A Person with Disability (PWD) pedicab driver was found floating and unconscious at the seawater about 11:45 in the morning on Saturday (Aug 27) in the wharf in Brgy. San Isidro, of this town.
Biliran COP Police Capt. Isidoro Ancero, identified the victim as Danilo Palconit, a Person with Disability (PWD) (crippled right foot) 54, married, pedicab driver and a resident of Brgy San Isidro, Biliran, Biliran.
The police said that a certain Junrey Nierras personally came to their station and informed them that a victim was drowned at Biliran Wharf. Nierras told the police that the victim allegedly swam heading to the fish cage at territorial sea water in the Municipality of Biliran when the incident happened. The local police immediately responded to verify the veracity of information and upon arrival at the crime scene at about 11:55 in the morning they saw the person lying on the side of the wharf unconscious.
The local police responding in the area immediately brought the person to Biliran Rural Health Unit and further referred the victim to Biliran Provincial Hospital (BPH) Naval, Biliran for immediate medical attention but was declared Dead on Arrival by attending physicians.
The police said that the victim was allegedly under the influence of liquor at the time of incident. Neighbors of the victim in the barangay are also wondering why he did that when is known to be calm and sober every time he is drunk. – BiliranIsland.com
