosario and Media Representative Anthony Marlon Mecaral. The suspect deniedowning the recovered improvised firearm by the police inside their house saying he does not need it because he has no enemy.

Charges of violation of Sec 28, of RA 10591 was immediately readied by the apprehending officers against the suspect who is temporarily detained at the locked up cell of Kawayan Police Station. – BiliranIsland.com

DPWH-BILIRAN DEO GETS P1.9B INFRA BUDGET FOR 2021

A total of 124 infrastructure projects with a budget amounting to P1.9B is to be implemented by the Department of Public Works and Highways (DPWH)- Biliran District Engineering Office (DEO) this year.

District Engineer David P. Adongay Jr. said that of the 124 projects, 90 are funded for “Comprehensive Release” (FCR) with a budget allocation of P1.37M while 18 are “For Later Release” (FLR) under FY 2021 amounting to P401,287.00. Meanwhile, 16 projects are funded under FY 2020-2021 Multi-Year Contract Authorization (MYCA) amounting to P181,539.00.

According to Adongay, P32M is allocated for preventive maintenance (asphalt overlay), P11M for rehabilitation/ reconstruction of damaged paved road (Tertiary Road), P350.8M for rehabilitation/ reconstruction of roads with slips, P177.6M for road widening, P65M for by-pass and diversion roads, P5M for rehabilitation/ major repair of permanent bridges, P53.2M for widening of permanent bridges and P185M for flood mitigation structures.

Under Convergence and Special Support Program, Biliran DEO will implement a total of P156M- P45M for the construction of roads leveraging linkages for industry and trade, and P111M for installation of water supply systems.

Biliran DEO will also implement a total of P665M under Local Infrastructure Program which consists of multipurpose buildings/ facilities, drainage/ protection works, flood control structures/ facilities, local roads, and local bridges.

“The district office has advertised all 124 projects and bid out a total of 118 projects with an accomplishment of 38.82% as of January 22, 2021,” said Adongay.

Adongay revealed that a total of P747M which includes two asphalt overlays amounting to P108.1M, two tourism roads (P136.7M), two roads leveraging linkages for industry and trade (P157M), one construction of new Provincial Hospital (P150M) and two rehabilitation of roads with slips, slope collapse and landslide amounting to P195.5M will be implemented in this Province under DPWH Regional Office VIII.

Newly identified drug peddler yield suspected shabu during buy bust

Naval, Biliran— Four sachets containing white crystalline substance suspected to be shabu were recovered by operatives of the Station Drug Enforcement Team of Naval Police Station from a young jobless man during buy bust operation about 2:45 in the afternoon on Monday (Feb 1) along Sitio Cogon, Brgy. Larrazabal here.

Naval COP Police Major Michael John Astorga identified the suspect as Lemar Demate y Omega, 19 years old (DOB: August 3, 2001), male, Filipino, single, unemployed and a resident of Brgy Agpangi, Naval, Biliran.

Recovered from the possession of the suspect was one sachet containing white crystalline substance suspected to be shabu procured by an operative from the suspect in the amount of P1000. During body search in front of barangay officials and media the searching cop failed to recover any from the pockets of the short pants worn by the suspect. However at the edge of the road where the suspect was arrested after the buy bust three sachets containing the same white crystalline substance suspected to be shabu with an estimated street value of P3000 were found scattered.

A P1000 bill bearing serial number YU271057, a marked money used for the buy bust operation was also recovered from the suspect.

The suspect denied owning the illegal items recovered by the police from his body claiming they were in the area for swimming.

But the police said that they have monitored the activities of the suspect for the past two months until they zeroed in on his operation prompting them to conduct the buy bust.

Charges of violation of RA 9165 the comprehensive law against illegal drugs is being readied by the apprehending cops against the suspect who is temporarily detained at the Naval Police Station. – BiliranIsland.com
